1984.11.29_CAB_Minutes_Regular • MINUTES: COMMUNITY APPEARANCE BOARD, REGULAR MEETING, NOVEMBER 29, 1984. n BRAEMER ISLE TOWNHOMES . CAMINO COVE. Chairman Nita C. Martin called the Regular Meeting of the Community Ap- pearance Board, Town of Highland Beach, Florida, to order at 9: 30 A. M. The agenda is attached. The recording secretary called the roll. Present: L. P. Johnson, F. Savino, G. J. Galizia, A. R. Keller, N. C. Martin, H. C. Arnold (alt. ) and H. Harris (alt.) . Chairman Nita C. Martin asked the Board Members if there were any objec- tions or corrections regarding the minutes of the October 25, 1984, meet- ing. As there were none, Chairman Nita Martin made a MOTION, seconded by Mr. Frank Savino, to accept and approve the minutes as written. The MOTION carried unanimously. BRAEMER ISLE TOWNHOMES. Mr. Frank Savino reported on the inspection of Braemer Isle Townhomes . Messers . Galizia, Keller and Savino made a final inspection of Braemer Isle Townhomes on November 28, 1984, and found the landscaping does com- ply with the approved plans . A MOTION was made by Mr. Frank Savino, seconded by Mr. A. Keller, to recommend approval and grant a Certificate of Occupancy to Braemer Isle Townhomes . The recording secretary polled n the members: Guy Galizia ' aye ' Frank Savino ' aye' A. R. Keller ' aye' Louise Johnson ' aye' Nita Martin ' aye' The MOTION carried unanimously. Each Community Appearance Board Member was given a copy of Mr. Savino' s inspection report. CAMINO COVE. Mr. Guy Galizia reported that Messers. Frank Savino, Art Keller and he made an inspection of Camino Cove Unit #9 only, on November 28, 1984, and found that the building facade, landscaping, irrigation and lights did comply with the approved plans . Hibiscus hedges were planted in place of Bougainville hedges on the West side of the East wall. Mr. F. Savino said the landscaping was done in taste; it really enhances the Town and the landscaper should be commended. Mr. Galizia reported that workmen were still on the premises and a dumpster was still in use. A MOTION by Mr. Galizia , seconded by Mr. F. Savino, was made to recommend a Certificate of Occupancy be issued to Camino Cove for Unit #9 only. eTh Il • COMMUNITY APPEARANCE BOARD Regular Meeting Minutes r'N November 29, 1984 Page 2 of 4 Chairman Nita Martin informed the members she made a visit to the Camino Cove site and found many workmen on the property which made it difficult to enter each apartment. Steps to the intracoastal were not finished, outside lighting fixtures were not mounted and a lot of equipment was still on the site. Chairman Nita Martin said a Certificate of Occupancy should be recommended for the one unit and landscaping around this unit only. Chairman Nita Martin asked the recording secretary to poll the members. Guy Galizia ' aye ' Frank Savino ' aye' A. R. Keller ' aye' Louise Johnson ' aye' Nita Martin ' aye' Chairman Nita Martin said the MOTION carries to approve recommendation for Certificate of Occupancy for unit #9 only and the landscaping around unit #9. Mr. Guy Galizia and Chairman Nita Martin suggested that, under no cir- cumstances should the Community Appearance Board Members make an inspec- tion unless written notice is received from the Building Official that the project is ready for a Certificate of Occupancy inspection. It was suggested, that if an applicant requests an inspection before the pro- ject is complete, the applicant be fined. Vice chairman Guy Galizia made reference to the Memorandum of November 27, 1984, from the Building Official to the Community Appearance Board concerning Certificate of Occupancy inspection. Chairman Nita Martin read the procedure for Certificate of Occupancy inspection which has been followed by the Community Appearance Board since 1980. The following addition to the procedure was suggested by members: "The Community Appearance Board will inspect promerty only after written notification from the Bailding Official confirming that subject property is ready for Community Appearance Board Certificate of Occupancy inspection. " A discussion regarding distribution of reports followed. Vice chairman Guy Galizia said that, per the new ordinance, any reports or recommenda- tions from the Community Appearance Board or Planning Board must go through the Building Department for transmittal to the Town Commission. rk Vice chairman Guy Galizia recommended that the Building Official suggest to the applicant that the building owner/contractor and the landscape architect be present at the time the Community Appearance Board inspec- tion is made. • COMMUNITY APPEARANCE BOARD Regular Meeting Minutes November 29, 1984 Page 3 of 4 Mr. Frank Savino said when the Community Appearance Board makes an inspection, the Building Official should not be notified until the Community Appearance Board Members have had their meeting. Chairman Nita Martin stressed the fact that the inspection report can not indicate if a project was approved or disapproved. Approval or dia- approval must be voted on at a Regular or Special Meeting. Chairman Nita Martin said she will write a letter to the Building Official asking that he consider the Community Appearance Board' s request for written notification from the Building Official stating the property is ready for Community Appearance Board inspection. UNFINISHED BUSINESS: Chairman Nita Martin and the Community Appearance Board members discussed a recommendation report form regarding Chapter 30, Sec- tion 8. 3. This form should be filled out by the Chairman of the Community Appearance Board and sent to the Building Official after plans are reviewed. r\ At 10: 30 A. M. , the Community Appearance Board members were advised that the Acting Town Manager Mary Ann Whaley was in conference and unable to attend this meeting. The Community Appearance Board members questioned the policy regard- ing changes in building plans, once the building is under construction. If the changes are major, will it be necessary for the applicant to submit new plans along with a new application; pay another fee; and, come before the Planning Board and the Community Appearance Board as per the old zoning code. NEW BUSINESS: Election of officers followed. Chairman Nita Martin said the floor is open for recommendations . Mr. Frank Savino recommended that Nita Martin continue to serve as Chairman of the Community Appearance Board. A MOTION was made by Mr. A. Keller, seconded by Louise Johnson, saying all officers remain in office. All the members were in favor of the MOTION. GREENING COMMITTEE: Mrs . Helene Harris reported the Greening Committee was allocated a budget of $5, 000 .00 from the Town Commission. COMMUNITY APPEARANCE BOARD Regular Meeting Minutes November 29, 1984 Page 4 of 4 The Community Appearance Board members reviewed a chart that was drawn up and presented by Mrs . Helene Harris . The chart indicates the loca- tion, address, tree, the plaque, what kind of tree, who gave the ap- proval for the tree, who gave the approval for the groundcover and the name of the palque on various trees . When the information is verified, Mrs. Helene Harris will make copies and distribute same to the members of the Greening Committee, Town Commission, Police Department and the Fire Department. An article written by Mayor Horton appeared in the November, 1984, issue of the Bulletin stated many compliments were received from returning residents regarding the appearance of the Town. Mrs . Helene Harris read the article into the minutes . Mr. Frank Savino suggested the Greening Committee compose a letter to advise Town residents that donations are gladly accepted and very much appreciated. Mrs . Harris will seek the approval for such a letter from the members of the Greening Committee and the Town Manager. Mrs. Louise Johnson mentioned the sign on the South end of Town. It is a beautiful sign and should be more visible to all entering Highland Beach. All members were in agreement. The inspecting member for the Certificate of Occupancy inspection for the month of December is Louise Johnson. Agenda for the December meeting, which is changed from December 27, 1984, to December 20, 1984, closes on December 5, 1984, at noon. Chairman Nita Martin, as there was no further business to discuss, adjourned the meeting at 11: 05 A.M.
