ST. LUCY' S CATHOLIC CHURCH PLANS .
"..—\ Nita Martin called the Regular Meeting of the Community Appear-
ance Board, Town of Highland Beach, Florida, to order at 9 : 30 A. M.
The recording secretary called the roll. Present were L. P. Johnson,
F. Savino, G. J. Galizia, A. R. Keller, N. C. Martin, H. C. Arnold (alt. )
and H. Harris (alt. ) .
Chairman Nita Martin asked the Board Members if there were any corrections
or objections to the minutes of the Regular Meeting held on December 20,
1984 . As there were none, Chairman Nita Martin said the minutes stand
approved as written.

The Community Appearance Board Members reviewed and discussed the
St. Lucy' s Church Plans with Rev. Fr . A. Chepanis and Architect,
Mr. E. N. Turano, F.A. I.A.
Rev. Fr. Chepanis told the Board Members a model of the project is on
display in the church and they are welcome to inspect same. The color
scheme is to be grey and white. The church bells will remain mounted
n on the roof where they have been for the last eleven years.
Mr. Arthur Keller inquired as to the increase in area size. Mr. Turano,
the architect, said the original plan covers 6,000 square feet while the
new plan covers 13,465 square feet for a total of 19,465 square feet.
The Board Members were informed it will take a couple of years to com-
plete the project. The new roof will be aluminum shingles. Parking
areas will accommodate 227 automobiles .
Mrs. Louise Johnson asked what the proposed membership of the church is .
Fr. Chepanis said there are 800 families, in season.
After studying and discussing the project at length, Mr. Arthur R.
Keller said he sees nothing wrong with the plans .
The Board Members, upon inquiring about the old walls, were advised
they will have to be torn down as they were only partitions .
Rev. Fr . Chepanis assured the Community Appearance Board Members that
the church has no intentions of putting anything trashy in Highland
Beach; nor, would the Archbishop allow it.

Mr. Turano said the bell tower will be taller than the church and will
be very graceful. The peak is 28 ' and has a 10 ' cross . Natural grey
stone with mica chips will be used in construction; doors will be bronze
glass, except inside doors will be wooden. But for the stained glass
windows, all glass will be bronze colored. The structure will be multi-
purpose serving as both a church and hall.
While the entire building will be lighted at night, the lighting fix-
tures will not be on the building. They will be canister type of lights
set in the ground and directed upward and towards the church. The walk-
ways will also be illuminated by these lights. The function of the
lighting which will only give off a soft glow is for security purposes .
The lights will be set back so they will not be visible from AlA.
The members discussed the landscaping at length. Fr. Chepanis said no
landscaping will remain as it is; it will all be redone. Many hedges
and Oleander shrubs that were part of the original landscaping were
destroyed by the winds and storms and therefore removed. Some hedges
and shrubs became hazzards as they obstructed visibility of the road
and walkways.
Chairman Nita Martin suggested some type of hedge or shrub be planted
to conceal the parking lot. Mr. Frank Savino recommended a Silver
Buttonwood hedge as it withstands the wind. However, the hedges should
not be planted too close to the driveway so as to obstruct one ' s view
from the exit.
Chairman Nita Martin stated she is very disappointed with the plan as
there is no picture of the facade, no samples and no accurate land-
scaping plan. As chairman of the Community Appearance Board, my con-
cern is the view from ALA. The church is lovely but we must screen
the parking area from view of AlA, as much as possible.
Rev. Fr. Chepanis agreed to plant some shrubs and hedges as suggested.
The area around the St. Lucy' s Church sign will be enhanced and ever-
greens will be changed. Rev. Fr. Chepanis proposed the Community Ap-
pearance Board approve phase 1 and he will come back with a new land-
scape architect who will redesign landscaping along AlA.
Chairman Nita Martin requested the new plans to be drawn for the ALA
area be clearly marked with the plants that are to be placed there.
It was suggested that if landscaping for phase 1 does not comply,
landscaping for phase 2 will not be approved.
Rev. Fr. Chepanis mentioned an Oleander hedge was planted on the North
side of the church property. Australian Pines, belonging to Casuarina
grew wild, shaded the Oleander hedge from sunlight causing them to die.

Rev. Fr. Chepanis assured the Board Members that the building contractor
is a very reputable builder. The bid for the construction was dated
October 2, 1984, and the contractor has been waiting patiently. Hope-
fully, construction will start next month.
Mr. Arthur Keller made a MOTION that the Community Appearance Board
approve the landscaping of phase 1 subject to the additional planting
of hedges at the very first island along ALA to screen the parking lot
from traffic on AlA. Mrs. Louise Johnson seconded the MOTION.

Mr. Arthur Keller made a MOTION that the Community Appearance Board
approve the facade in phase 2 as indicated on page A-4 of plans dated
6/6/84. The MOTION was seconded by Mr. Frank Savino.

Mr. G. J. Galizia made a MOTION that the lighting plans be approved as
indicated on Page E-1 of plans dated 6/6/84, subject to the final in-
spection as to intensity and general appearance. Mr. Frank Savino
seconded the MOTION.

The Community Appearance Board Members filled out Community Appearance
Board Form #10 (Recommendation Report for Plan Review Re: Chapter 30,
Sec. 8.3) for St. Lucy's Church project and forwarded to the Building
Official in the Building Department, Town of Highland Beach, Florida.
UNFINISHED BUSINESS
Mr. H. Arnold informed the members that Vice Mayor M. L. Blosser and
he are working on the sign ordinances.

Mrs. Louise Johnson said the landscaping contracted to be done at Town
Hall and at the Town signs was delayed. The Begonias that were planted
at the Town Hall have been damaged by the cold weather.
NEW BUSINESS
Each member was in receipt of a memorandum dated January 30, 1985, from
the Building Official regarding the Milord Project-Camino Cove. Chair-
man Nita Martin said the board had not been informed Milord is ready
for inspection of units 5 & 6. The entire landscaping has been approved
so inspections will be for the facade only.
Chairman Nita Martin and the Board Members discussed the letter from
Mr. Linet regarding the Le Concord project which has been purchased by
Mr. Philip Colman.
GREENING COMMITTEE
Mrs. Helene Harris reported that at the last meeting of the Greening
Committee, it was determined 30 trees are to be planted in the spring.
At the Town Commission Regular Meeting on February 5, 1985, Mrs. Harris
fl will request approval for the planting and inquire how much money is in
the Greening Committee fund.
Mrs, Louise Johnson is the inspector for the month of February.
The next Community Appearance Board Meeting will be held Thursday,
February 28, 1985. The agenda for this meeting closes at noon on
Wednesday, February 13, 1985.
A MOTION by Mr. Frank Savino, seconded by Mr. Keller, to adjourn the
meeting carried unanimously.
Chairman Nita Martin adjourned the meeting at 11:45 A. M.

A
