HIGHLANDS PLACE CONSTRUCTION FENCE.
Chairman Nita Martin called the Regular Meeting of the Community Appear-
ance Board, Town of Highland Beach, Florida, to order at 9:33 A.M.
The recording secretary called the roll. Present were L. P. Johnson,
F. Savino, G. J. Galizia, A. R. Keller, N. C. Martin, H. Harris (alt. )
and H. C. Arnold (alt. ) .
Chairman Nita Martin asked the Board Members if there were any correc-
tions, objections or additions to the minutes of the Regular Meeting
held on January 31, 1985 .
Mr. F. Savino suggested the last sentence of paragraph 4 on page 2 should
read "However, the hedges should not be planted too close to the driveway
so as to obstruct one ' s view from the exit. " All members agreed.
Chairman Nita Martin said if there are no further objections, the minutes
of the Regular Meeting stand approved as corrected.
Minutes of the Special Meeting for Camino Cove held on February 19, 1985,
were read by Vice Chairman Guy Galizia . Chairman Nita Martin asked the
Board Members if there were any objections, corrections, additions or
deletions . As there were none, Chairman Nita Martin said the minutes
of the Special Meeting of February 19, 1985, stand approved as written.
HIGHLANDS PLACE CONSTRUCTION FENCE
M. SEAGRAVE, JR. , PROJECT DIRECTOR, PRESENT.
Chairman Nita Martin read into the minutes the memorandum regarding High-
lands Place from the Building Official dated February 27, 1985, to the
Community Appearance Board.
Project Director M. Seagrave, Jr. , addressed the Community Appearance
Board Members. Highlands Place is in the process of securing building
permits and is requesting approval from this board for a construction
fence.
The Board Members reviewed the fence drawings attached to a letter dated
February 12, 1985, from Highlands Place to the Community Appearance
Board.
Mr. M. Seagrave, Jr. , said the Building Department requested plywood be
placed behind the canvas to prevent any sand or debris being blown onto
AlA. The new section of fencing will be erected along the front por-
tion of the site. Details of the drawings indicate a plywood backing
n would be used behind the canvas sections . It is a decorative fence
that was up-graded so it is presentable and ties in with the existing
fence. Physical construction will start within 60 to 90 days .

The physical details are identical to that of the existing fence. It
will be 8' high. The canvas has galvanized grommets that will be laced
with clothesline rope and attached to the fence.
The existing fence had been erected in 1981. The panels are a bit
faded but they are basically in good shape.
Mr. M. Seagrave, Jr. , said if any part of the fence is damaged or comes
down, it will be his responsibility to replace or repair it.
The members discussed the lack of space for construction parking. Mr.
M. Seagrave, Jr. , said they will build the ground floor parking first
to ease the parking problem.
The Community Appearance Board Members were informed that the new
construction fence will be set back 5 ' from front lot line on AlA to
comply with the Town ordinance.
Mr. A. Keller MOVED that the temporary fences at the construction site
at Highlands Place indicated in drawings attached to February 12, 1985,
9 letter to the Community Appearance Board from Mr. M. Seagrave, Jr. ,
Project Director, be recommended for approval. Mr. F. Savino seconded
the MOVE.
The recording secretary polled the members which resulted as follows:

The MOTION carried unanimously.
Chairman Nita Martin acknowledged the presence of Mayoral Candidate
Edward Sullivan at this Community Appearance Board Meeting.
The Certificate of Occupancy inspection member for the month of March
is Mr. A. R. Keller.
The members discussed the forms drawn up by Chairman Nita Martin. The
Chairman will fill out Form #10 for Highlands Place Construction Fence
and send it on to the Building Official advising him that the Commu-
nity Appearance Board recommends approval.
When the Building Department requests an inspection for a Certificate
of Occupancy, Form #20 will be filled out by the Building Official.
The recording secretary will call the inspecting member to advise
that the project is ready for inspection.

Form #30 is filled out by the inspecting member at the site when the
inspection is made. Items are listed in order. The inspecting mem-
ber checks the proper box and reports his findings at the next Com-
munity Appearance Board Meeting.
When the Community Appearance Board recommends approval or disapproval
of a request for a Certificate of Occupancy, Form #40 is filled out.
This form is given to the Building Department.
Mrs. Louise Johnson reported that she spoke with Mrs . Bernice Smith
regarding the beautiful Town signs and the landscaping. Mrs. Smith
said she will do something about the landscaping and Michael of the
Maintenance Department should be taking care of the Town signs.
Chairman Nita Martin said everything should be left alone (shrubs and
trees) until after the first two weeks of March. Some of the plants
will come back.
GREENING COMMITTEE
Mr. Frank Savino attended the Town Commission Meeting on February 5,
ifiTh 1985, in place of Helene Harris. The Greening Committee is planning
to plant some 30/40 trees some time in March.
The Greening Committee budget was discussed at the Town Commission
Meeting.
Mr. Frank Savino said he will be tagging sites where trees will be
planted. He will select trees that withstand salt, wind and
cold weather.

ChairmancNita Martini\questioned if a letter should be sent to the
proper individuals at condominiums giving instructions regarding tree
trimming due to the cold spell. Mr. Frank Savino said when he will
be planting, he will have the trees trimmed so they will be properly
shaped.
The question of who is responsible for tree trimming was discussed.
The members were informed that large developments, single residences
and some places do trim the trees. Mr. Savino said where they do
not engage in this practice, the Greening Committee will have it done
so all trees will look beautiful.

The next meeting date for the Community Appearance Board is set for
Thursday, March 28, 1985, at 9:30 A.M. The agenda for this meeting
will close on Wednesday, March 13, 1985, at noon.
Chairman Nita Martin adjourned the Community Appearance Board meeting
