VILLA NOVA - AMENDED PLAN REVIEW.
ROYAL HIGHLANDS - PRELIMINARY REVIEW.
Vice Chairman Guy Galizia called the Regular Meeting of the Community
Appearance Board, Town of Highland Beach, Florida, to order at 9: 30 A.M.
Prior to the roll call, Mr. Galizia appointed first alternate member
Helene Harris to serve as a regular member at this meeting.
The recording secretary called the roll. Present were G. J. Galizia,
F. Savino, L. P. Johnson, A. R. Keller, H. Harris (alt. 1) and H. C.
Arnold (alt. 2) .
Chairman Nita C. Martin was absent from this regular meeting.
Royal Highlands representatives agreed to Mr. Galizia ' s request to
allow Villa Nova to be first on the agenda .
The members agreed to approve and accept the minutes of the regular
meeting of February 28, 1985, as written.

PAUL TWITTY, ARCHITECT, AND PHILIP COLMAN, DEVELOPER, PRESENT.

Architect Paul Twitty of Schwab and Twitty Architects, Inc. , represent-
ing Mr. Philip Colman, addressed the board and gave a brief history of
the property. Mr. Twitty said plans had already been on file in the
Building Department of Highland Beach when Mr. Colman purchased the
parcel. Mr. Colman amended the original plans which have now been ap-
proved by the Planning Board and the Building Department.
Ramps that made the approach to the building difficult were eliminated.
There are two locations for vehicle entrance . The garage is pulled
back to allow for additional landscaping areas. There will be one
level of undercover parking. Fifteen guest parking spaces are being
provided.
The building is entered at the ALA level. A wall will run across the
property line. To add interest, a water feature will be introduced
in the front area. A low hedge that will blend in with the grass area
will be planted in front of the water feature.
The water wall treatment will be repeated in the lobby. The court area
will be formal with brick paving and textured concrete. This entire
area will be a series of progression levels.
The pool, cabanas and social amenities are placed one level above the
garage. This second level is the social level.

Very subtle lighting will be used. The building will not be flooded with
light. Accent lighting will be used in the facilities areas and the ga-
rage. Low tone lighting for necessary illumination will be used.
No mechanical equipment will be visible on top of the building. The ele-
vator tower was incorporated into the architecture . Great care was taken
to conceal activities and equipment. The front building facade will be
intergrated with a dark reflective glass to blend in with the area.
The building will be painted one color, a soft sand tint. The railings
will be white as will the window frames. Storm shutters will also be
white. Balconies will be finished with non-slip tiles .
The pedestrian motor court on the North will be landscaped. we are intro-
ducing green buttonwood trees on the South side. Existing trees are on
the North side. A 24" hedge will be planted in the center. Trees will
be sculpted and we will create tiering levels with border planting and
ground covering.
The amenity area is level with the dune. The ocean vegetation and the
em dunes will not be disturbed. Seaoats and scavola will be planted on
the dunes to prevent erosion.
Mr. Philip Colman addressed the members and said the open amenity area
was increased. There is an indoor and outdoor club area. The sun deck
is on top of the ten cabanas . A pond with a statue will set in the
middle of the terrace. The waterfall and pool lights will be soft and
not visible from AlA.
After the presentation was completed, the members of the Community Appear-
ance Board requested Mr. Twitty and Mr . Colman initial the landscape plans
where changes and additions were made.
A MOTION by Mr. A. Keller, seconded by Mrs.Louise Johnson, that the set
of drawings dated 2/27/85 as revised on 3/28/85 covering the Villa Nova
as depicted by Schwab & Twitty Architects, Inc. covering AlA site plan,
including landscaping, recessed wall and lighting be recommended for
approval.
The MOTION carried unanimously.

ROYAL HIGHLANDS - PRELIMINARY REVIEW.
MR. LORENZ SCHMIDT, EXECUTIVE VICE PRESIDENT, MR. ROY BROWN, ARCHITECT,
MR. T. BRADSHAW, LANDSCAPE ARCHITECT, PRESENT.
Addressing the Community Appearance Board, Mr. Schmidt said Teron Inter-
national, owners and developers of Royal Highlands have plans that were
approved under a court settlement stipulation dated June 17, 1980.
Royal Highlands submitted a new set of plans that offers an 18% reduction
from the original court settlement. The new proposal calls for 128 units
rather than the 156 units allowed under the court order.
Mr. Roy Brown, Architect, made his presentation. The members were advised
that Royal Highlands lowered the density and is trying to reduce the mass
of the buildings. Rather than 15 stories, the buildings will be 13 stories
high for the top four units with other structures being stepped down to
allow an opportunity to create landscaped terraces.
The architect said the new proposal looks like a Mediterranean hill town
with a romantic skyline with gazebos and peaks . There are eight separate
EIM and private entrances that occur behind AlA. The garage entrances will
be concealed from AlA. A central security system will be in use.
The property is 930 feet long but shallow. The width, including the
coastal construction line, is under 200 feet.
The top floor of a building will house one apartment. The lower floors
will have two apartments per floor. Royal Highlands offers a two bedroom
or three bedroom unit.
Air conditioning equipment is concealed in the towers .
Between the tall towers, there is a 20 ' space. The members were concerned
with the high velocity winds and the effect of those gusts between the two
tall buildings .
The basic idea of this concept is a multilevel roof line with stepped down
terrace gardens that are accessible from the unit or sun room. The roof
decks will be landscaped for the enjoyment of building residents. Pent-
house apartments will have private garden terraces.

The new proposal favors the Mizner design. The exterior wall color will be
a pale sand hue that would be appropriate, warm and blend with the roof
tile. Moldings and cornices will be slightly deeper with the baked enamel
aluminum window frames a darker shade . All storm shutters will be a sand
color.
At this point, Landscape Architect T. Bradshaw addressed the members and
said this is an unusual concept that is exciting for the Town of Highland
Beach. This is the longest piece of ocean front property and also the most
confining piece in relation to the ocean dune line and to AlA.
A scenic corridor was created along AlA and we want it to blend with what
happens along AlA. The character vegetation throughout the Town is very
natural and we want to keep the character of AlA in a natural state. We
created a buffer, or linear park, along the property. The dune line vege-
tation is natural and dotted with existing seagrape clusters .
The structures will be tucked behind AlA. Berming of the property will be
done according to the natural floor contour. On top of these bermed areas
we will plant trees.
em The parking level will have horizontal planters containing vines, bougan-
villea and scovolas that cascade over creating a warm feeling that blends
in with the Mediterranean feeling of the architecture.
The pool is located in the center of the project. The main entrance to
the pool is on the upper level and is concealed by planters. The pavil-
lions open up to the swimming pool. This area will be bermed up and
planted with dense vegetation.
A pedestrian beach access is proposed at two points. Presently, there is
one existing public beach access on the property.
The roof gardens will be for the residents and accessible from the ele-
vator. To enhance the top of the buildings, terraces with vegetation were
introduced. Planted materials cascade off the balconies.
This design should not have any lighting fixtures, said Mr. Bradshaw.
Lighting will be from below ground level and it will come up. Lighting
will be intergrated below eye level as you enter the project .
Sand from the site will be put back to help preserve the beach. The right
of way line has been protected. Landscaping will be done within the pro-
perty line that exists.

Landscape Architect Mr. Bradshaw said all salt tolerant materials will be
incorporated into the landscaping. They will use palms, seagrapes, neronias,
ficus, scovolas, bouganvillea, black olive trees and the like along the
front of the project.
The Community Appearance Board Members viewed the presentation. However,
all agreed the subject of Royal Highlands should be tabled.
Mr. Lorenz Schmidt advised the members that this new proposal was before
the Planning Board for a preliminary site plan review. At the Planning
Board' s request, Royal Highlands is making some revisions ; however, the
character of this new proposal cannot be changed. The landscaping will
be consistent with what was presented at this meeting.
OLD BUSINESS
Mrs . Louise Johnson, once again, expressed dismay regarding the landscaping
around the beautiful Town signs . This matter was discussed with a number
of Town personnel and, to date, nothing has been done to remedy the situa-
tion. Mr. Frank Savino agreed to look into the matter and discuss it with
em the Town Manager.
Vice Chairman Guy Galizia said Mrs . Louise Johnson was reappointed to the
Community Appearance Board as a regular member. Mrs . Johnson ' s term will
expire in March, 1988.
Mr. F. Savino reported on the tree planting project for Highland Beach.
Red flags were placed along AlA where the trees will be placed. The Green-
ing Committee is waiting for authorization from property management indi-
cating they will accept the trees and provide proper care. All trees will
have instructions for proper care. Mr. Savino said neronia trees will be
planted as they are most tolerant. As soon as authorization is received,
planting will begin.
Vice Chairman Galizia inquired about the status of the sign ordinance.
Mr. H. C. Arnold reported he is waiting to hear from Vice Mayor Blosser
regarding this matter.
A MOTION was made by Helene Harris, seconded by A. R. Keller, to adjourn
the meeting. The MOTION carried unanimously.
Vice Chairman Galizia adjourned the meeting at 11 : 50 A.M.
