ANTENNA - SEAGATE OF HIGHLAND BEACH SATELLITE T. V. ANTENNA - OCEAN REEF SIGN. Vice Chairman Guy Galizia called the Regular Meeting of the Community Appearance Board, Town of Highland Beach, Florida to order at 9: 30 A.M. The recording secretary called the roll. Present were G. J. Galizia, L. Johnson, F. Savino, A. R. Keller and H. C. Arnold (alt. 2) . Chairman Nita C. Martin and Helene Harris (alt. 1) were absent from this Regular Meeting. Mr. Arnold made a MOTION, seconded by Mr. Savino, to accept and approve the minutes of the Regular Meeting of March 28, 1985, as written. All members agreed. S. SERNA FENCE, 3801 SOUTH OCEAN BOULEVARD, HIGHLAND BEACH, FLORIDA. MR. S . SERNA, PRESENT. An application and drawings were submitted by Mr. Serna for the construc- tion of a 51 ' high, pressure treated wood fence along the North and South boundary line of his property located at 3801 South Ocean Boulevard. All the posts will be set in concrete. n Mr. Serna is requesting to fence in his property in order to keep his two Doberman Pincher dogs confined. A MOTION by Mr. Keller, seconded by Mr. Savino, to recommend approval of application dated 3/28/85, for construction of a 51/2' high wooden fence carried unanimously. ANN P. MURPHY FENCE, 4019 SOUTH OCEAN BOULEVARD, HIGHLAND BEACH, FLORIDA. MRS. ANN P. MURPHY, PRESENT. Mrs . Murphy, acting on behalf of Karl-Heinz Sorg, said the application for a 6 ' high green vinyl chain link fence to run across the front of Town Lot #48 (4019 South Ocean Boulevard) was submitted at the sugges- tion of the Highland Beach Police Department. This vacant lot is used by trespassers to gain access to the beach. As a result, the area is congested, on weekends, with cars parking illegally and the site becomes unattractive due to the litter, debris, etc. , that is left behind. • \ / COMMUNITY APPEARANCE BOARD Regular Meeting April 25, 1985 Page 2 of 4 The seaoats were set on fire during the dry season. Fortunately, Mrs . Murphy was able to extinguish the fire before it spread. The neighbor- ing residents are seeking some relief from this awful situation. Chief Cecere stated that this is a problem area . The Highland Beach Police Department makes an average of thirty arrests per month at this site. Chief Cecere strongly recommends approval of a fence which will be posted with 'NO TRESPASSING ' signs. Any trespassers will receive citations from the police. The site is a vacant lot with much greenery that will hide the fence . Running from North to South, it will be attached to an existing fence on either end. (A path to the ocean runs East to West through the property. ) The posts of the heavy galvanized chain link fence will be set in cement and it will be installed 65 ' from AlA. A MOTION by Louise Johnson, seconded by Mr. Keller, to recommend ap- proval of the application for installation of a 6 ' chain link fence at 4019 South Ocean Boulevard carried unanimously. MONTEREY HOUSE, 3114 SOUTH OCEAN BOULEVARD, HIGHLAND BEACH, FLORIDA. n MR. EDWARDS AND MR. REINHARDT, PRESENT. The Board Members stated there were no unfavorable comments regarding the location and mounting of the satellite television antenna on the roof of the Monterey House at the time an on site inspection was made during the workshop Meeting on April 23, 1985. The Community Appearance Board Members find nothing aesthetically wrong with plans to construct and install the satellite television antenna which will not be visible from AlA. Mr. Reinhardt, President of the Monterey House Condominium Association advised the board that approval from the membership was received at their annual meeting. Mr. Keller made a MOTION, seconded by Mr. Arnold, to recommend that the receiving dish atop the roof of Monterey House, as described in their application, be approved with respect to aesthetics and appear- ance only. BENNETT, PRESENT. Mr. Edward Bennett said the Seagate of Highland Beach matter is similar to that of Monterey House. Approximately 80% of the residents of A Building approved construction and installation of the satellite television antenna on that particular site. A record of this approval is on file at the condominium office, said Mr. Bennett. The satellite television antenna will be hidden by a large wall that is in the area of installation. Engineers from Weyant & Associates ap- proved the safety and location of antenna. A MOTION made by Mr. Keller, seconded by Mr. Arnold, recommending that the receiving dish atop the roof of Seagate of Highland Beach, Building A, 3212 South Ocean Boulevard, as described in their application be approved with respect to aesthetics and appearance only. All members approved the MOTION. OCEAN REEF, 3525 SOUTH OCEAN BOULEVARD, HIGHLAND BEACH, FLORIDA. t Vice Chairman Galizia tabled this matter until the next meeting as no representative from Ocean Reef was present. The Community Appearance Board Members were advised that Royal Highland withdrew their application. Members briefly discussed the schedule of fees for fences, wall and minor items . Vice Chairman Galizia said the fees vary - no fee or permit applies to work estimated less than $200.00 - it is a graduated scale. A memorandum from Town Manager Williams to Vice Chairman Galizia regard- ing Coastal Plants Workshop to be held on June 6, 1985, was read into the minutes . GREENING COMMITTEE REPORT Mr. Frank Savino reported forty Nohoronia Trees, one Royal Palm and one Tabebuia were planted at a cost of $5, 200.00. Some ground cover will be placed at the base of the trees. r� COMMUNITY APPEARANCE BOARD Regular Meeting April 25, 1985 Page 4 of 4 /'1 Funds from the private sector are not coming as anticipated. We there- fore cannot ask the Town to budget money to the Greening Committee. The program will be phased out temporarily, until such time as money becomes more available from the private sector. Additional trees will be planted when money from private donations is available. Vice Chairman Galizia commended Mr. Savino for all his hard work as a member of the Greening Committee. Since 1981, a total of 169 trees have been planted. The Certificate of Occupancy inspecting member for the month of May is Chairman Nita Martin. The next meeting of the Community Appearance Board is set for Thursday, May 30, 1985, at 9: 30 A.M. The agenda for this meeting closes on May 14, 1985, at noon. A MOTION by Frank Savino, seconded by Mr. Keller, to adjourn the meeting carried unanimously. Vice Chairman Galizia adjourned the meeting at 10:35 A.M.
