ANTENNA - SEAGATE OF HIGHLAND BEACH SATELLITE T.V. ANTENNA - /—• OCEAN REEF REVISED POOL LANDSCAPING. Chairman Nita Martin called the Regular Meeting of the Community Appear- ance Board, Town of Highland Beach, Florida, to order at 9: 30 A.M. The recording secretary called the roll . Present were N.C . Martin, G.J. Galizia, F. Savino, A.R. Keller, H.C. Arnold (alt. ) and H. Harris (alt . ) . Absent from this Regular Meeting was regular member L. Johnson . Chairman Martin said alternate member H.C. Arnold would sit in place of the absent regular member . Members discussed the minutes of the Regular Meeting of May 30, 1985, that were submitted for approval . Following a brief discussion it was agreed that the last paragraph on page one should be deleted entirely. Mr . Ssvino made a MOTION, seconded by Mr . Keller, to accept and approve the minutes of May 30, 1985, as amended . All members were in favor of the MOTION. BRAEMAR ISLES TOWER, 4740 South Ocean Blvd. , Highland Beach, Florida. MR. LOUIS KRAFT, REPRESENTATIVE AND MR. J. J. AMBRIDGE, MANAGER, PRESENT. Chairman Martin said that on June 6, 1985, when the members made an even- ing inspection of the Braemar Isles garage area, they requested a listing of locations in Florida, from Architect George Wasser, where the proposed fixtures had been installed. The information requested, continued Chairman Martin, indicating an instal- lation of the same fixtures at the Jewish Educational School in west Palm Beach, was recetved yesterday which did not allow members adequate time for them to make an inspection prior to this meeting. Mr . Savino said the nite the members made their inspection, the lighting on the perimeter were about 80 ' apart and some lights were not even turned on. Three fixtures were not on, continued Mr . Savino. Mr. Ambridge, Manager of Braemar Isles Tower said that situation was corrected. Mr. Keller said the rights of people who live close by must be protected . The members went into a nearby apartment from which the garage roof was visible . If lights were any higher, it would require the neighbors to close their blinds . It is objectionable to neighbors . COMMUNITY APPEARANCE BOARD Regular Meeting June 27, 1985 Page 2 of 7 Mr. Kraft, President of Braemar Isles Association said the association makes recommendations and also represents the majority of people at Braemar Isles . I am sure, continued Mr . Kraft, that there will be people who will object . Chairman Martin reported on the on site inspection made by members at 8:45 P.M. on June 6, 1985, for the purpose of reviewing the lighting from a safety standpoint . Lighting fixtures illuminate the area directing the light downward. At the time of the inspection, Chairman Martin said many of the fixtures were not lit . Chairman Martin said that in het opinion, Braemar Isle representatives had not provided a true inspection for the members due to the fact that several lighting units in the garage and guest parking area were out of order . It was suggested that the Community Appearance Board adhere to recommend- ations it made to the Town Commission on November 19, 1981, regarding this project. ( Chairman Martin said she could not recommend approval of the Braemar Isles lighting as the 15 '/19 ' poles would be most unattractive . Mr. Kraft said they are proposing the new lighting for safety reasons and it is Braemar Isles ' desire to arrive at a compromise so that the standards of the Community Appearance Board will be met . Braemar Isles hired an engineering firm said Mr . Kraft, and they are anxious to reach a point so they can achieve their goal of security and safety. Mr . Savino suggested additional lights (same as presently in use) be placed approximately 20 ' apart. Mr . Keller recommended the use of higher candle power and the cleaning of the globes with all lights in working order . Place light fixtures two spaces apart, instead of four spaces apart, suggested Mr. Keller. The members suggested this matter be tabled until the Building Official can make an on site inspection, at night, to review the lighting that is presently in use at Braemar Isles garage area. A MOTION was made by Mr . Savino, seconded by Mr . Keller, to table this lighting of Braemar Isles roof until such time as the Building Official r-` goes there at night to look at the present lighting they now have there and make recommendations to this board. The Building Official shall also examine lighting from a surrounding apartment . COMMUNITY APPEARANCE BOARD Regular Meeing June 27, 1985 Page 3 of 7 Mr. Kraft said he sees no real point in the Building Official going into apartments at the time he makes an evening inspection of Braemar Isles garage area. Chairman Martin stated that according to the Community Appearance Board criteria the neighbors must be considered. We must see the effect of the present lighting, continued Mrs. Martin. We have a MOTION on the floor, said Chairman Martin, will the secretary please poll the members . The roll call vote resulted as follows : Mr. Arnold ' aye ' Mr . Galizia 'aye ' Mr. Keller 'aye ' Mr . Savino 'aye ' Mrs . Martin 'aye ' The MOTION carried unanimously. SEAGATE OF HIGHLAND BEACH, 3212 South Ocean Boulevard, Highland Beach, Fl . MRS . RAYNER, REPRESENTATIVE, PRESENT. Chairman Martin said the Community Appearance Board approved the roof mounted installation of a satellite T.V. antenna in April . At the meeting on May 30, 1985, a MOTION was made to approve the plan for the ground mount; however, it did not pass as the members did not have the opportunity to visit the site as plans were received late . On June 6, 1985, the members made an on site inspection of the location for the satellite dish antenna at Seagate . Vice Chairman Galizia reported that Mrs . Jane Rayner, President of Sea- gate Association, accompanied the members on their inspection of the site . The ground mount installation will be placed at the Northwest corner of Building A. Some trees will be relocated and new landscaping will conceal the dish antenna. Seagate has applied for a Special Exception regarding the satellite dish antenna because of a setback violation. A Public Hearing for the Special Exception will be held by the Planning Board on July 24, 1985 . Members said this location for the Seagate dish antenna is most desirable. The mesh aluminium dish is 12 ' in diameter and cannot be seen from AlA. It will be partially screened from view of the Intracoastal with shrubs and plantings . The foundation of the unit can be screened effectively. A MOTION by Mr. Keller, seconded by Mr. Savino, that the dish antenna at Seagate of Highland Beach ground erected be approved from the following standpoint that the structure and attachment are not objectionable, it is sited that it requires special approval of the Planning Board andTown Commission; it does not degrade the views of neighboring apartments, buildings or roadways; subject to maximum screening commensurate with the operation of the dish. MONTEREY HOUSE, 3114 South Ocean Boulevard, Highland Beach, Florida. Mr. JOHN SCHNEIDER, REPRESENTATIVE, PRESENT. n Chairman Nita Martin said the Community Appearance Board approved the roof mounted installation of a satellite T.V. antenna in April. Monterey House is requesting approval of ground mounted installation of a satellite T.V. antenna. The Planning Board approved the mounting of satellite T.V. dish antenna on top of the garage level on June 19, 1985. Members were advised that a letter from the resident owner of apartment along side of the dish antenna stating the location of the installation meets with his approval as it will not block the window is forthcoming. The members reviewed photos submitted by Mr. Schneider showing the loca- tion of the Monterey House Recreational area where dish would be mounted. Chairman Martin, referring to the Community Appearance Board criteria said the color will fall in with the surrounding area and it will be properly screened. While we would prefer it on the roof, said Mrs. Martin, this is an ideal place for the dish antenna. fl COMMUNITY APPEARANCE BOARD Regular Meeting June 27, 1985 Page 5 of 7 A MOTION was made by Mr . Keller, seconded by Mr. Savino, that the dish antenna at Monterey House ground erected be approved from the following standpoints that the structure and attachments are not objectionable ; it is sited properly within boundries, it does not degrade the views of neighboring apartments, buildings or roadways, subject to maximum secre- ening commensurate with the operation of the dish. OCEAN REEF - 3525 South Ocean Boulevard, Highland Beach, Florida . MR. GREG VON BERG, REPRESENTATIVE PRESENT - POOL LANDSCAPING REVIEW Landscaping plans, submitted by previous owner, were approved in 1983, said Chairman Martin . Ocean Reef is requesting approval for pool in- stallation and have submitted plans depicting the pool with new landscaping. ' Chairman Martin referred to a memorandum from the Building Official, dated June 24, 1985, which stated a Certificate of Occupancy was issued in an agreement between the Town and the developer . Ocean Reef received Community Appearance Board approval of their perma- nent sign at the regular meeting held May 30, 1985 . The location of the sign is unsatisfactory as one coming North cannot see it until one is at the driveway. After much discussion it was sug- gested the letters of the sign be outlined in white and the sign be moved in a westerly direction towards the cacti area. This was noted on the landscape drawing of 6/12/85 which Mr . Von Berg signed and dated. Landscaping in the area of the sign was discussed and the members made recommendations that were well received by Mr . von Berg. The recommended changes were written on the landscape drawing of 6/12/85 by Mr . Von Berg. TheYuccaplant will be removed and transplanted to the beach. The T p land- scaping will include ficus trees, seagrapes, miniature date palms , coco palms , malayan palm, scovola and the like . Von Berg study the signs along AlA as there is no definite setback distance regarding location of same. The members recommended the sign be moved no further West than the cacti, bring it closer to AlA, the lettering be outlined in white and the sales rental sign be modified somewhat. A MOTION was made by Mr . Savino, seconded by Vice Chairman Galizia, to modify the sign by accenting the lettering and to move the sign from the present location in a westerly direction to the cacti area. A roll call vote resulted as follows : Mr. Arnold 'aye ' Mr . Keller 'aye ' Mr. Savino 'aye ' Mr. Galizia 'aye ' Mrs. Martin 'aye ' The MOTION carried unanimously. At the suggestion of the Community Appearance Board, the Buttonwood Trees will be transplanted to the parking lot area. Norohonia will replace the transplanted Buttonwood Trees . Malayan Palms that provide shade will be included in the landscaping. All landscaped areas will be irrigated. Mr. Von Berg advised the members that the pool will only have lighting in the pool. The pool area will be illuminated from the lighting on the building. The Community Appearance Board members agreed that the small plantings at the front of the project should be relocated at the discretion of the landscaping architect, Mr. Thornbrough. All changes and recommendations by the Community Appearance Board members were noted on the landscape drawing of 6/12/85 which Mr. Von Berg agreed to, signed and dated. After thorough discussion, the members were ready to make a MOTION. Mr . Arnold made a MOTION, seconded by Mr. Savino, that the Ocean Reef, 3525 South Ocean Boulevard, Highland Beach, Florida, landscape plans per drawing received from Greg Von Berg on 6/12/85, with noted altera- tions signed by Mr. Von Berg be approved subject to the implementation of the changes and to the final approval and inspection of the irrigation On system. Keller 'aye ' The MOTION carried unanimously. Chairman Martin advised the members that her letter of resignation, effective July 1, 1985, was submitted to Mayor E.J. Sullivan. Mrs. Louise Johnson is the inspecting member for the month of July. Mrs . Martin said it should be noted that the new business hours at Town Hall are 8 A.M. to 4 P.M. The next Community Appearance Board Meeting is scheduled for July 25, 1985, at 9: 30 A.M. The agenda for this meeting closes on July 11, 1985, at noon.
