Acting Chairman Guy Galizia called the Regular Meeting of the Community
Appearance Board, Town of Highland Beach, Florida, to order at 9: 30 A.M.
The recording secretary called the roll. Present were G.J. Galizia,
F . Savino, L. Johnson, A.R. Keller and H.C. Arnold (alt . )
Absent from this Regular Meeting was H. Harris (alt . ) .
Acting Chairman Guy Galizia said alternate member H.C. Arnold would sit
on the board as a regular member for this meeting.
Mr . Savino made a MOTION, seconded by Mr . Arnold, to accept and approve
the minutes of the Regular Meeting of June 27 , 1985, as written.
A roll call vote resulted as follows :

CONCORDIA PROPERTIES (VILLA NOVA) SALES TRAILER PLANS - 3505 SO. OCEAN
BOULEVARD. HIGHLAND BEACH, FLORIDA, MR. MIKE EVERETT, PROJECT MANAGER,
PRESENT.
Project Manager Mike Everett explained the Concordia Properties sales
trailer for the Villa Nova Condominium will be located behind St . Lucy ' s
Rectory and will be used as a sales office .
The trailer will be landscaped on the North and West sides with
5 to 6 ' high Ficus and Hibiscus shrubs . Annuals will be planted in front
of the shrubs . Stepping stones will lead to the entrance of the trailer .
The trailer will be a baked white aluminum shell with a bronze colored
roof. There will be a full skirt around the entire trailer so every-
thing will be covered . It will stand on actual ground.
The church parking lot, North of the trailer, will be used for sales
parking, per agreement with Fr . Chepanis .
Mr. Savino suggested some trees be planted on the East side of the trailer
to screen it from view.
Mr . Everett advised the members he will have a sign at the construction
site with an arrow pointing in the direction of the sales trailer which
will be located across AlA.

Mr. A.R. Keller made a MOTION, seconded by Mr . F. Savino, that the sales
trailer for the Villa Nova Project as presented at the meeting of July 25,
1985, be accepted with the recommendation that additional trees be planted
on the East side.

CASUARINA - 3450 SOUTH OCEAN BOULEVARD, HIGHLAND BEACH, FLORIDA.
Mr. Digby Bridges, Architect, Present.
Architect Digby Bridges addressed the members and explained that they
are requesting approval to change the color scheme of the building and
railings at Casuarina.
Instead of a cream colored building with bronze railings, they are pro-
posing a Pelican White (a subdued white paint made by M.A.B. ) building
with dark blue railings which would add life and mellow into the sky.
Mr. Bridges said everything else will remain the same . The members saw
no reason to object to this request.
A MOTION was made by Louise Johnson, seconded by Mr. Savino, to approve
colors as submitted on the Casuarina blue print dated 1/31/83, changed
5/24/85 - drawing #8042.
A roll call vote resulted as follows:

Acting Chairman Galizia said the MOTION to change the railings at Casua-
rina from metal bronze to blue and the exterior walls from cream to
Pelican White carried unanimously.
ENCLAVES OF BOCA COVE - 4500 SOUTH OCEAN BOULEVARD, HIGHLAND BEACH,
FLORIDA, MR. ROBERT GORE, GENERAL CONTRACTOR AND DEVELOPER, PRESENT.
Mr. Robert Gore, general contractor and developer of Enclaves of Boca
Cove informed the members that he is conforming with what has already
been completed at that site .
flThe Association set the guidelines, said Mr. Gore, and we are not chang-
ing--we will go with what is there. The materials will all match. We
will use the same theme - it will be the same type of homes .

The exterior will be very similar to the existing structures ; the blue-
print is the same and the positioning of the buildings is identical.
All the service lines, said Mr . Gore, are already in place .
Mr. Gore advised the members that the pool in the back will be used by
all residents of the Enclaves. The sunning area was enlarged, a spa was
installed and all patio areas were improved, continued Mr . Gore.
The Australian Pines and Pepper Trees, said Mr . Gore, will be removed
and a new hedge will be planted.
Members said they approved the first phase at Enclaves and want to be
sure there is a continuation of whatever was approved.
M . Gore stated that as per Planning Board suggestion, they have added
more trees and enhanced the landscaping. The Enclaves, continued Mr .
Gore, has received complete final approval from the Planning Board.
After reviewing and discussing the plans at length, the members agreed
the drawing showed it will be a continuation of the existing plans and
that approval can be given subject to further investigation.
Mr . Savino made a MOTION, seconded by Mr . Arnold, to approve the land-
scape plans for Enclaves, Phase 2, as shown on drawing *105-85, date of
drawing 5/27/85 .

DR. MUCKEY - 4302 INTRACOASTAL DRIVE, HIGHLAND BEACH, FLORIDA. - REVIEW
FENCE - DR. MUCKEY PRESENT.
Dr. Steven Muckey addressing the members advised he purchased a home in
Highland Beach and would like to fence in the property to protect his
dog and keep her from running around the neighborhood.
The proposed fence would be a 4 ' high green vinyl chain link fence to go
from the front and across the lot line to the back. The fence will be
installed 3" inside the property line . On the Intracoastal, the fence
will be just 2 ' high.
r1 Dr . Muckey informed the members that he received a notation from neigh-
bor Mr . Klucher, dated 7/22/85, indicating no objection to the fence as
described on sketch submitted on 7/19/85.

The fence, said Dr. Muckey, will be concealed by a hedge that will be
as tall as the fence and planted on the inside of the property line.
The top of the fence will have a bar and will be smooth to prevent in-
jury to anyone. Barbs at the bottom of the fence will go down as they
are intended to keep animals from going out of a fenced in area.
A MOTION was made by Frank Savino to approve the vinyl fence to be
constructed on the site at 4302 Intracoastal Drive per drawing by
Dr. S. Muckey, identified by his signature and dated July 25, 1985.
Included with the vinyl fence will be hedge around the fence. The
MOTION was seconded by A.R. Keller.

OLD BUSINESS
BRAEMAR ISLES GARAGE LIGHTING REVIEW- 4740 SOUTH OCEAN BOULEVARD,
(AN HIGHLAND BEACH, FLORIDA.
Acting Chairman Guy Galizia referred to the Building Official ' s memo-
randum of July 22, 1985, to the Community Appearance Board.
Building Official Sutherland had an evening meeting with representa-
tives of Braemer Isle Association regarding the 'Garage Lighting ' and
recommended the number of lights presently in use be increased so the
lighting would be adequate .
Acting Chairman Galizia questioned Braemer Isle Association request for
a single experimental 6' pole, slanted inward, for the purpose of having
light higher than the top of cars .
The members agreed to stand by their original recommendation to the
Braemer Isle Association representatives to substantially increase the
number of lights presently in use .
EDGEWATER TOWNHOUSES - 3008 SOUTH OCEAN BOULEVARD, HIGHLAND BEACH,
FLORIDA. CERTIFICATE OF OCCUPANCY REVIEW.
Inspecting member Louise Johnson reported that Landscape Architect
flJohn Giselair, Owner Jeffery Hackman, Contractor Ed Masi and Community
Appearance Board members G. Galizia, F. Savino, A. Keller and she were

l present on July 23, 1985, at 9: 30 A.M. to make a Certificate of Occupancy
inspection of Edgewater Townhouses (Town Lots 106 and 107) .
Mrs. Johnson said the landscaping is attractive; however, the blueprint
was not definitive in this respect. A hazardous condition exists where
the steps from the pool are just 21" away from the bottom step to the
edge of a narrow seawall. There is no address identification or light-
ing at the entrances from ALA. A hedge should be planted between the
C and D Townhouses to prevent pass through.
The members discussed the landscaping at length and agreed that all the
trees that were planted did comply with the plans and were satisfactory.
The facade of the buildings as shown in the Edgewater Townhouses plan
of 1983 was approved by the Building Department and the Planning Board
but not by the Community Appearance Board . The members said there were
minor changes made to the facade of buildings in Phase 3.
Included with the above mentioned plans were two landscape plans that
were approved by the Community Appearance Board in April, 1980 and
w December, 1980.

After a thorough review of the Certificate of Occupancy inspection re-
port submitted by Louise Johnson, the Community Appearance Board members
were prepared to propose a MOTION and vote on the matter .
Mr. H.C. Arnold made a MOTION, seconded by Mr . A.R. Keller, stating that
in reference to Edgewater Townhouses, Lots 106 and 107, we recommend
that a Certificate of Occupancy be approved subject to the following
items to be completed:
1. installation of hedge at the catch basin area running East
and West to prevent crossing
2. installation of proper lighting in the entrance and parking
areas (no lighting plans were made available to this board)
3. proper address identification in accordance with our sign
ordinance
4. attention to be given to the potential hazardous condition
existing at the Intracosstal. Steps leading from the pool to
the bulkhead are only 21" from the bottom step to the edge of
a narrow seawall .

Acting Chairman Galizia said there is no "New Business" for discussion.
The members briefly discussed the condition of the signs at the North
and South end of Highland Beach. These signs and the landscaping in
that area need attention.
The next meeting of the Community Appearance Board is set for Thursday,
-August 29, 1985, at 9: 30 A.M. The agendafor this meeting will close on
Wednesday, August 14, 1985, at noon.
The Certificate of Occupancy inspection member for the month of August
is A.R. Keller .
A MOTION was made by H.C. Arnold, seconded by A.R. Keller, to adjourn
the meeting.
Acting Chairman Galizia adjourned the Regular Meeting of the Community
Appearance Board at 12 : 10 P.M. A
