Acting Chairman Guy Galizia called the Regular Meeting of the Community
Appearance Board, Town of Highland Beach, Florida, to order at 9: 30 A.M.
The recording secretary called the roll. Present were G. J. Galizia,
F. Savino, L. Johnson, A. R. Keller and alternate H. Harris .
Absent from this Regular Meeting was alternate H. C. Arnold.
Alternate H. Harris sat in as a regular member for this meeting.
Frank Savino made a MOTION, seconded by A. R. Keller, to accept and
approve the minutes of the Regular Meeting of July 25, 1985, as writ-
ten. All members were in favor of the MOTION.
STASINOS PRELIMINARY PLAN REVIEW, 4320 SOUTH OCEAN BOULEVARD,
(LOT 16, BLOCK 1, BEL LIDO) - LEONARD NOBREGA, ARCHITECT WITH
STOFFT DESIGN, PRESENT.
Mr. Leonard Nobrega , architect with Stofft Design, addressed the board
members and explained the Stasinos plans submitted for preliminary
review.
Acting Chairman Galizia said a memorandum from the building official
dated August 29, 1985, to the Community Appearance Board stated this
project is in compliance with building department requirements in
respect to their preliminary plan review application.
Mr. Savino noted these plans have not been signed as approved by the
building department and this was contrary to the Community Appearance
Board criteria .
Mr. Nobrega said at the entrance to the property will be a 2 ' 6" high
aluminium grill type fence with grass planted on the AlA side and
trees placed behind the fence.
Exterior lighting, while not indicated on the plans, would be the low
type mountable lighting, continued Mr. Nobrega . The project will
include a two car garage, a circular driveway, concrete patios,
anodized bronze frames and cream colored stucco walls .
Mr. Keller said all the Community Appearance Board members can do is
look at the plans and make recommendations that will facilitate the
final review. The final plans should include all details of light-
ing, irrigation, type of roof, color of tile, stone for the driveway,

Mr. Savino recommended that four Norohonia Trees, approximately 15 feet
high, be planted East of the bike-path.
Architect Nobrega said he is sure they will abide by the Community
Appearance Board recommendations and they will furnish all samples
for the final plan review.
The members agreed this entire project should be tabled until the
final plans are submitted for review at the next regular meeting of
the Community Appearance Board on September 26, 1985, at 9: 30 A.M.
Mr. Keller made a MOTION, that it is the decision of the Community
Appearance Board to table the entire matter until we get greater
details as suggested at this meeting. Mr. Savino seconded the MOTION.
The MOTION carried unanimously.
OCEAN CREST APARTMENTS, 4301 SOUTH OCEAN BOULEVARD, (TOWN LOT 30) -
FINAL PLAN REVIEW - CHESTER SPYRKA, REPRESENTATIVE, PRESENT.
r, Mr. Chester Spyrka, representing the owners and contractor, said the
Ocean Crest Apartments are being remodelled and the proposal includes
a new roof overhang that will be clad with clay tiles, damaged stucco
walls will be repaired, windows and roll shutters installed.
A memorandum from the building official to the Community Appearance
Board dated August 22 , 1985, stated the work to be done is in com-
pliance with the Town zoning ordinance and the Standard Building Code.
The roof overhang will be installed on the East and South side of the
building due to deterioration caused by exposure. The 2 ' overhang
will be anchored to the wall and will house the anodized bronze
aluminium storm shutters . The window frames will also be of anodized
bronze aluminium with smoke gray window panes .
Mr. Spyrka said there is no problem on the North side of the building-
they are taking further precautions and are keeping the building
uniform. All cracked, damaged stucco and rusted metal lath will be
removed and replaced.
Mr. Savino made a MOTION, seconded by Mr . Keller, to recommend ap-
proval of overhang roof and building facade on the plans of Ocean
Crest Apartments, 4301 South Ocean Boulevard, identified as
/�, Drawing #1 submitted by Mr. Spyrka on 8-29-85 .

All members were in favor of the MOTION.
CASUARINA, 3450 SOUTH OCEAN BOULEVARD, (TOWN LOT 88N) - AMENDED
LANDSCAPING PLAN REVIEW - ARCHITECT DIGBY BRIDGES, PRESENT.
Architect Digby Bridges, addressing the Community Appearance Board,
explained the amended landscaping plans .
The australian pine from the center of the driveway, said Mr. Bridges,
will be removed and replaced with live oaks and new planting will be
done around the Casuarina sign. Live oaks, when planted in restricted
positions, can be controlled and are beautiful trees . Mr. Bridges
said black olive trees do not tolerate the salt air too well.
Architect Bridges said the live oak trees thin out in the winter and
thicken in the summer and will provide shade in the parking area .
The Casuarina pines, said Mr. Bridges, will remain.
The landscaping was amended to enhance the area, said Mr. Bridges, and
he suggested deleting the black olive trees as they require good
protection to survive.
Architect Bridges said the amended landscaping plan will include more
plants than the original plan. Included in the landscaping, said
Mr. Bridges, will be Hibiscus, Pittosporum, Oleander and the like.
A MOTION by Frank Savino, seconded by Arthur Keller, to recommend the
acceptance of the amended plans of landscaping at the Casuarina as
illustrated on drawing dated 8-3-85, revision 2, carried unanimously.
OLD BUSINESS
THE ENCLAVES OF BOCA COVE, 4520 SOUTH OCEAN BOULEVARD, (TOWN LOT 15S) .
Acting Chairman Galizia noted that at the July 25, 1985, meeting, the
Community Appearance Board approved the landscaping and tabled the
approval of the building facade at the Enclaves because elevations
were not shown.
The members signed the first sheet which incorporated entire plans
rather than the landscaping plan of phase 2 as shown on drawing
#105-85 dated May 27, 1985 .

At the July 25th meeting, Mr. Gore explained that the drawings would be
the same as the original plans except the buildings will be just two
stories high. No drawings of the new project were available; therefore,
the Community Appearance Board did not approve the facade.
Regarding the landscaping, Mr. Gore said he has more landscaping than
the original townhouses.
The Community Appearance Board members were advised that the project
will be a continuation of the buildings already constructed. After a
brief discussion, the members were ready to recommend approval of the
facade at the Enclaves of Boca Cove.
Mr. Keller made a MOTION, seconded by Mr. Savino, that the original
approval was intended to be limited only to landscaping - not the
entire project - since the change involves a two story from a three
story sturcture using the same colors and materials . The drawing,
as indicated on drawing A4 of 6, signed by John S . Oberowski and
dated 5-28-85 is approved.
All members were in favor of the MOTION.
Frank Savino made a MOTION, seconded by Louise Johnson, to nominate
Guy Galizia chairman of the Community Appearance Board. All members
were in favor of the MOTION.
After discussing the alternate and regular vacancies on the Community
Appearance Board, the members agreed to send a memorandum to the Town
Commission.
"At the Regular Meeting on August 29, 1985, the members
of the Community Appearance Board unanimously recommend
that Helene Harris be appointed a regular member of the
Community Appearance Board.
After reviewing the applications of the talent bank,
the members unanimously recommend Martha Dempsey as
alternate no. 2 . "
The members discussed the certificate of occupancy inspection of Edge-
water Townhouses.

A certificate of occupancy was issued to Edgewater Townhouses on
July 29, 1985, at which time Mr. Hackman was advised by Town Manager
Hugh Williams ' memorandum that a $200 bond posted by Mr. Hackman
would be returned when and if the three conditions listed by the
Community Appearance Board were complied with within thirty days .
Mr. Savino said he will check the Edgewater Townhouses to see if the
three conditions (street number identification sign, area lighting
and hedge running perpendicular to AlA between the parking lots) have
been complied with. The building official will be advised accordingly.
Following a brief discussion, Mr. Keller nominated Frank Savino to
serve as vice chairman of the Community Appearance Board. All members
were in agreement.
The Community Appearance Board members discussed the sign ordinance
and were advised that alternate member Mr. Arnold is waiting to meet
with Vice Mayor Blosser to complete the sign ordinance.
The inspecting member for the month of September is Frank Savino; for
October, Guy Galizia ; for November, Louise Johnson; for December,
I A. R. Keller.
The next meeting of the Community Appearance Board is scheduled for
Thursday, September 26, 1985, at 9: 30 A.M. The agenda for this
meeting closes on September 11, 1985, at noon.
Mr. Keller made a MOTION, seconded by Helene Harris , to adjourn the
meeting. All members were in favor of the MOTION.
The Acting Chairman adjourned the meeting at 11:05 A.M.
