1985.10.31_CAB_Minutes_Regular G/'7 /.g/2 , 3 / MINUTES : COMMUNITY APPEARANCE BOARD, REGULAR MEETING, OCTOBER 31, 1985 . ,'' Chairman Guy Galizia called the Regular Meeting of the Community Appear- ance Board, Town of Highland Beach, Florida, to order at 9: 30 A.M. The recording secretary called the roll. Present were regular members G. J. Galizia, F. Savino, L. Johnson, A. R. Keller, H. Harris, alternate members H. C. Arnold and M. J. Dempsey. Mr. Savino made a MOTION, seconded by Mr. Keller, to accept and approve the minutes of the Regular Meeting of September 26, 1985, as written. All members were in favor of the MOTION. CASUARINA AMENDED COLOR CHANGE REVIEW, 3450 SOUTH OCEAN BOULEVARD, TOWN LOT 88 N, ARCHITECT DIGBY BRIDGES, PRESENT. Architect Digby Bridges addressed the board members and said the actual color of the building is Pelican White. Casuarina is requesting approval to change the color of the railings from dark blue to white. The storm shutters will be white, continued Mr. Bridges, and the glass window panes will be a light bronze tint. A brief discussion regarding the Australian Pines along the South pro- perty line followed. Chairman Galizia recommended that they be trimmed nto a height of approximately 25 ' and the overhang be done away with. Mr. Bridges agreed to the recommendation. Mr. Savino made a MOTION, seconded by Mrs. Johnson, to recommend the ap- proval of the Casuarina Plan A-17, dated February 20, 1985, for revised color change of railings from dark blue to Pelican White. All members were in favor of the MOTION. Chairman Guy Galizia introduced 'Talent Bank Applicant ' Lydia Zaccaro to the Community Appearance Board. ROYAL HIGHLANDS FINAL LANDSCAPE REVIEW, TOWN LOTS 20-28, MR. LORENZ SCHMIDT, EXECUTIVE VICE PRESIDENT OF TERON INTERNATIONAL; SENIOR ARCHITECT FOR TERON INTERNATIONAL, MR. ROY BROWN; LANDSCAPE ARCHITECT GEORGE KEEN, PRESENT. Mr. Lorenz Schmidt, Executive Vice President of Teron International, intro- duced his associates, Senior Architect Roy Brown and Mr. George Keen of Taft Bradshaw Landscape Architects. Mr. Schmidt said Teron International appeared before the Community Appear- ance Board in March, 1985, at which time this Mizner scheme for 128 units (11 living stories on 2 stories of parking) was reviewed. COMMUNITY APPEARANCE BOARD Regular Meeting October 31, 1985 Page 2 of 6 Landscape Architect George Keen of Taft Bradshaw Landscape Architects said the landscape plans consist of three sheets : sheet one is the over- all concept; sheet two is the actual naming of materials and sheet three is the lighting. The recreation areas at the second and third levels and the sky terraces all have greenery as does the base of the buildings, said Mr. Keen. A scenic corridor was created at the main entrance. All plant materials would be salt and wind tolerant (Seagrapes, Scaevola, Carissa and the like) . Mr. Savino mentioned the erosion on the ocean side where Sea Oats or whatever must be replenished as the existing vegetation has disappeared. Mr. Keen said they will incorporate use of suitable planting on the ocean side but they are not permitted to plant beyond the Coastal Construction Line. Mr. Schmidt said the building is against the Coastal Construction Line. Teron has not acted on replenishing the beach as it requires a separate permit and approval from the D.N.R. When that approval is received, CI continued Mr. Schmidt, we will come back with a plan for your review. The Community Appearance Board Members were satisfied with this explanation. Mr. Keen stated that the trees used in this project will be 14/16 ' tall, as required by the landscaping code, and will be placed on bermed areas. Mr. Keen said all plantings and trees have been carefully selected keeping in mind the need for wind and salt tolerance. The plantings and trees that are not wind and salt tolerant will be positioned in protected areas to shield them from damage. Mr. Savino said he would like to see more canopy trees as well as some taller trees (perhaps 18/20 ' tall) . Mr. Keen said the trees would reach that height within a year' s growth time . After discussing the need for more canopy trees, Mr. Keen made a notation on the landscaping plan (which he initialed and dated) indicating that an additional 15 canopy trees will be added to the lush and heavy plant- ing at Royal Highlands. When questioned as to how much lawn would be planted on AlA, Mr. Keen said approximately 40 ' from the edge of the road to the property line, i"1 Eastward. Mr. Schmidt said he will accept the Community Appearance Board' s request to have Royal Highlands plant trees in the foreground as part of Highland Beach ' s street program. Mr . Schmidt said the easement on the North which is used by the Bel Lido Home Owners is landscaped and taken care of by their association. The garage and parking area will be hidden from view of AlA by the land- scape berming that will be planted with shrubs and trees, said Mr. Keen. Architect Roy Brown said the 2 levels of underground parking below the buildings are screened with decorative concrete blocks. The upper level promenade which is one story above the ground floor parking will be screened with a 12/14 ' high hedge running across the front of the build- ing, continued Mr. Brown. The easements on the North side and South side of the property were dis- cussed. Mr. Schmidt said the easement on the South side is for the bene- fit of Highland Beach (access to beach for maintenance department) . The North side easement is for members of the Bel Lido Home Owners Associa- !"' tion, who maintain and care for it. The center easement is a private beach access for residents of the Bel Lido Subdivision which requires one to climb a set of stairs to get over the seawall. Teron is respon- sible for the maintenance of the center easement which goes through the main entrance of the lobby. Architect Roy Brown said the stairs for the walk over of the dunes at the center easement must be approved by the state. Teron needs permits for the landscaping, which would incorporate the proper platform and wooden steps across the dunes, from the D.N.R. The pool, said Mr. Brown, was situated on the South to take advantage of the sunlight. There is room for deck chairs under cover and on the re- creation deck overlooking the beach and ocean. It is properly screened and landscaped. The color scheme used will be cream and beiges to blend in with the rest of the building and reflect light. Window frames will be bronze aluminum and roof tiles will be of an orange hue, continued Mr. Brown . Mr. Keen said landscape lighting of plant materials and decorative light- ing in the entranceways will be used. Kim lighting fixtures with a bronze finish will be used for the halm clusters--pedestal Kim fixtures will light the entranceway. COMMUNITY APPEARANCE BOARD Regular Meeting October 31, 1985 Page 4 of 6 All lighting; continued Mr. Keen, will be subdued to avoid annoying glare to surrounding neighbors. The public areas (terraces, walkways, etc. ) will be illuminated with diffused lighting and no lighting fixtures will exceed ballastrade level on upper terraces. Parking areas will be illuminated with Bollard fixtures which are 42" high and give off a low level light to be directed away from AlA. The legend written on the plans, continued Mr. Keen, describes the lighting used for the common areas. The lighting will meet all the requirements of the code. Mr. Keen said the plans note that all planting areas will receive 100% coverage by an automatic irrigation system. Mr. Savino mentioned the North end of the property where the ramp comes up to the parking area which can be observed due to a lack of screening. Mr. Schmidt assured the members that once approval is received, Teron will make necessary changes to remedy that matter. After a lengthy discussion regarding the Royal Highlands project, the members were ready to make a MOTION. nArthur Keller made a MOTION, seconded by Louise Johnson, to recommend that the landscape concept plan drawings for Royal Highlands, identified as L1, L1A, L1B, dated October 21, 1985, be approved as illustrated, plus noted amendments . Also, the architectural drawings A-1-1, A-2-1, A-2-3, A-2-4, A-2-5, A-2-6, A-2-7, A-2-8, A-3-1, A-3-2, A-3-3, A-3-4, A-3-5, A-3-6 dated October 23, 1985, be approved as illustrated, plus incorporated noted changes. Also, that the color arrangements of the various building components be approved that are contained in the ap- plication for project review, submitted October 23, 1985, covering Lots 20 to 28. All approvals on subject drawings are limited to those deal- ing with C.A.B. responsibility. A roll call vote resulted as follows: H. Harris 'aye' A. Keller 'aye' L. Johnson 'aye' F. Savino 'aye' G. Galizia 'aye ' After a ten minute recess, Chairman Galizia reconvened the meeting at 11: 30 A.M. n A COMMUNITY APPEARANCE BOARD Regular Meeting October 31, 1985 Page 5 of 6 em) STASINOS DUPLEX, FINAL PLAN REVIEW, 4320 SOUTH OCEAN BOULEVARD, (LOT 16, BLOCK 1, BEL LIDO) , RANDALL STOFFT, ARCHITECT, PRESENT. Architect Randall Stofft explaining the Stasinos Duplex to the members said the main building will be a Linen White, trim will be white, doors beige and the roof a brick red. Mr. Savino requested that the Gumbo Limbo trees be eliminated completely and be replaced with something else. The Gumbo Limbo sheds its leaves in the winter and is bare. It was suggested that trees that are salt and wind tolerant be used. Mr. Stofft said he has no objections to Mr. Savino' s request. The mem- bers recommended the use of Nohoronia, Black Olive or Silver Buttonwood trees, approximately 18 ' tall. Architect Stofft said he would discuss the recommended changes with the landscape architect, Michael Caster, and felt certain the changes would be made. A circular driveway is partially screened by a low wall. The area in fl front of the wall will be slightly bermed and have flowering plants. Four Norohonia Trees, approximately 15' high, will be planted in the right of way. The pools (14 ' x 25 ' ) - one for each unit - are situated in the rear of the property, as are the boat docks. The pool deck will be made of keystone, continued Mr. Stofft. Architect Stofft noted the recommendations and changes suggested by the members on the plans which he initialed and dated. Mr. Savino made a MOTION, seconded by H. Harris, to recommend the approval of the landscape plans for the Highland Beach Duplex (Stasinos) Lot 16, Block 1, Bel Lido, dated September 24, 1985, amended to include the roof which is Spanish Brick Red, the main building is Linen White with white trim and beige doors . A roll call vote resulted as follows : H. Harris ' aye' L. Johnson 'aye ' A. Keller ' aye ' F. Savino 'aye' G. Galizia 'aye' flA brief discussion regarding Edgewater Townhouses followed. L. Johnson said the identifying sign, street lights, street number and area lights have not been installed. Mr. Savino said he will take the matter up with the Town Commission. The trees were removed but never replaced, as required by the Code of Ordinances . A memorandum to the Community Appearance Board, dated October 25, 1985, from Commissioner Stewart regarding the landscaping around the Town Hall Complex was discussed. Members agreed to inspect the area and make recommendations . L. Johnson said the Town sign at the North end and South end of Highland Beach has not received attention despite her many requests. The Greening Committee was discussed briefly. It was suggested some article of interest be placed in the Mayor ' s News Bulletin to generate interest to raise funds for the Greening Committee. Members agreed a memorandum should be sent to the Town Commission recom- mending the reappointment of alternate member H. C. Arnold. The next meeting of the Community Appearance Board is scheduled for n Wednesday, November 27th, with the agenda closing on November 12th, at noon. L. Johnson is the inspecting member for November; Arthur Keller is the inspecting member for December. F. Savino made a MOTION, seconded by H. Harris, to adjourn the meeting.
