DECEMBER 19, 1985 9: 30 A.M.
Chairman Frank Savino called the Regular Meeting of the Community Ap-
pearance Board, Town of Highland Beach, to order at 9: 32 A.M.
The recording secretary called the roll. Present were regular members
F. Savino, G. J. Galizia, A. R. Keller, H. Harris, alternate members
H. C. Arnold and M. J. Dempsey.
Absent from this meeting was regular member L. Johnson.
Mr. Galizia made a MOTION, seconded by Mr. Keller, to accept and ap-
prove the minutes of the Regular Meeting of November 27, 1985, as
submitted. All members voted ' aye ' .
OCEAN REEF - 3525 SOUTH OCEAN BOULEVARD - (TOWN LOT 78E)
Mr. Keller and Mr. Savino went to Ocean Reef to inspect the site. Mr.
Greg Von Berg, Project Manager, agreed to replace a dead tree (on the
extreme right) to comply with the drawing.
It was suggested that some obstruction be placed around the deck
along the edge of the building where it ended at a slope.
Mr. Keller said Ocean Reef was approved subject to complying with
C.A.B. requests for tree replacement.
Chairman Savino said the dead tree was replaced several days later
with a Malayan Palm tree.
Mr. Keller made a MOTION, seconded by Mr. Galizia, that the applica-
tion at Ocean Reef be approved.
A roll call vote resulted as follows :

A discussion regarding beach warning signs followed.
Chairman Savino said the Town Commission requested the Community Ap-
pearance Board recommend a sign that would warn all beach-goers of
the dangers that exist at the ocean.

Chairman Savino made a survey of the Boca Raton beach and condominium
areas to see what warning signs were displayed to warn owners and
guests of beach conditions . Sable Ridge, Stratford, Whitehall Condo-
miniums and the like, had no signs whatsoever, said Mr. Savino.
At the Ambassadors East Condominium, there is a sign "SWIM AT YOUR
OWN RISK" at the entrance to the beach.
Mr. Arnold suggested the Community Appearance Board recommend that
the Town not put up any signs ; condominiums put up signs themselves .
Continuing, Mr. Arnold said the Community Appearance Board should
have a legal opinion before proceeding with this matter.
Chairman Savino said the Town Commission requested a recommendation
for a sign that is aesthetically pleasing in regard to height, type,
color and shape. The wording of the sign, said Mr. Savino, will be
decided by the Town Attorney and Town Commissioners.
When Mrs . Harris questioned where these signs would be placed, Mr.
Keller said they should be situated at the approach to the beach
("N rather than on the beach.
After a brief discussion regarding the beach warning sign, members
proposed a recommendation be forwarded to the Town Commission.
The Community Appearance Board questions whether signs are
necessary. However, if signs are mandated by the Town, we
recommend the following:
If and when the ordinance is passed by the Town Commission,
the Community Appearance Board would recommend that the sign
is not to exceed 3 square feet; that it should be rectangular
in shape; white letters on black background and located where
visible on all provided approaches to the beach.
Some time ago, said Chairman Savino, a MOTION was made where it was
ruled no logos would be permitted on signs in Highland Beach. That
rule applied until last month when Villa Nova came to the Community
Appearance Board Meeting with a sign containing a logo.
Continuing, Chairman Savino said some members thought the Board should
take each sign separately in relation to the logo question. There is
a rule, said Mr. Savino, stating no logos are permitted on signs .

Mr. Arnold said logos would have to be approved by the Community Ap-
pearance Board and each should be treated on an individual basis as
to whether it adds to the appearance of the sign.
Vice Chairman Galizia stated that Mrs. Leng (the former Chairman of
the Community Appearance Board) opposed logos because it was her
desire to keep all signs low keyed.
Vice Chairman Galizia referred to Chapter 23, Section 23-2 (14) in
the Town Code of Ordinances.
Chairman Savino stated that following a review of the sign ordinance
on August 25, 1983, members of the Community Appearance Board agreed
to recommend the following addition to Section 23-7 (f) (3) .
"Temporary and permanent signs should not contain logos. "
Chairman Savino requested Mr. Arnold contact Vice Mayor Blosser for
assistance in getting the sign ordinance resolved.
Mr. Keller said the minutes should reflect that the Community Appear-
ance Board discussed chapter and verse dealing with, among other things,
logos and decided to retain the existing rules.
NEW BUSINESS
Vice Chairman Galizia said he received several comments regarding the
entrance signs at the North and South end of Highland Beach. People
can not read the faded blue lettering against the dark background.
Perhaps, said Vice Chairman Galizia, a committee of two or three mem-
bers could be formed to contact the sign people and make some sug-
gestions . The signs were made by Rainbow Signs.
After much discussion, members proposed the following memorandum to
the Town Commission:
The Community Appearance Board, at their meeting on
Thursday, December 19, 1985, concluded that the
entrance signs to Highland Beach, on the North and
South end, are not readily visible. The visibility
should be improved.

Chairman Savino read into the minutes a letter dated December 11,
1985, to the Community Appearance Board regarding the greening of
AlA, from Commissioner Stewart.
A letter from Mr. William A. Walker, Resident Manager of Coronado at
Highland Beach, dated December 5, 1985, to the Community Appearance
Board regarding the signs at Coronado, was read into the minutes by
Chairman Savino.
The 1986 Schedule for Certificate of Occupancy Inspection List was
distributed to each member.
Chairman Savino scheduled the next Community Appearance Board Meet-
ing for Thursday, January 23, 1985, at 9:30 A.M. The agenda for
this meeting will close on Wednesday, January 8, 1985, at noon.
Vice Chairman Galizia made a MOTION, seconded by Mrs. Harris, to
adjourn the meeting.
Chairman Savino adjourned the Community Appearance Board Meeting
