1986.02.27_CAB_Minutes_Regular6 V C:198. -17 TOWN OF HIGHLAND BEACH, FLORIDA COMMUNITY APPEARANCE BOARD FEBRUARY 27, 1986 9:30 A.M. Chairman Frank Savino called the Regular Meeting of the Community Ap- pearance Board, Town of Highland Beach, to order at 9:30 A.M. The recording secretary called the roll. Present were F. Savino, G.J. Galizia, L. Johnson, A. R. Keller, H. Harris, H. C. Arnold (alt. ) and M. J. Dempsey (alt.) . Mr. Keller made a MOTION to accept and approve the minutes of the Regular Meeting of January 23, 1986, as submitted. Mrs. Johnson seconded the MOTION which carried unanimously. RESSLER'S CERTIFICATE OF OCCUPANCY INSPECTION (LOT 19, BLOCK 1, BEL LIDO SUBDIVISION) - MR. JOHN CALDERAIO, GENERAL CONTRACTOR, PRESENT. Vice Chairman Guy Galizia and Chairman Frank Savino made an inspection of the Ressler' s Triplex at 4306 South Ocean Boulevard on February 10, 1986. Chairman Savino and Vice Chairman Galizia reported that two trees East opiN of the bike path and one West of the bike path were dead; two driveway lights were not installed. According to our plans, continued Chairman Savino, a light was to be installed on the South garage wall (their plans did not reflect this) . No plans indicated any steps from the terraces to the boat docks. There was no address or sign to denote identification of the building. Chairman Savino said on February 25, 1986, the trees East and West of the bike path were replaced; the two driveway lights had been installed as was the light on the South garage wall. Concrete steps leading to the boat dock were also installed. However, continued Chairman Savino, there are two dead Sable Palms on the property and the address sign was not installed. Chairman Savino suggested the address (4306) be placed on the lamp post in the drive- way to identify the property. John Calderaio, general contractor, advised the board members that the owners (Dr. & Mrs. Ressler) are due in Town and he is sure they will want to replace the dead Sable Palms and include an address on the premises. n I A COMMUNITY APPEARANCE BOARD Regular Meeting February 27, 1986 Page 2 of 6 Continuing, Mr. Calderaio said he had complied with all the requests on the Community Appearance Board' s list of February 10, 1986; and he is here to get the Certificate of Occupancy. The Sable Palm Trees, said Mr. Calderaio, are in shock; however, if the owners want them removed, it is their responsibility. Mr. Calderaio said he was sure they will put an address to identify the property. When Chairman Savino questioned if the board should recommend a Certi- ficate of Occupancy subject to the developer replacing the two Sable Palm Trees that are gone, Mr. Arnold suggested a 'performance bond' be deposited with the Town. Mr. Calderaio stated he is finished with the project--he complied with the requirements of the Community Appearance Board per their list. The two Sable Palm Trees were not mentioned at that time. Chairman Savino said the only way the board can recommend a Certificate of Occupancy is if Mr. Calderaio puts up a bond. Mr. Calderaio stated the owners have people who are waiting to move into the development; therefore, they are waiting for the Certificate of Occupancy. The owners will be in Town over the weekend, continued Mr. Calderaio. Chairman Savino said when they arrive and post a bond, the Community Appearance Board will recommend a Certificate of Occupancy. Mr. Calderaio said he will give the board a letter stating he will re- place the trees within thirty days if they do not come back. Mr. Arnold said a letter would be sufficient if properly notarized. Mr. Keller said he would not want to set a precedent by accepting a letter. A bond should be posted, continued Mr. Keller, which would be refunded after thirty days providing the trees come to life or are replaced. Mr. Calderaio said if he were told the two trees were dead, he would have replaced them. Following the discussion regarding the Certificate of Occupancy, Mr. n Calderaio agreed to post a $500. performance bond which is to be re funded upon seeing the two trees in question are replaced or receipt of a letter from an authorized nurseryman stating trees are not dead,. COMMUNITY APPEARANCE BOARD Regular Meeting February 27, 1986 Page 3 of 6 ere Mr. Keller made a MOTION to recommend the Certificate of Occupancy be granted to the Ressler Triplex, 4306 South Ocean Boulevard, be held by the Building Department until the Building Department received a $500. check to serve as a bond for the replacement or certification of the existing two Sable Palm Trees (on the Northeast corner) as living, at which point the bond can be refunded. Mrs. Harris seconded the MOTION. A roll call vote resulted as follows : Mrs. Harris ' aye ' Mrs . Johnson ' aye ' Mr. Keller ' aye' Mr. Galizia ' aye ' Mr. Savino ' aye' ENCLAVES OF BOCA COVE (TOWN LOT 15S) - APPLICATION FOR PERMANENT SIGN REVIEW, MR. JOHN VENTERS, REPRESENTATIVE OF INNOVATIVE ADVERTISING, PRESENT. Mr. John Venters, representative of Innovative Advertising, in explain- ing the sketch of the permanent sign for The Enclaves of Boca Cove said the "OPEN" pendant at the top of the sign is scaled to the rest of the drawing. Nautical poles will support the sign which is a 2 " thick Cedar block of wood that is sandblasted and will be double faced. The "OPEN" sign would be sitting in a small slot at the top of the sign; it will be used for just a few weeks (it would be temporary) . Mr. Venters stated the lettering and border on the sign would be a blue color on a grey background which is sandblasted. The lettering will be raised. The materials, continued Mr. Venters, are guaranteed for three years (no fading, etc. ) . In discussing the size of the sign, Mr. Venters said it is 4 ' x 2 ' 6" . When members advised the pendant can not be more than 6" high, Mr. Venters noted so on the two sketches which he initialed and dated. Continuing, Mr. Venters stated the double face sign will contain the address ( 1023 Boca Cove Lane) , it will not be illuminated. The sign will be placed 1 to 2 ' away from the curb (4 ' West of the bike path) , 37 ' West of the center of ALA. It will be erected in the same place where the sign for the North complex was situated. /'1 \ i COMMUNITY APPEARANCE BOARD Regular Meeting February 27, 1986 Page 4 of 6 The sign, continued Mr. Venters, will be on the right-of-way so it will be visible to all traffic. we will do this as tastefully and attrac- tive as possible, said Mr. Venters . When Mr. Arnold questioned how the sign would be visible at night, Mr. Venters thought perhaps a floodlight (directed towards the street area) would be implemented. Mr. Venters said he is applying for the sign - that is all he will be doing - only the sign and the placement is his concern. The sign is non-illuminated and should be readilly visible at all times . Continuing, Mr. Venters stated it is to the client ' s interest to have the sign visible; on a dark night, one would be able to read the sign from 100 ' as they are using 8" lettering. At the conclusion of the discussion, Mrs . Harris made a MOTION to re- commend approval of sign for Enclaves of Boca Cove at 1023 Boca Cove Lane as illustrated in drawing dated 1-24-86 with changes made on the pendant on top so it does not exceed 6" in height, with respect to location and design. This MOTION does not include the required illumination of said sign which will be obtained at a later date. Mrs. Johnson seconded the MOTION. A roll call vote resulted as follows : Mrs. Johnson ' aye' Mr. Keller ' aye ' Mrs. Harris ' aye ' Mr. Savino ' aye ' Mr. Galizia ' aye ' Chairman Savino informed the members that Mr. Digby Bridges, though not on the agenda, has requested to appear before the Community Appearance Board at this time. Mr. Bridges, addressing the members, stated they have a problem at the Casuarina as they are unable to get some of the plants. When Chairman Savino asked how many items Mr. Bridges was talking about, Mr. Bridges said there are 16 plants that are not obtainable. Chairman Savino said that many items requires a revised plan and we can not go ahead and review these changes right now. e'1 COMMUNITY APPEARANCE BOARD Regular Meeting February 27, 1986 Page S of 6 Mr. Bridges asked how long it would take to arrange a Special Meeting to review the requested changes in landscaping. Chairman Savino said, prior to the Special Meeting, the members must have time to study the changes that are being requested. Mr. Robert Roepneck, general contractor at Casuarina, said Mr. Bridges compiled a list including reasons some plants are not available. Ms . Carol Lewis asked if the members would listen to what Mr. Bridges had in mind. Chairman Savino said it would require a lot of work. Each board member received a copy of the changes requested. All these items must be studied, continued Chairman Savino. Mr. Bridges was advised he would have to submit revised landscaping plans. The Community Appearance Board Members agreed to hold a Special Meeting on March 4, 1986 at 9:00 A.M. for the purpose of reviewing the amended n landscape plan for Casuarina . OLD BUSINESS Members discussed the Edgewater Townhouses briefly. It was noted that the address and lights have not been installed. Chairman Savino stated at a meeting with Vice Chairman Galizia, Build- ing Official Sutherland, Town Manager Williams, Mr. Hackman and himself , Mr. Hackman promised to have the lights and address installed and he posted a $200. performance bond. To date, Mr. Hackman has not complied and the Town has the $200. posted by Mr. Hackman. A brief discussion regarding the Seacliff, where members feel there are many violations, followed. Members discussed the sign ordinance which was never approved. Vice Mayor Blosser was to go through the sign ordinance with Mr. Arnold. Following a lengthy discussion, members agreed a memorandum to the Town n Commission from Chairman Savino, regarding the sign ordinance should be drafted stating that: COMMUNITY APPEARANCE BOARD Regular Meeting February 27, 1986 Page 6 of 6 "Inasmuch as the revised Sign Ordinance has not been approved by the Town Commission, we have nothing to guide us when somebody comes before us with a request for a sign. " Chairman Savino scheduled the next Regular Meeting of the Community Appearance Board for Thursday, March 27, 1986 at 9:30 A.M. , with the agenda closing on March 12, 1986 at noon. The inspecting member for the month of March is Helene Harris. Mrs. Harris made a MOTION, seconded by Mr. Keller, to adjourn the meeting. All members were in favor of the MOTION.
