Chairman Frank Savino called the Special Meeting of the Community Ap- pearance Board, Town of Highland Beach, to order at 9:00 A.M. The recording secretary called the roll. Present were F. Savino, G. J. Galizia, L. Johnson, A. R. Keller, H. Harris and M. J. Dempsey (alt. ) . Absent was H. C. Arnold (alt. ) . Also present were Architect Digby Bridges, Robert Roepneck, David Carmo, Recording Secretary Anne Kowals and a few Town residents . The Australian Pines shown on the 1985 approved landscaping plans, ex- plained Architect Digby Bridges, were removed because they died and were replaced with Live Oaks. Chairman Savino said revised landscaping plans should have been submit- ted and the matter should have been discussed with the Building Depart- ment prior to the substitution. when the Community Appearance Board Members reviewed the revised land- scaping plans of 2/24/86 for Casuarina submitted by Architect Bridges, they expressed concern of screening of the parking area from view of AlA. Mr. Bridges proposed screening the parking area with a Pittosporum hedge; however, the only obtainable plants are just 1 ' high. This was not ac- ceptable to the board members--Mr. Bridges agreed to planting a 2 ' Ligustrum hedge in place of the Pittosporum hedge. When Chairman Savino said the members do not want the Seagrape in the narrow area, Mr . Bridges agreed to relocate the plants and so noted and initialed the landscaping plans. Chairman Savino said he checked with a nursery in the area , after re- ceiving the list of change requests from Architect Bridges, and found many plants were available in the proper sizes . Architect Bridges said many nurseries claim to have the plants in the larger sizes but upon delivery, the plants are much smaller. n COMMUNITY APPEARANCE BOARD Special Meeting March 4, 1986 Page 2 of 3 Chairman Savino said there is very much that has to be corrected. The board wants the cars to be screened from view of AlA. Mrs . Johnson added that the members want to enhance AlA. Mr. Robert Roepneck, the general contractor at Casuarina, agreed to transfer the five seagrape plants and place them between the Austra- lian Pines and the bike-path in order to screen the parking area . Following a brief discussion regarding the riprap, it was determined that would have to stay as is . Eventually, as nature takes its course, the riprap will be covered with grass . In discussing the screening of the tennis court, Mr. Roepneck said storm drainage made it necessary to remove the group of pine trees from that area. It was suggested that some big trees be placed at the tennis courts for screening. Mr . Bridges agreed to plant six ( 12 ' to 14 ' high) green Buttonwood Trees in that area and proceeded to note so on the plans which he dated and initialed. The overlap of the Australian Pines on the South side of the property will be trimmed per Mr . Bridges ' notation on the landscape plans . Mr. Roepneck said the Oaks are 12/14 ' with some 16 ' high. The Black Olive Trees will be tall. Continuing, Mr. Roepneck said they found some very nice Seagrapes that are like a ' lollipop' tree. Mrs. Johnson said the Malay Palms are a little small ; but, the green is preferred to the yellow. Mr. Keller added if the green is not obtainable, they will accept the yellow. Mr. Roepneck stated the area where the green Buttonwood Trees were added is congested with trees ; it cuts down on the landscaped area by 1/3 (there are nine trees) . Chairman Savino said leave it as is . Following a thorough review and discussion, members were ready to propose a MOTION. Mr. Keller made a MOTION that drawing L-1, dated 2/24/86, including noted amendments initialed DCB, dated 3/4/86, be approved with respect to trees, shrubs and landscaping in general. Johnson ' aye ' Mr. Keller ' aye ' Mr. Savino ' aye' Mr. Galizia ' aye ' The members discussed the Community Appearance Board Application for Sign Review and agreed the application should be amended to include the following: 1. 'Multiple Unit Residence ' shall have illuminated permanent sign with address visible at all times . 2 . All ' Multiple Unit Residences ' shall have perma- nent sign installed before the Community Appear- ance Board can recommend a Certificate of Occupancy. A discussion regarding permanent signs and the illumination of same followed. When members questioned the height of a permanent sign, Chairman Savino suggested that it be no higher than 6 ' from the ground level . However, the board will make necessary recommendations at the time a sign ap- plication is received, continued Chairman Savino. Members were advised the sign ordinance will have to be discussed further. A maximum of 10 square feet will be permitted for a permanent sign that may be illuminated so it is visible at all times . If the sign is to be illuminated, the applicant will have to furnish details of the lighting plan. A maximum of 25 square feet would be allowed for a temporary sign which need not be illuminated. Vice Chairman Galizia made a MOTION to adjourn the Special Meeting. Mrs . Harris seconded the MOTION which carried unanimously. Chaff mmafn� Savino adjourned the Special Meetinz . t 10:20 A.M. .
