1986.03.20_CAB_Minutes_Special GAB, 3.20 TOWN OF HIGHLAND BEACH, FLORIDA ^ COMMUNITY APPEARANCE BOARD F SPECIAL MEETING MARCH 20, 1986 10 :25 A.M. Chairman Frank Savino called the Special Meeting of the Community Ap- pearance Board, Town of Highland Beach, to order at 10:25 A.M. The recording secretary called the roll . Present were F. Savino, G. J. Galizia, L. Johnson, A. R. Keller, H. Harris, M. J. Dempsey (alt. ) and H. C. Arnold (alt. ) . Also present were Architect Digby Bridges, Robert Roepneck, David Pomfrets, David Carmo, Recording Secretary Anne Kowals and a few Town residents . Chairman Savino said this Special Meeting was called to determine, fol- lowing the on site inspection of the facade, landscaping, lighting and sprinkler system at the Casuarina, if the Community Appearance Board should recommend a C/O, deny a C/O or recommend a C/O with stipulations . When members were asked for their comments, Vice Chairman Galizia said eg" he was not satisfied with the planting of the trees at the tennis court where the original plans showed ten trees. Architect Bridges stated those ten trees were removed for construction purposes and were replaced with six trees as per the Community Appear- ance Board approval on March 4, 1986. The six trees are not adequate, continued Mr. Galizia, more trees should be planted along the tennis court area . Mr. Bridges promised the gaps between the original Australian Pines would be filled in with other plants, stated Mr. Galizia . Architect Bridges explained the six Buttonwoods that were planted in place of the Australian Pines would fill in nicely. The board' s com- ments are very unfair, stated Mr. Bridges, as many things were added to the landscaping at Casuarina . Chairman Savino questioned if the tennis courts could be screened a bit more as there is quite an opening between that recreational facility and St. Lucy' s Church. i COMMUNITY APPEARANCE BOARD Special Meeting March 20, 1986 Page 2 of 4 When Architect Bridges asked if the church will have to provide adequate landscaping in that area, Chairman Savino said the Australian Pines bordering on the Casuarina property and the church property were re- moved which left the area completely unscreened. Mr. Bridges commented that they removed the Australian Pines and Father Chepanis took out the Oleanders because of the water line. (Chairman Savino said there should be more Schifflera planted between those trees . ) Chairman Savino stated he is unhappy with the size of the plants . There are a number of trees planted that Architect Bridges says are in shock, continued Mr. Savino, will those trees make it? Trees that are balled and burlaped have a better chance of survival, said Chairman Savino. In my opinion, continued Mr. Savino, there are a number of trees that will not make it. The Community Appearance Board would recommend a C/O if Casuarina posts a bond that will be refunded after sixty days if the trees survive or are replaced, if necessary. When Mr. Keller questioned what sort of an agreement the developer had with the nursery that provided the trees, Mr. Robert Roepneck said they have a 90 day agreement that states the trees have to be alive. Some of the trees are a month old, continued Mr. Roepneck, some are six weeks old. We want to make sure the landscaping matter will be taken care of, stated Chairman Savino; when the trees are in full bloom, the bond will be refunded. Mrs . Johnson said she has some points that should be covered before a C/O is issued. The dry wall at the front of the property should be covered, continued Mrs . Johnson, the Australian Pine tree stumps should be removed from the property and the vents should be cleaned. Chairman Savino stated that Architect Bridges advised the state law dictates the dry wall must stay as is (grass will eventually grow over it) . The English Ivy on the site, added Chairman Savino, was not properly planted. The black-top driveway on the left is a patch up job, said Mrs. Harris. Mr. David Carmo of the Casuarina said that area has to be cleaned up, a black-top spill occurred there. r" COMMUNITY APPEARANCE BOARD Special Meeting March 20, 1986 Page 3 of 4 In discussing the dry wall, Mr. Bridges said the paper bags containing the cement will disintegrate in about three months; and in due time, nature will do its thing. South Florida Water Management District requires the dry wall to prevent disruption of the natural flow of water; Casuarina is not allowed to discharge into the mangrove area, continued Mr. Bridges. When members requested the interpretation of the riprap, Building Of- ficial Sutherland said the riprap has to be exposed to show its func- tion. Casuarina is not allowed to drain off into the wetlands ; the Water Management people require that they see the ground is contained and exposed, the riprap has to be left exposed, said Mr. Sutherland. The Building Official, stated Mr. Keller, has confirmed the explana- tion given by the developer. Members agreed a $3, 000. bond was sufficient. Upon receipt of the bond, said Chairman Savino, a C/O could be granted. A Community Ap- pearance Board Member will make an inspection, if the trees are in bloom ( in 60 days or less) the bond will be refunded, continued Chairman Savino. Mr. Keller made the MOTION that the Community Appearance Board moves that the landscaping, lighting, sprinkler system of the grounds and planter boxes at the Casuarina, 3450 South Ocean Boulevard, Highland Beach, be recommended for approval of granting a Certificate of Oc- cupancy subject to the following stipulations : 1. Removal of three Australian Pine stumps 2 . Rearrangement and addition of two English Ivy plants 3 . Planting of two Schiffleras at the South side of the tennis court 4. Replace trees after sixty days that are determined to be dead A $3, 000. bond will be deposited with the Building Department for as- surance that the above stipulations will be complied with by inspec- tion of a member of the Community Appearance Board. The bond will be returned within the 60 day expiration period. The MOTION was seconded by Mrs. Harris .
