Chairman Savino called the Regular Meeting of the Community Appear- ance Board, Town of Highland Beach, Florida, to order at 9 :30 A.M. The recording secretary called the roll. Present were Chairman F. Savino, Vice Chairman G. J. Galizia , Secretary L. Johnson, A. R. Keller, H. Harris and H. C. Arnold (alt. ) . Absent from this meeting was M. J. Dempsey (alt. ) . Mrs. Harris made a MOTION to accept and approve the minutes of the Community Appearance Board Regular Meeting of March 27, 1986, as submitted. Mr. Keller questioned if there was an 'error of omission' in the changes made on the "Application for Sign Review" (Permanent Sign) as nothing indicates an address should be included. Chairman Savino said item #3 covers that matter. Mr. Keller withdrew his comment. Following a brief discussion of the minutes, Vice Chairman Galizia seconded the MOTION which carried unanimously. NASSAU COVE, 4104 SOUTH OCEAN BOULEVARD, (TOWN LOT 44) , REQUEST FOR FENCE REVIEW, MR. NOEL S. SMITH, PROPERTY MANAGER, PRESENT. Chairman Savino said the request for the proposed fence does not indicate who will be doing the work. Mr. Smith stated that he, or perhaps a private contractor, may do the work. The plans were drawn up by Mr. Smith for the purpose of aesthetics (beautification of the property) . A fence across the property would give each building a little garden area and add security as everything will not be visible from AlA, said Mr. Smith; it would add to the property value mak- ing it more attractive, secure and private. When Vice Chairman Galizia commented that there is an existing hedge which would serve the same purpose, Mr. Smith said the hedge, though scraggly, would remain - the fence would be placed behind -‘s the hedge. COMMUNITY APPEARANCE BOARD Regular Meeting April 24, 1986 Page 2 of 5 el") When Mr. Smith stated there are plans to beautify the area with additional shrubs and trees, Chairman Savino said that would enhance the property more than the wooden fence which would be placed 5 feet from the property line. Mr. Keller added shrubs can be controlled as to height and density and he agreed with comments made by Chairman Savino and Vice Chairman Galizia. The members suggested a dense hedge (rather than a wooden fence) would be more aesthetically pleasing. Vice Chairman Galizia added the fence would be against the palm trees and would spoil the beauty of the site. Regarding safety, continued Mr. Galizia, there is an open space North of Nassau Cove where anybody can go behind the fence. Mr. Keller said security works two ways - if the police can not see the buildings because of a fence, security is limited to an extent. It would be a perfect hiding place for someone, continued Mr. Keller. n Chairman Savino recommended a landscaper be engaged to beautify the area; the wooden fence would not enhance the property. Mr. Smith agreed to go back to the owners with the board' s recom- - mendation. We will do with shrubbery what we are trying to do with a wooden fence, continued Mr. Smith. Mr. Keller MOVED that the fence proposed by Nassau Cove at 4104 South Ocean Boulevard be denied. Our collective opinion is that shrubbery could achieve the desired results. Secretary Johnson seconded the MOTION which was favorable to all. When Vice Chairman Galizia questioned if there is an address on one of the five mailboxes at Nassau Cove, Mr. Smith said a wooden sign with the address is above the mailbox. STASINOS DUPLEX, 4320 SOUTH OCEAN BOULEVARD (LOT 16, BLOCK 1, BEL LIDO SUBDIVISION) , AMENDED LANDSCAPING PLAN REVIEW, GENERAL CONTRACTOR PETER INCE, PRESENT. /� General contractor Peter Ince stated he represents the owner of 1 7 the Stasinos Duplex at 4320 South Ocean Boulevard. COMMUNITY APPEARANCE BOARD Regular Meeting April 24, 1986 Page 3 of 5 Mr. Ince said he was not involved when the entire plan was approved. There is an existing hedge on the North side of the property while the Oleander Hedge is planted on the adjacent property to the South. Continuing, Mr. Ince stated the Oleander has grown so tall, it was necessary to screen it with a lower hedge. Chairman Savino said the Community Appearance Board approved the original plans which indicated four Norohonia Trees were to be planted in the right-of-way. Chairman Savino stated Mr. Stasinos paid a $500. fee, submitted revised landscaping plans and requested an amended plan review. The landscaping was completed prior to approval. All we can do, continued Chairman Savino, is approve or disapprove the amended plan. Chairman Savino added he has no objection to the landscaping as it was done; but he would want the four Norohonia Trees included in the right-of-way. Mr. Ince stated he was sorry the landscaping was done without approval and agreed Chairman Savino' s addition of four Norohonia Trees (12 ' to 14 ' high) was good. Chairman Savino said he has been to the site and it is beautiful; they have planted a Screw Pine in the center and included Shore Junipers at that site. Mr. Keller said the procedure was not correct; however, the board did get an apology. To conceal the air conditioning units, Mr. Keller said, the landscaper planted a Pittosporum Hedge. In discussing the steps constructed at the dock area, Mr. Keller suggested a handrailing be installed for the sake of safety. Mr. Ince said the two pools in the rear of the property are divided by a low concrete privacy wall and he will suggest a flower box be placed on the top. Chairman Savino advised the members a sprinkler system has been installed at the Stasinos Duplex. Mr. Ince signed and dated the plans to indicate four 12 ' - 14' high Norohonia Trees will be planted in the right-of-way and a handrailing will be installed at the steps in the dock area (on the retainer wall) . Harris made a MOTION that the revised plan for the Stasinos Property, 4320 South Ocean Boulevard, dated 4-4-86, drawing number L-1, be accepted with noted changes . Vice Chairman Galizia seconded the MOTION. All members were in favor. OLD BUSINESS Mrs. Harris mentioned that the Palm Trees at the Ressler Triplex are dead. When Chairman Savino discussed that matter with the Town Commis- sion, he was advised the Town will plant new trees at whatever cost and the balance of the ' performance bond' will remain with the Town. Mrs. Harris said the sign at the Enclaves was illuminated with a small spotlight placed on one side--the lighting doesn' t do much for the sign which is not visible at night. �-+ The MOTION made by Mrs. Harris on February 27, 1986, regarding the permanent sign at the Enclaves required illumination of said sign. Chairman Savino stated the Community Appearance Board could call this matter to the attention of the Building Department via a memorandum stating our request to the sign man was to have the sign illuminated. Mr. Keller said the Community Appearance Board approved a plan for a sign with lighting to be approved at a later date. Chairman Savino said he advised the Town Commission about the situation at Edgewater Townhouses. Trees that were removed were never replaced. Secretary Johnson questioned the status of the Casuarina ' perform- ance bond' and stated the trees at that condominium are growing beautifully. Chairman Savino reported approximately 36 trees will be planted in Town; they are in the process of selecting a nursery-landscaper. The next meeting of the Community Appearance Board is scheduled for Thursday, May 29, 1986 at 9: 30 A.M. with the agenda closing on Wednesday, May 14, 1986 at noon. y COMMUNITY APPEARANCE BOARD Regular Meeting ^ April 24, 1986 Page 5 of 5 Chairman Savino suggested members stop by the Building Department prior to the meeting date to pick up any correspondence and in- quire about the agenda for the meetings (perhaps look at any plans or go to the site) to become familiar with agenda items. Mrs. Harris made a MOTION to adjourn the meeting. Vice Chairman Galizia seconded the MOTION. All members were in favor.
