COMMUNITY APPEARANCE BOARD
MAY 29, 1986 9: 30 A.M.
The Regular Meeting of the Community Appearance Board, Town of Highland
Beach, Florida, was called to order by Chairman Savino at 9: 30 A.M.
The recording secretary called the roll. Present were Chairman F.
Savino, Vice Chairman G. J. Galizia, L. Johnson, A. R. Keller, H.
Harris, H. C. Arnold (alt. ) and M. J. Dempsey (alt. ) .
Mrs . Harris made a MOTION to accept and approve the minutes of the Com-
munity Appearance Board Regular Meeting held on April 24, 1986, as
submitted. Mrs. Johnson seconded the MOTION which carried unanimously.
ROYAL HIGHLANDS (TERON INTERNATIONAL) AMENDED LANDSCAPE REVIEW, TOWN
LOTS 20-28, MR. LORENZ SCHMIDT, EXECUTIVE VICE PRESIDENT OF TERON
INTERNATIONAL; MR. GEORGE KEEN, LANDSCAPE ARCHITECT, PRESENT.
Chairman Savino stated Teron International submitted their application
for a final review of the amended landscape plan on May 14, 1986, and
requested to be on the agenda for this Community Appearance Board Meet-
/e.-% ing; however, the amended plans were not submitted until May 27, 1986,
which did not allow members adequate time to review same.
Consequently, the application is considered as a preliminary review
and no approval will be granted at this time, said Chairman Savino.
In explaining the amended plans, Mr. Schmidt said Teron is providing
more landscaping than that of the previously approved plans .
The pool was moved from the front area of the recreation facility to a
Northeast site on the recreation deck, continued Mr. Schmidt. Additional
landscaping will be placed at the pool location.
The first floor garage is to be dropped 2 ' to create a slope grade with
the entrance to the building being at the second level . The West fac-
ing outdoor parking spaces were removed and placed under the building
which created another area for landscaping.
An additional 6,000 sq. ft. of landscaping is incorporated in the
amended plan, said Mr. Schmidt.
The second level was improved to expand the recreation facilities . The
parapets shown on the recreation deck in the previous plans were removed
to enable Teron to concentrate on more landscaping, stated Mr. Schmidt.

Mr. Schmidt explained that from AlA, a transparency will carry through
the main lobby area allowing one to look through glass and open space
to view the sky, water and trees . The Lobby area will utilize large
potted palms .
When Chairman Savino inquired if any colorful flower plants were in-
cluded in the landscape, Mr. Keen said "no" . When it was suggested
that color would add beauty, Mr. Keen agreed and said he would add
some color.
Mr. Keen added they are happy to have the opportunity to develop the
recreation area which will function much better.
These amended plans, continued Mr. Keen, are the permanent set which
indicate the minimum material we will supply--the budget is very
generous--Bradshaw Associates will use only top grade material that
is guaranteed for one year.
Continuing, Mr. Keen said the landscaping is many shades of green; the
planters at the second and third level will contain Scaevola which does
well in this area . To highlight the entranceway, said Mr. Keen, we
r"'N will have Pittosporum faced down with more seasonal plants .
When Mr. Keller questioned if a little light from the underground park-
ing area will be visible on AlA, Mr. Schmidt answered no light will
escape from the bottom garage.
Mr. Keen said where the outside parking was removed, they were able to
add height to the berming as well as a 6 ' to 7 ' swale to permit drain-
age. A catch basin will be provided between the edge of paving and
walk.
Mr . Schmidt presented plans for two dune walk-overs which are to be 4 '
wide. The dune restoration will be submitted to the State and Town,
said Mr. Schmidt.
When Chairman Savino asked what type of decorative blocks will be used
to screen the garage from AlA, Mr. Schmidt said they haven' t reached
that point as yet.
Chairman Savino requested that members review the amended plans for
landscaping at Royal Highland: that are on file in the Building Depart-
ment prior to the June meeting of the Community Appearance Board.

OLD BUSINESS
During a discussion regarding the sign ordinance, Vice Chairman Galizia
stated the height of a permanent sign is not specified.
Mr. Keller noted a sign should be able to be read from a vehicle driv-
ing by on AlA.
Following the discussion, the Community Appearance Board Members agreed
that the height of a permanent sign should be treated on an individual
basis.
Chairman Savino said when a sign maker submits a little swatch of color
to be used on a permanent sign, it is difficult to visualize the end
result. It was suggested the sign maker put the colors on the sketch.
Mrs. Harris stated that would not solve the problem (putting color on
white paper) - it must be done on the same material used to construct
the sign.
Mr. Keller added there are many factors to consider regarding a perma-
nent sign and the Board will have to rely on the judgement and taste
of its members .
Vice Chairman Galizia mentioned the 'Application for Sign Review' re-
quires that color chips and texture be supplied.
Members agreed when a performance bond is requested from a developer
by the Community Appearance Board because, in their judgement, the
landscaping material does not comply with the plans, a time period
(60 or 90 days) should be granted to the developer for compliance.
At the expiration of the time period, the Community Appearance Board
will make an inspection. If complied with, the bond would be re-
turned to the developer; in case of noncompliance, the developer
would forfeit the bond.
Chairman Savino requested the members work on the wording regarding
the performance bond requirements.
It was suggested the developer be made aware of the requirement of
the performance bond so that he will use good, healthy materials.
Vice Chairman Galizia said when a Certificate of Occupancy inspection
is to be done, the Community Appearance Board should insist that the
landscaping personnel be present.

Mr. Arnold recommended a list of guidelines followed for a Certificate
of Occupancy inspection be issued to the developer to make the developer
aware of the Community Appearance Board criteria.
Regarding a time frame, Mr. Arnold stated a 90 day deposit (performance
bond) should be required to make certain plant materials survive.
GREENING COMMITTEE OF AlA
Mr. Savino advised that Town Manager Hugh Williams sent out requests for
bids (on behalf of the Greening Committee) to 20 nurseries. The three
bids received were examined and visits to the respective nurseries
were made.
Members found the material at the Green Giant Nursery on Atlantic
Avenue, Delray Beach, to be a nice, healthy stock which is guaranteed
for ninety. days.
When the Greening Committee recommended the contract be awarded to the
Green Giant Nursery, Town Manager Hugh Williams agreed.
flThe contract calls for Green Giant Nursery to plant 18 Norohonia, 11
Calophyllum, 4 Green Buttonwood and 2 Royal Palm Trees. At the base
of the trees, they will include some Crown of Thorns (red flower
plants) , 36 Dwarf Oleanders and 36 Sprengeri. That will add some
color to the base of the trees.
Perhaps, said Mr. Savino, the condos will follow suit and add color
around the trees already planted.
Locations for the trees will be staked out on Monday, June 2, 1986,
with planting scheduled to begin on Wednesday, June 4, 1986.
Mr. Savino mentioned one Royal Palm Tree will be planted at the
Monterey House and one Royal Palm Tree at the Regency Highland.
Inspecting member for the month of June is Chairman Savino.
Chairman Savino set the next date for the Community Appearance Board
Regular Meeting for Thursday, June 26, 1986, at 9:30 A.M. with the
agenda closing on Wednesday, June 11, 1986, at noon.
Mrs. Harris made a MOTION, seconded by Mr. Keller, to adjourn the
