COMMUNITY APPEARANCE BOARD
JUNE 26, 1986 9: 30 A.M.
Chairman Savino called the Regular Meeting of the Community Appearance
Board, Town of Highland Beach, Florida, to order at 9: 30 A.M.
The recording secretary called the roll. Present were Chairman F.
Savino, Vice Chairman G. J. Galizia, L. Johnson, A. R. Keller, H.
Harris, H. C. Arnold (alt. ) and M. J. Dempsey (alt. ) .
Also present were Landscape Architect G. Keen and Senior Architect
R. Brown. representing Royal Highlands, P. Ince representing M.
Stasinos, Recording Secretary A. Kowals and several Town residents.
Mr. Keller made a MOTION, seconded by Mr. Galizia, to accept the
minutes of the May 29, 1986, Regular Meeting as submitted. All mem-
bers were in favor of the MOTION.
Mrs. Harris made a MOTION, seconded by Mr. Keller, to accept the
minutes of the June 13, 1986, Special Meeting as submitted. The
MOTION was favorably received by all members.
ROYAL HIGHLANDS (TERON INTERNATIONAL) FINAL AMENDED LANDSCAPE REVIEW,
TOWN LOTS 20 - 28; SENIOR ARCHITECT R. BROWN AND LANDSCAPE ARCHITECT
G. KEEN PRESENT.
Chairman Savino stated Royal Highlands is on the agenda for a final
review of their amended landscape plan, facade changes and dune
walkover.
Senior Architect R. Brown, representing Mr. L. Schmidt on behalf of
Royal Highlands, said there are three minor approvals required from
the Community Appearance Board:
1. increase in landscaping
2. reconfiguration of recreation deck with the
relocation of the swimming pool
3 . minor elevation changes to the facade of
the North and South Buildings.
Mr. Brown explained the old site plan approved earlier this year had
the pool located in front of the building at the main entrance. Due
to shadowing of the South Building, the pool was moved to one side
of the central entrance pavillion creating a more transparent

The lowest level of the garage will be at 4.75' to carry parking
through and permit the relocation of 24 outdoor parking stalls in
the front of the building indoors thereby creating more landscap-
ing area in the Southern Forecourt, said Mr. Brown.
Continuing, Mr. Brown advised the front elevation is still stag-
gered in and out with a new element of shutters introduced on the
outer facade of the buildings.
The salmon colored shutters, on the East and West sides of the build-
ing, will be in keeping with the sand color of the structure; they
will add interest to the facade and be controlled by a mechanism
within the unit to protect the windows when necessary, stated
Mr. Brown.
In discussing the balconies, Mr. Brown explained there are two dif-
ferent types--one is a balustrade with a handrailing, the other
with a railing that appears open (tempered bronze tinted glass
vertical forms the balcony) .
When Mrs. Johnson stated the shutters would present too much of the
Fq l salmon color, Mr. Brown said the color could be lightened.
Mr. Keller said the color would be good for the protrusion as it
would compliment the color of the recessed areas; and, when the
sun hits the salmon color, there is a visual effect that is
interesting.
To prevent any flooding at the site, Mr. Brown explained they are
providing large water retention tanks that will be buried within
the landscaped strip.
Landscape Architect Keen added that any water that will pool on the
berm will be picked up at the swales and taken to the catch basins
and on to the retention tanks. Nothing will go off the site on to
AlA or vice versa.
Mr. Keen stated that at last month' s preliminary review of these plans,
the two dune walkovers (each to be no wider than 4 ' per state regula-
tions) were discussed. They will be of break-away construction per
the Department of Natural Resources requirements with a 28" high
handrail that conforms to the code.

chairman Savino advised Mr. Keen that the statement on the plan that
stipulated the Pitch Apple Trees planted in the right-of-way will be
the property of the Town of Highland Beach and maintained by High-
land Beach is incorrect--it is the developer who is responsible for
the care of the trees. Mr. Keen noted and dated the plan to indi-
cate the trees in the state right-of-way will be maintained by
Royal Highlands.
In discussing the addition of color to the landscaping, Mr. Keen in-
formed the board that color was introduced at the main entrance and
the North and South egress points to the project. Included will be
Impatience, Begonias, Dwarf Marigold and seasonal varieties that
will be planted and maintained year round.
At chairman Savino' s request, Mr. Keen agreed to reduce the 200 Scae-
vola plants to 50 and add 150 Nerium Oleander Dwarf plants. Mr. Keen
noted and dated the plans accordingly.
When Chairman Savino commented that most of the trees in the state
right-of-way are Norohonias, Mr. Keen said he will substitute the

Emarginata for the Pitch Apple and he noted that on the
F l plans.
Following a discussion concerning the height and spread of proposed
trees, Mr. Keen noted on the plans that the Norohonia Trees will be
12 ' to 14' tall with a spread of 8' to 9' ; the Tabebuia Trees will
be 10' to 12 ' high with a 7 ' to 8' spread.
Chairman Savino said he would prefer to have Canary Date Palms where
Phoenix Roebellini Trees are planned.
Mr. Keen said it is not wise to place the Date Palm on the recrea-
tion deck as they would not lend themselves to the design--all Palms
were chosen with design and intent in mind.
After a brief discussion, Mr. Keen said if the weight load would bear
it on the recreation deck, six Date Palms will be added. This was
noted on the plan by Mr. Keen.
When Chairman Savino asked that Date Palms be used instead of the
Coconut Palms, Mr. Keen said the Coconut Palm lends itself to the
situation where they want to screen the ramp and as much of the
first two levels as possible--they will be used in a cluster of
staggered height.

In discussing the screening of the garage, Chairman Savino stated
Royal Highlands will use a louver arrangement similar to that at
Parker Highlands.
Senior Architect Brown said they decided to utilize a bronze alumi-
num louver arrangement because it would effectively screen the light-
ing from the garage 100% due to the nature of the stacking of the
louvers.
At Mr. Keller' s request, Mr. Brown submitted a sketch (SK-1) , dated
6/26/86, showing the colors to be used on the project including the
notation of "LIGHT SALMON COLOR" .
Regarding the lighting of various deck elevations, Mr. Brown said
their concern is the location and intensity of the lighting. They
will probably use indirect lighting at walking level which will be
tucked into the parapet on the promenade, second level and terraces.
The walks would be illuminated, continued Mr. Brown.
On balconies and roof terraces, Mr. Brown said the lighting is scre-
fl ened behind the balustrade and no bulbs are exposed. The lighting
will be positioned to shine on the walking surface, stated Mr. Brown.
Mr. Keller advised the representatives of Royal Highlands that light-
ing is of considerable concern to the Community Appearance Board. It
must not interfere with the neighboring buildings.
Mr. Brown submitted sketches (SK-2 and SK-3) dated 6/26/86, which he
initialed, showing the lighting plan for different areas.
Following much discussion, members proposed the following MOTIONS :
Mr. Keller made a MOTION, seconded by Mrs. Harris, the Community
Appearance Board moves that the building facade as shown on drawings
numbered 13 - 14 - 15, dated 6/5/86, (West Elevation of Royal
Highlands) including colors illustrated on sketch number 1, dated
6/26/86 be recommended for approval.

A MOTION made by Mr. Keller, seconded by Mrs. Johnson, that the Com-
munity Appearance Board recommends approval of landscaping as shown
on drawings L-3 and L-4, dated 5/22/86, captioned "Planting Plan"
for Royal Highlands, with revisions as noted on 6/26/86.
The roll call vote resulted as follows :

Mr. Keller mask a MOTION, seconded by Mrs . Harris, that the Community
Appearance Board recommends approval of the dune walkover and the
walkway shown on drawings L-3, L-4, L-12 (Royal Highlands drawings
dated 5/22/86) , and the conceptual lighting arrangement as shown on
SK-2, SK-3 dated 6/26/86.

Mr. Keller made a MOTION, seconded by Mrs. Harris, that the Community
Appearance Board recommends approval of the substitution of EXP
Bronze Louvers covering the garage open areas instead of configu-
rated block.

STASINOS DUPLEX, 4320 SOUTH OCEAN BOULEVARD; LOT 16, BLOCK 1, BEL
LIDO; FINAL REVIEW OF ENTRANCE GATE FOR DRIVEWAY, GENERAL CONTRACTOR
P. INCE, PRESENT.
General Contractor Peter Ince, representing Mr. Stasinos, explained
there are two driveways at the duplex at 4320 South Ocean Boulevard.
They are requesting approval for installation of a bronze aluminum
gate at the entrance to each driveway.
p� Continuing, Mr. Ince said the owners feel the gate will provide a
little more security. When questioned, Mr. Ince advised the members
the gates will not be locked.

The gates, said Mr. Ince, will open into the property and will be
held in an open or closed position by a rod that will fit into a
specific hole in the ground.
Mr. Arnold suggested casters be attached to each end of the gate to
prevent sagging.
Mr. Keller said the gate is decorative and he sees nothing wrong with
it; except, casters should be added.
Mr. Ince said he will check with Custom Electronic Gate Co. regard-
ing casters. The gate will be supported with a wheel caster (or
similar support) to avoid sagging, if necessary. Mr. Ince noted
the recommendation on the plan which he dated and initialed.
Mrs. Harris made a MOTION that the plan for the Stasinos Duplex,
4318-4320 South Ocean Boulevard, dated 6/21/86, with the addition
as noted, be accepted.
Vice Chairman Galizia seconded the MOTION. A roll call vote resulted
as follows :

Chairman Savino scheduled the next meeting of the Community Appearance
Board for Thursday, July 31, 1986, at 9: 30 A.M. with the agenda clos-
ing on Wednesday, July 16, 1986, at noon.
Chairman Savino read into the minutes a letter he received from Digby
Bridges regarding the handling of Casuarina ' s Application to the Com-
munity Appearance Board.
Chairman Savino also read into the minutes a memo dated 6/6/86, from
Mr. Sutherland stating Mr. Bob Roepneck advised he is engaging a
horticulturalist to review the landscaping at the Casuarina . To
date, said Chairman Savino, no further word was received from Digby
Bridges or Bob Roepneck.
Following discussion of Mr. Bridges ' letter, Mrs. Harris agreed to
draft a reply to be approved and signed by Chairman Savino.
r Vice Chairman Galizia made a MOTION, seconded by Mrs. Harris, to
adjourn the Regular Meeting of the Community Appearance Board.
Chairman Savino adjourned the meeting at 12 : 10 A.M.
