1986.07.31_CAB_Minutes_Regular Gf�B .P3/ X TOWN OF HIGHLAND BEACH, FLORIDA COMMUNITY APPEARANCE BOARD REGULAR MEETING - Minutes Thursday, July 31, 1986 9: 30 A. M. Chairman Frank Savino called the Regular Meeting of the Community Appearance Board of the Town of Highland Beach to order at 9: 30 a .m. , in the Town Commission Chambers at Town Hall . The Recording Secretary called the roll . Present were Chairman Frank Savino, Vice Chairman Guy J. Galizia, Louise Johnson, Arthur R. Keller , Helene Harris, H. C. Arnold (Alternate) , and Martha J. Dempsey (Alternate) . Also present were Police Chief William Cecere, Mrs. Evelyn Vandegrift, Deputy Town Clerk/Recording Secretary Elizabeth L. Kolek, and members of the general public . MOTION was made by Arthur Keller , seconded by Helene Harris, to approve the Minutes of the June 26, 1986 Regular Meeting as submitted . All members voted AYE. NEW BUSINESS: DISCUSSION RE: "NO PARKING SIGNS AROUND TOWN" . Chairman Savino and the members discussed the Memo from Town Manager Hugh Williams, dated July 10, 1986, re: No Parking Signs Around Town. Chairman Savino read Section 27-2 of the Town Code of Ordinances, which states parking on the right-of-way is prohibited. Police Chief William Cecere reviewed a copy of the proposed NO PARKING sign with the members and stated the color would be black lettering and border on a white background , would be 30 inches high and 24 inches wide . He stated that six (6) signs were required: 2 entrances to the Town and at the corner of the Town ' s four streets. The area discussed was the "right-of-way" as the area from the bike-path to A-1-A where only disabled or emergency vehicles can park. Chief Cecere stated that cars and vehicles obstruct fire trucks and emergency vehicles. He also stated that the signs are needed in Town because of the citations being issued. After discussion, a MOTION was made by Arthur Keller , seconded by Helene Harris, that the Community Appearance Board recommends, with Chief Cecere' s suggestion, that the Town install 6 signs at the two entrances to the Town and at the entrances to each street, containing the following wording : NO PARKING ON STREETS OR RIGHT-OF-WAY, at bottom in smaller letters--ORDINANCE 27-2. Dimensions of the sign to be 30 inches high by 24 inches wide, color of printing---black on white, border to be black. n COMMUNITY APPEARANCE BOARD Regular Meeting - Minutes ("111) July 31, 1986 Page 2 of 4 A roll call vote resulted as follows : Mrs. Johnson AYE Mr . Keller AYE Mrs. Harris AYE Mr . Galizia AYE Mr . Savino AYE The Recording Secretary was instructed to answer the Town Manager ' s letter regarding "No Parking" Signs by sending a Memorandum to the Town Manager which includes the MOTION made today. Chairman Savino introduced Mrs. Evelyn Vandegrift, a friend of Nita Martin, who is prospective member of the C.A.B. and has a Talent Bank Application on file with the Town . OLD BUSINESS: The Casuarina Bond was discussed. Chairman Savino read the letter from Architect Digby Bridges, dated July 3, 1986, into the record and stated that no further reply has been received from Mr . Bridges nor has anything been done by Casuarina regarding the landscaping improvements. Casuarina did not reply to the C.A.B. letter . The C.A.B. would like Casuarina to comply to the plan. The Edgewater Townhouses Bond was discussed and the members felt that the amount of $200 was too low. The C.A.B. will take this into consideration when deciding the amounts of future bonds because the Board feels it is a good policy and feels it should be able to specify the amount of a bond. It was the consensus of the Board that the Code Enforcement Board should be notified about the status of the Edgewater Townhouses Bond via Code Enforcement Officer Anthony Abbate. Chairman Savino stated that a policy should be set by the C.A.B. as to how to handle bonds when a developer does not comply and the Town Attorney should give an opinion regarding penalties. Whether the Community Appearance Board can recommend an approved list of nurseries or not was discussed . Mrs. Harris stated that there is no security in using a set list of nurseries because of the way businesses go out of business and felt the Board should not get involved with recommending nurseries. Chairman Savino stated that the C.A.B. needs to set a policy and to put this on the application for the developers regarding a bond time. He also stated that the Town Attorney should be consulted as to whether the Board can or cannot use an approved list of nurseries. The bad condition of the fence and canopy at Highlands Place was discussed and called an eyesore. The fence is not as approved. Mr . Galizia will speak to the Code Enforcement Board about this. COMMUNITY APPEARAHCE BOARD Regular Meeting - Minutes July 31, 1986 Page 3 of 4 The "For Sale" sign which reads FOR SALE BY MILORD DEVELOPMENT CORP. AND PHONE NUMBER was discussed and determined to be a real estate sign and was a legal sign under the Town Code . Mrs. Johnson stated that the Town ' s entrance signs landscaping are still "lousy" looking and felt something further should be done to beautify them. She feels that the water standing in the Town Hall parking lot still looks bad , even after some of the low lying area was filled in . Mrs. Johnson also feels it looks bad for the Town Administrators that we ask developers to beautify their property and then Town Hall does not fully comply. Chairman Savino suggested that because nothing has yet been done about planting at the base of the newly planted trees along A-1-A by the Town , he will compose a letter to the Mayor to be read into the Town Commission Minutes. Mrs. Harris and Mrs . Johnson suggested that monies be allocated in the budget to beautify the areas in need around Town. Mrs. Dempsey conveyed two complaints as to where trees are planted by the Greening Committee near Montery House. Chairman Savino reassured her that the trees are located where they would look the best, as far as balance is concerned , and where they do not block driveway vision . The trees in question were planted where Montery House wanted them. Mrs . Johnson wished to clear up the question of how many trees are planted by the Greening Committee per donation above $250. Chairman Savino stated that one tree is planted for each $250 donation and one set of plaques ( inside and outside) are provided for each donor , regardles of the amount over $250. Plaques are placed on trees on the West side of A- 1-A where they can be seen, though some trees are planted on the East side of A-1-A. Chairman Savino announced that the next Regular Meeting of the Community Appearance Board will be held at 9: 30 a .m. on Thursday, August 28, 1986 and the Agenda closes on August 13, 1986. Mrs. Helene Harris is the inspector for the month of August , as per schedule.
