1986.11.20_CAB_Minutes_Regular TOWN OF HIGHLAND BEACH, FLORIDA '6.1%1 COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES NOVEMBER 20, 1986 9: 30 A.M. The Regular Meeting of the Community Appearance Board of the Town of Highland Beach was called to order by Chairman F. Savino at 9: 30 A.M. in the Town Commission Chambers at Town Hall . Also present were Vice Chairman Galizia , Louise Johnson and Arthur Keller . Absent were Regular Member Helene Harris and Alternate Members H. C. Arnold and Martha Dempsey. Also present was Recording Secretary Mary Ann Mariano . The Minutes of the October 30, 1986 Meeting were then taken up. Upon MOTION by G. Galizia/L. Johnson, the Minutes were approved as submitted . All members voted ' aye ' and the MOTION carried . OLD BUSINESS A discussion regarding the National Arborists Association Standards was taken up. It is the desire of the Community Appearance Board to have all persons trimming , cutting or planting trees adhere to the National Arborists Standards within the Town of Highland Beach. Although Board Member Keller recommended that enforcement of these standards be regulated through the Occupational License provisions of Town , Chairman Savino requested that the matter be deferred until the next meeting in order to gather additional information . Chairman Savino further stated that he was concerned as to the Community Appearance Board ' s jurisdiction over single family residences and providing regulations to govern same . Board Member Keller cited Fort Lauderdale and Hollywood wherein the regulation of tree trimmings were provided through the Occupational License procedure and thereby not within the jurisdiction of a Community Appearance Board . Board Member Galizia also recommended that any landscaping companies in Town be required to post their corporate name as well as telephone number on any vehicles being used within the Town , as is done in Illinois. General discussion then took place regarding several instances in the past wherein adherence to the standards of the National Arborists Association would have alleviated the unnecessary trimming , pruning and destruction of landscaping within the Town . The next matter discussed by the Community Appearance Board was the Enclaves. It was noted that as a result of a revised plan , for which the developer paid a $500 . review fee, a $3 , 000. bond had been accepted by the Community Appearance Board for the completion of required landscaping work on the site. Chairman Savino noted that he and Board Member Galizia had visited the site yesterday and the work had still not been done . They noted that one tree was completely dead , the sprinkler system not complete rand holes appeared along the seawall . This matter has been brought to the COMMUNITY APPEARANCE BOARD Regular Meeting - Minutes November 20, 1986 Page 2 of 3 attention of Tony Abbate, the Building Inspector , who will check into this. Chairman Savino said the Community Appearance Board should write a letter to the developer giving him thirty (30) days to complete the work after which time the Town would do the work itself out of the funds paid as a bond. Also with regard to the Enclaves, Chairman Savino noted that he felt a problem existed in that a fire engine could not possibly get down Boca Cove Lane to provide services. It was noted that this is a private street and that the Fire Department is part of the review process before a construction permit is issued. Next matter involved the Ressler Triplex who also has posted a $500. bond. Three dead Palm Trees were noted and nothing has been done to replace them. The Community Appearance Board will write a letter to the Resslers requesting the trees be replaced or the Town will replace the trees out of the money posted by them. It was noted that a letter had been written to Casuarina requesting the completion of work there; however, no reply had been received . It was noted that with the inception of the new Performance Bond Agreement being reviewed by the Town Commission, a 200% fee would be charged to developers for uncompleted work. This Performance Bond will be taken up by the Town Commission at their Workshop to be held on November 25, 1986. Substantial discussion took place regarding the work done on the Sign * Ordinance by the Community Appearance Board back in 1983 and 1984. Chairman Savino noted that Mr . Arnold who had been working on this project with the Vice Mayor was supposed to have reported on same today; however , he was absent and so this matter was deferred until the next meeting . It was suggested that the Community Appearance Board write to the Town Commission advising them of their continued interest in the revision of this ordinance and their consideration of the changes proposed by the Community Appearance Board in 1983 and 1984. The Recording Secretary noted to the Board that the Town Commission was in the process of considering the recodification of the Town' s Code and that anyamendments to the Sign g Ordinance should be incorporated in order to save substantial money in the codification process . The next matter taken up was the election of officers. Helene Harris was nominated to the office of Chairman . Although Mrs. Harris was absent, it was noted that she had indicated to Chairman Savino that she would accept this office should she be elected to it. There being no other nominations and upon MOTION by Vice Chairman Galizia/Mr . Keller , Helene Harris was unanimously elected Chairman. Guy Galizia was then nominated to continue his term as Vice Chairman . There being no other nominations and upon the MOTION of Mr . Keller/Mrs . Johnson, Guy Galizia was unanimously elected Vice Chairman . Mr . Galizia then commended Chairman Savino for his work on the Board noting Antle had been a hard and diligent worker and an asset to both the Board and COMMUNITY APPEARANCE BOARD Regular Meeting - Minutes n November 20, 1986 Page 3 of 3 the Town . Both Members Keller and Johnson commended both Frank Savino and Guy Galizia on their very useful service to the Community Appearance Board . The next meeting of the Community Appearance Board was set for December 18 , 1986 with the agenda closing December 3, 1986. The inspector for the month of December is Guy Galizia who will prepare a new list of inspectors for the 1987 year . Upon MOTION by Louise Johnson/Arthur Keller , the Community Appearance Board Meeting was adjourned at 10: 15 A.M.
