1987.02.26_CAB_Minutes_Regular ,- TOWN OF HIGHLAND BEACH, FLORIDA res COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES FEBRUARY 26, 1987 9: 30 A.M. Chairperson Harris called the Regular Meeting of the Community Appearance Board , Town of Highland Beach, Florida, to order at 9: 30 A.M. in the Commission Chambers at Town Hall . The Recording Secretary called the roll . Present were Chairperson H. Harris, Vice Chairman G. J . Galizia, F. Savino , L. Johnson , A. R. Keller , H. C. Arnold (alt . ) and M. J. Dempsey (alt. ) . Following discussion of the Minutes of the January 29 , 1987 Regular Meeting of the Community Appearance Board , Mr . Savino made a MOTION, seconded by Mrs. Johnson, to approve the Minutes as submitted . All members were in favor of the MOTION. NEW BUSINESS BOYD RESIDENCE - 2475 SOUTH OCEAN BOULEVARD (TOWN LOT 127 E) APPLICATION FOR FINAL REVIEW OF FENCE. a Chairperson Harris said the first agenda item is the application for final review of fence at the Boyd Residence, 2475 South Ocean Boulevard . Mr . Bill Hartman of Bulldog Fence , Boynton Beach, Florida , addressed the Community Appearance Board and stated he is constructing a chain link fence which will be completely hidden by the existing tall hedge that is in place at the Boyd Residence. Vice Chairman Galizia and Mr . Savino made an on site inspection of the property and reported that the fence will be1erected East of the hedge at the Boyd Residence which is on the ocean side . The property is hidden from view by the hedge which surrounds the entire parcel except for the Southern part which is shrubbed with Seagrape Trees and other vegetation . The chain link fence will go around the perimeter of the property. Both Mr . Galizia and Mr . Savino stated the hedge and plants are beautiful . Mr . Hartman explained the fence will be a 6 ' high black chain link fence which will not be visible due to the hedge. The wire is an 11 gauge galvanized wire with a black vinyl coating that makes for a maintenance free fence. Vice Chairman Galizia stated the fence will be installed behind the Seagrapes which will be trimmed . New bushes will be added in the area of the Seagrapes . The boardwalk on the East side of the property t (toward the ocean) will be fenced in where a gate to the North side of the walkway to the beach will be installed. Galizia. Mrs . Boyd advised the members that they were requesting approval of a fence because strangers were trespassing and using the swimming pool . Upon questioning , Mr . Hartman informed the members that the posts will be cemented in place at 10 ' intervals in compliance with the building code . In discussing maintenance of the fence, Mr . Hartman said the vinyl coating and galvanized wire are safeguards against deterioration . Following much discussion , Mr . Savino made a MOTION, seconded by Mr . Keller , to approve the request for a fence at the Boyd Residence, 2475 South Ocean Boulevard as indicated on drawing dated February 12, 1986 (Job No . 86-2-9) attached to application dated January 30, 1987. A roll call vote resulted as follows : Mr . Keller ' aye' Mr . Savino ' aye' Mr . Galizia ' aye' Mrs. Johnson ' aye' Mrs. Harris ' aye' Following the unanimous approval of the MOTION, Mr . Hartman said the Building Official advised him the code requires the fence be set back 5 ' from the front property line . This will create a space between the fence and the hedges. Aesthetically, it would be better to place the fence against the hedge, continued Mr . Hartman . When Mr . Arnold suggested making a MOTION to recommend waiving that rule, Mr . Keller asked if the original MOTION could be amended to state that in view of the fact that the existing shrubbery is on the building line, the Community Appearance Board recommends that the fence be placed immediately behind the shrubbery, realizing that we are contravening the existing statute. Furthermore, it is recommended that the Community Appearance Board grant approval to the entire sketch and contents appearing on application for project review dated January 1, 1987 and covering the Boyd Residence, 2475 South Ocean Boulevard . Mr . Savino seconded the MOTION. A roll call vote resulted as follows : Mr . Keller ' aye ' Mrs . Johnson ' aye' Mr . Savino ' aye' Mr . Galizia ' aye ' Mrs . Harris ' aye Town Clerk Mariano advised this matter may have to go to the Board of Adjustment for a Variance. The hedge is grandfathered in; the fence is a new structure. When Mrs . Boyd asked if the Town Clerk thought Mr . Hartman could get started on the back portion of the fence, Mrs. Mariano said she would • COMMUNITY APPEARANCE BOARD r+, Regular Meeting - Minutes February 26, 1987 Page 3 of 5 think so because it is only the front property line that they are worried about. Mr . Arnold said the recommendation to the Board of Adjustment should indicate the Community Appearance Board is recommending this Variance because the existing hedge is more than 20 years old . OLD BUSINESS Chairperson Harris said the members will discuss the upragding of Lift Station No. 1. Mr . Savino reported he made several visits to the site and found the West and South side of Lift Station No . 1 had a lot of dead trees and plants that must be cleaned out . The Australian Pines at the site are interfering with the overhead lines and need trimming . The Seagrape Tree should be pruned and the structure should be painted . Mr . Savino said when Mr . Turner , a landscape designer with Mangus Nursery, inspected the site, he indicated he would be happy to prepare a plan and present it to the management. The members agreed that whatever is done in that area must be maintained properly. Mrs. Johnson noted the Town has been lacking in the maintenance of its own property. Mr . Arnold questioned if the aluminum doors that have been ordered for this Lift Station could be vinyl coated to prevent the problem of pitting . Town Clerk Mariano said due to the chemicals used at the site, she was not sure a vinyl coating would be recommended for the doors. Vice Chairman Galizia read his report (prepared after Mr . Savino and he made their on site inspection of Lift Station No . 1) which recommended the following : 1 . Trim all trees around said Lift Station . 2. Remove dead trees along the South side of the Station . 3. Remove the two bushes in front of the Station . 4. Plant Red Ixora or Buttonwood Bushes along North side of Station . 5. Plant Red Ixora or Buttonwood Bushes along East side of Station West of bike path, up to South property line. 6 . Paint Station a soft yellow color to blend in with home South of Station. Mr . Savino said he feels the area should be left as plain as possible and require minimum maintenance. Vice Chairman Galizia said he suggested the hedges because the doors on the structure are 2 ' above the ground which makes the building look like P'Th it has been abandoned . Mr . Town Clerk Mariano said the Town Manager requested recommendations from the Community Appearance Board therefore any plans from the landscape designer should be CAB plans--make it the CAB ' s recommendation . What the Town Manager must know now, continued Mrs. Mariano, is the color proposed for the structure so they can start with the painting of same . Members should remember that this is not the only Lift Station in Town and for purposes of maintenance they should recommend a color that will be consistent throughout the Town so that paint is on hand and available if something happens and touch-ups are necessary. Chairperson Harris stated one will see the landscaping more than the building and suggested a green color that would blend with the landscaping (all buildings of that type in Town should be of the same color) . Mr . Savino said Mr . Turner , the landscape designer , was at the Lift Station so he knows the area, he knows what has to be removed and trimmed; he will make the housing look attractive and the area will be enhanced . Town Clerk Mariano stated the landscape designer needs the perimeters to make it look good at a price we can afford and suggested n that he be told that we want to conceal the structure with as little maintenance as possible . (We have $3, 000 to spend on the project) . When Mr . Keller inquired what color the new aluminum doors are, Town Clerk Mariano said they are metallic and totally vented . In discussing the possibility of painting the doors with a green vinyl , the Town Clerk stated that may not be an option due to the chemicals in use at the Lift Station . Following much discussion regarding the color of paint , members agreed the entire structure should be painted a color green that will blend in with most of the landscaping . The members stated the metal areas (the half roof section , hinges and alarm) be painted with rust proof paint . When Chairperson Harris called for a MOTION, following the lengthy discussion, Mr . Keller made a MOTION, seconded by Vice Chairman Galizia, to recommend the entire structure be painted ( including the aluminum doors) a green to blend in with the surrounding landscaping . Also , the half roof to be rust treated and painted to match ( including all the hardware and alarm) . A roll call vote resulted as follows : Mr . Keller 'aye' Mrs . Johnson ' aye ' Mr . Savino reported that he attended another meeting of the Arborists Committee and it is his feeling that Highland Beach will not benefit from this Committee; therefore, he does not plan to attend any more of their meetings. A brief discussion regarding the newsracks in the Town of Highland Beach took place. Vice Chairman Galizia noted that in Delray Beach the newsracks are placed on a blacktop patch rather than on dirt which becomes muddy when it rains.
