COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
THURSDAY, MARCH 26 , 1987 9 : 30 A.M.
Chairperson Harris called the Regular Meeting of the Community
Appearance Board , Town of Highland Beach, Florida , to order at 9: 30 A.M.
in the Commission Chambers at Town Hall .
The Recording Secretary called the roll . Present were Chairperson H.
Harris, Vice Chairman G. J. Galizia , F. Savino , L. Johnson, A. R.
Keller , H. C. Arnold (alt. ) and M. J. Dempsey (alt . ) .
A MOTION was made by Mr . Keller , seconded by Mr . Savino, to approve the
Minutes of the February 26, 1987 Regular Meeting of the Community
Appearance Board as submitted . All members were in favor of the
MOTION.
NEW BUSINESS
VILLA MAGNA CONDOMINIUM ASSOCIATION, 2727 SOUTH OCEAN BOULEVARD, (TOWN
LOTS 116 W AND 117 W) , APPLICATION FOR FINAL LANDSCAPE
REVIEW.
Present representing Villa Magna was Robert Blunier , General Manager .
em.', During the discussion of this item, Miss Betty Hinners, Villa Magna
Landscaping Committee Chairwoman , as well as Mr . Cronin , Director ,
joined the meeting.
The Villa Magna Landscaping Plan for Town Lots 116 and 117 W bearing
number 865, with a revised date of 2/23/87, were reviewed . There was a
general consensus among the Community Appearance Board Members that the
plan would enhance the area , however extensive discussion took place
regarding the provision of mounds on the site and the drainage problems
that might possibly be caused . Mr . Blunier assured the Community
Appearance Board that all mounds were to be sloped and graded in a
manner so as to allow the flow of all water to the Intracoastal with no
flow onto the bike path or rights-of-way. Mr . Blunier assured that
everything had been done so as not to allow any standing water on the
bike path or the public rights-of-way. It was noted that Mangus
Landscaping would be performing the work on the site. Mr . Savino
suggested that the applicant may want to consider replacing the proposed
Tabebuias due to a lack of protection from the West wind on the site as
proposed . It was noted that the applicant would not have to reappear
before the Community Appearance Board as long as the same number of
trees and plantings are provided .
Substantial discussion took place regarding a request for the applicant
to provide for trees along A-1-A, East of the bike path to conform to
the Greening of A-1-A Program. Mr . Savino suggested that the applicant
provide two trees and the Town furnish several others to conform to the

50 ' apart continuity as now exists in Town . Miss Hinners indicated that
substantial dissension existed at Villa Magna in the planting of any
additional trees due to restrictions in vision to the Intracoastal . The
Community Appearance Board assured that the provisions of several
greening trees would not affect any of the residents ' view of the
Intracoastal any more substantially than the remaining landscaping
that ' s being proposed . MOTION was than made by Mr . Savino , seconded by
Mr . Galizia, to approve the landscaping plan submitted by Villa Magna
No . 865, bearing revised date of 2/23/87 , subject to the following :
that one Norohonia Tree , 10 to 12 ' in height , single trunk ,
with a canopy of 8 ' be planted at the South end of the Villa
Magna Property between the bike path and A-1-A.
Mr . Keller offered an amendment that consideration be given to the
drainage away from the walkway, which amendment was accepted by both Mr .
Savino and Mr . Galizia . A roll call vote resulted as follows :

Mr . Savino ' aye' Mr . Galizia ' aye'
Mrs. Harris ' aye'
While Mr . Blunier was present , Mr . Galizia noted that at the North end
of the Villa Magna Property there were some broken concrete stoppers
eTh which created a safety hazard . Mr . Blunier agreed to have same removed .
At this time, Chairperson Harris introduced newly elected Commissioner
Robert F. Scholz who was seated in the audience . Commissioner Scholz
made several remarks , praising the Community Appearance Board for the
manner in which they conducted their business.
Commissioner Scholz also commented regarding the Town Signs at the North
and South end , stressing that they needed some attention . Chairperson
Harris advised Mr . Scholz that this matter had already been taken under
consideration and action was expected at an early date.
OLD BUSINESS
DISCUSSION RE. GREENING OF A-1-A
This matter was held in abeyance until updated information is available.
Chairperson Harris will meet with Mr . Savino to update the Greening
information for provision to the Board .
Chairperson Harris then addressed two items which she had come across in
a review of past Minutes. The first item involves Minutes of 11/27/85
in which illegal signs at Coronado were cited . It was noted that no
action had ever been taken on this matter . The Town Clerk will check on
this matter and same will be followed up with a report being given to
rs the Community Appearance Board at an early date.

The second matter brought up by Chairperson Harris was contained in the
January 31 , 1985 Minutes of the Community Appearance Board in which Rev .
Fr . Chepanis of St. Lucy' s Church was to return to the Community Appear-
ance Board with plans to adequately conceal the parking area of the
Church. Also cited in those minutes was a reference to Phase II of
Landscaping Plans for the Church. It was noted that the matter of
concealment of the parking area had never been resolved , nor have any
plans for Phase II been reviewed by the Community Appearance Board . A
letter will be written to Fr . Chepanis requesting the status of this
matter .
A question was raised as to the lack of street numbers on the Edgewater
Townhomes . The Town Clerk advised that the Town Commission is in the
process of implementing a Town wide Ordinance mandating the provision of
house numbers.
Mr . Galizia requested information on the location of the municipal
center sign which had been removed from the front of Town Hall . The
Town Clerk will check on this matter and report back to the Community
Appearance Board.
With regard to the replacement of dead trees on the Casuarina site, it
was noted that the anticipated replacement date for these trees would be
during the next month.
Mr . Galizia suggested that the Community Appearance Board begin
consideration of a new plaque to be placed in Town Hall for the Greening
of A-1-A Program inasmuch as the old plaque is running out of space to
provide for those who donate to this program.
As a matter of information , Mr . Savino reported to the Board that
subsequent to the Board ' s action regarding the Boyd Fence located at
2475 South Ocean Boulevard , the fence had been erected without a permit ;
and further , the 5' front setback line had not been adhered to . It was
noted that the applicant had been recommended to go to the Board of
Adjustment, however had not done so. This matter is in the hands of the
Code Enforcement Officer .
With regard to the improvement of Lift Station No . 1, the Community
Appearance Board reviewed plans received from Mangus Landscaping by Mr .
Savino . After reviewing the plans, it was the consensus that the
Pittosporum Trees be replaced by Natal Plums, which would result in the
same cost factor . Also reviewed was the proposal received from Mangus
which was within the appropriated funds for this project. After review-
ing the plans , MOTION was made by Mrs . Johnson, seconded by Mr . Savino ,
that the plans dated 2/23/87 as amended for Lift Station No. 1 be
transmitted to the Town Manager with a recommendation for implementa-
tion . This MOTION carried unanimously with favorable votes . A memo-
randum will be sent to the Town Manager from Chairperson Harris
incorporating those recommendations made at the February 26 , 1987

Meeting and this Meeting requesting implementation of the aesthetic
upgrading of Lift Station No . 1. It will be pointed out in the
memorandum that all recommendations made are within the allocated amount
appropriated for this project.
Mrs. Johnson requested information as to when the Greening Committee
would receive the Town' s portion of that budget so she could record same
in the Committee' s records . Mr . Savino will meet with the Finance
Director to get an update on the Greening of A-1-A account and transmit
the information to Mrs. Johnson .
The next Regular Meeting of the Community Appearance Board is scheduled
for April 30, 1987, at 9: 30 A.M. with the agenda for same closing on
April 15, 1987, at noon .
Mr . Frank Savino is the inspecting member for the Month of April .
There being no further business to come before the Community Appearance
Board at this time, the Meeting was adjourned at 11: 00 A.M.
