COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
THURSDAY , MAY 28, 1987 9: 30 A.M.
Chairperson Harris called the Regular Meeting of the Community Appear-
ance Board , Town of Highland Beach, Florida, to order at 9: 30 A.M. in
the Commission Chambers at Town Hall .
The Recording Secretary called the roll . Present were Chairperson H.
Harris, Vice Chairman G. J. Galizia, F. Savino , L. Johnson, A. R. Keller
and M. J . Dempsey (alt. ) .
Also present were representatives of the Villa Nova Project, P. Colman
and M. Everett and Recording Secretary A. M. Kowals.
Absent from this meeting was H. C. Arnold (alt . ) .
A MOTION by Mr . SAVINO/VICE CHAIRMAN GALIZIA to approve the minutes of
the CommunityAppearance Board Regular Meeting PP g of April 30, 1987 as
submitted carried unanimously with favorable votes.
A MOTION by MR. SAVINO/MRS . JOHNSON to approve the minutes of the Com-
munity Appearance Board Special Meeting of May 4, 1987 as submitted
carried unanimously with favorable votes.
NEW BUSINESS
Chairperson Harris stated the Board Members would review the amended
landscape plans for the Villa Nova project . Each Member received a copy
of the list of landscaping revisions with explanations as prepared by
Team Plan Inc . , Landscape Architects. Representing Villa Nova were
developer P. Colman and project manager M. Everett .
Mr . Savino commented that the Villa Nova building is beautiful but the
landscaping is flat. When Mr . Savino suggested some Palm Trees be
added , Mr . Keller said the landscape architects are trying a different
approach by the use of native trees and the Palm Tree is not native to
Florida .
Mr . Colman stated he finds the layman ' s approach is subjective and he
relies on his professional landscape architect for advice. The water-
wall is the focal point and an integral part of the landscaping . The
changes were made for various reasons that were outlined in the
architect' s report .
Mr . Keller noted that the revisions stated the planting was increased to
give a more lush tropical character . It is not lush nor tropical , said
Mr . Keller . The very front facing AlA ( immediate to AlA) is flat and
r, could be improved with taller plantings to break up the monotonous
effect .

Mr . Colman said much time was spent with the architect and nothing was
left to chance; our approach was for a formal look as the entire
building is formal . Their objective was to have people look at the
entire complex so they framed the waterwall with low plantings. Trees
are to be trimmed so all would have a topiary shape. My building lines
are clean and straight; this is my approach. With this landscape plan ,
I think we have achieved that, continued Mr . Colman .
Vice Chairman Galizia stated the Buttonwood is a bush and he objects to
them being used as trees (some are 6 ' and some are 10 ' in height) .
When Mr . Keller said he agreed with Mr . Savino' s suggestion that some
trees, preferably at each end of the front property, should be added to
break up the flatness , Mr . Colman commented he could not detract from
the center of the complex; the objective is for the eye to move from the
waterwall below up the columns in the centerpiece of the building . The
vegetation will change when everything is done and the waterwall is
working . Mr . Colman said if his architect thinks a few more trees on
either end will not detract from the project, the trees will be added to
the North and South ends of the property.
Chairperson Harris noted that the waterwall in the center is the focal
point so it does not need much foliage around it; however , to the left ,
there is a ' Y ' shaped tree (very low at the trunk) that does not match
the other tree and should be replaced . Continuing , Mrs. Harris said
that height at the very ends of the project would frame the entire
building .
When Mr . Colman stated he would like the Board ' s approval today, condi-
tional on his architect' s determination as to what can or can not be
done at the North and South corners of the property, Mr . Keller said
the only condition would be that the architect may decide how many, the
height, the kind and where the trees should be placed so as to break up
the monotony of the flatness from AlA.
Chairperson Harris made it known that the Board is only approving the
amended landscape plans; they will have to complete an on site inspec-
tion of the project before recommending the issuance of a certificate of
occupancy and if Mr . Colman is anxious to obtain his certificate of
occupancy, he can request the Community Appearance Board hold a special
meeting .
Mr . Colman agreed to review the matter with his architect and abide by
the Board ' s recommendation to add trees to both sides for a symmetrical
approach . Mr . Keller then stated the plans should be marked to indicate
a group of trees will be planted on each side of the project. Mr .
Colman said he will forward a letter to the Building Department request-
r‘ ing an on site inspection as soon as possible and arrange for a special
meeting of the Community Appearance Board . Members and Mr . Colman
agreed the installation of the trees should be completed within 45 days
and said time frame should be included in Mr . Colman' s letter to the

Community Appearance Board . At this time, Chairperson Harris called for
a MOTION.
MR. KELLER/MRS . JOHNSON made a MOTION that the Community Appearance
Board , in the instance of the Villa Nova, decided to note on drawing
L-3 , dated 1/6/87, the following :
The Community Appearance Board recommends that additional trees
(preferably Palms) be planted at the North and South ends of the
property line adjacent to AlA. The Calophyllum with the ' Y ' shaped
trunk, North of the waterwall , is to be replaced . All the above to
be completed within 45 days from May 28, 1987. The above notation
on the referenced plan was accepted by Mr . Philip Colman, repre-
senting Concordia Properties, on May 28 , 1987.
A roll call vote resulted as follows :

0 Chairperson Harris stated the amended plans have been approved according
to the MOTION. Members will take these plans to the on site inspection .
If Mr . Colman wants his project approved before the next Community
Appearance Board Meeting on June 25, he will have to request a special
meeting , continued Mrs. Harris.
There was no further new business to discuss .
OLD BUSINESS
Members reviewed photos of the landscaping at St . Lucy' s Church which
show the parking lot has not been concealed from view of AlA. Chair-
person Harris said the Community Appearance Board will forward a letter
to Father Chepanis requesting he set a date, at his convenience, to meet
with the members to discuss this matter . Phase II landscaping has not
been approved nor have plans for the berming of AlA been received there-
fore the Community Appearance Board can not recommend the approval
necessary for a certificate of occupancy.
Vice Chairman Galizia informed the members that he spoke with Father
Chepanis who said he planted all that he thought was necessary. There
are 100 plants along the parking area including 50 Buttonwoods behind
the dune area; however , it does not conceal the parking as was required
per our MOTION of January 31 , 1985.
1 GREENING OF AlA COMMITTEE
Mr . Savino reported that the Town Commissioners, at their Workshop Meet-
ing on May 26, 1987, received a copy of the site and stakes placement

for the 15 trees plus one replacement that will be planted by the
Greening of AlA Committee. The Commissioners also reviewed photos of
landscaped areas (18 ' x 9 ' ) that have been planted in a community North
of our Town. These land-scaped areas contain six types of plants
(Oleander Hedge, Ixora , Impatience, Juniper ground cover and small
flowers like Mums in front) . Mr . Savino said he discussed such projects
with Bernard Turner regarding what it would entail to do same in
Highland Beach. Approval will be requested from the Town Commission to
plant six such sites in Highland Beach to enhance the Town , stated Mr .
Savino . The Greening of AlA Committee has $11, 400 in the budget; $4, 000
will be used to plant the trees which would leave a balance of $7, 000.
The cost of planting six landscaped areas in Highland Beach would be
$4, 200 .
When Mrs . Johnson mentioned nothing had been done to up-grade the lift
station, Mr . Savino advised the contract for that work was awarded to
Mangus Nursery and Bernard Turner will do that work ; however , it has to
be approved by the Town Commission at their Regular Meeting on June 2,
and the work will commence shortly thereafter .
Mrs . Johnson once again noted that nothing has been done to beautify the
Highland Beach sign at the North end of Town .

Chairperson Harris scheduled the next Regular Meeting of the Community
Appearance Board for Thursday, June 25, 1987, at 9: 30 A.M. , with the
agenda closing on Wednesday, June 10, 1987, at noon . The inspecting
member for the month of June is H. Harris.
Vice Chairman Galizia informed the members that the Greening of AlA
Committee, since its inception date of October , 1981, has planted a
total of 297 trees of which 40 to 50 were replacements . It was the
consensus of the Community Appearance Board Members that the Greening
Committee Members should be recognized and commended for their hard work
and effort involved in the tree planting program.
Upon proper MOTION by MR. SAVINO/MR. KELLER, Chairperson Harris
adjourned the Regular Meeting of the Community Appearance Board at
12 : 00 P.M.
