COMMUNITY APPEARANCE BOARD
SPECIAL MEETING - MINUTES
TUESDAY , JUNE 9, 1987 9: 30 A.M.
Vice Chairman Guy Galizia called the Special Meeting of the Community
Appearance Board , Town of Highland Beach, Florida, to order in the
Commission Chambers at Town Hall at 9: 30 A.M.
The Recording Secretary called the roll . Present were Vice Chairman G.
Galizia , L. Johnson, F. Savino , A. Keller , H. C. Arnold (alt . ) and M. J .
Dempsey (alt . ) . It was noted that Chairperson Harris was absent from
this meeting due to jury duty.
Vice Chairman Galizia advised that the purpose of this Special Meeting
was to make an on site inspection of Villa Nova to determine if the
Community Appearance Board should recommend a c/o , deny a c/o or recom-
mend a c/o with conditions.
Following a recess which was called for the purpose of making the on
site inspection, Vice Chairman Galizia reconvened the Special Meeting at
approximately 11 : 30 A.M.
All members were present as was Philip Colman of Concordia Properties
n and Mike Everett.
Substantial discussion took place regarding the landscaping surrounding
the Villa Nova building . Concern was expressed regarding the lack of
colored floral plantings at the North and South ends of the property on
the outsides of the driveways. Discussion also ensued regarding the
placement of Ligustrums on the North and South ends of the property
inasmuch as the Community Appearance Board had recommended the placement
of Palms. Norohonias were also suggested , however , it was the opinion
of the Villa Nova Landscape Architects that Norohonias would hide the
trees behind them, and the planting of Palms would eliminate the
stepping effect which had been agreeable to the Community Appearance
Board in the original planting stages of the project . There was concern
expressed that the plantings were scarce, however , Mr . Colman explained
that when the plants grow, the ground cover will be full . Although the
Community Appearance Board felt that the landscaping was less than they
had anticipated , it was noted that the landscaping had in fact met all
the requirements as approved on the Villa Nova revised site plan . It
was noted that several members had inspected the lighting and other
aspects of the project and that all had complied with the approved
plans . Substantial discussion took place, after which it was determined
that the facade, irrigation and lighting , as well as the landscaping ,
were all in compliance with the plan . Mr . Savino felt strongly that the
North and South ends of the property needed more improvement by addi-
tional trees and additional foliage to enhance it . Mr . Savino felt that
the area looked flat and needed some attention, recommending the place-
ment of Philodendrons, Crotons, some Pigmy Palms or other such foliage .

It was noted that the landscape architect was not present , as in most
cases during such a c/o inspection . It was further noted that Mr .
Colman had not been requested to have his landscape architect present.
MOTION was made by Mr . Savino to table this matter until an architectual
designer could be present at the meeting . This MOTION died for lack of
a second . After further discussion , MOTION was made by Mrs . Johnson,
seconded by Mr . Arnold, that the Community Appearance Board approve the
c/o to Mr . Colman on Villa Nova with the recommendation that he do some
floral planting on the North and South of the driveways in addition to
the requirements as noted on the plans numbered L-3 , dated 1/6/87 . Upon
roll call vote, the results were as follows :

Mr . Arnold ' aye '
It was noted that the next Regular Meeting would be held June 25, 1987 ,
at 9: 30 A.M.
This meeting then adjourned , upon proper MOTION and second , at 12 : 30
A P.M.
