COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
THURSDAY, JUNE 25, 1987 9: 30 A.M.
Chairperson Harris called the Regular Meeting of the Community Appear-
ance Board , Town of Highland Beach, Florida to order at 9: 30 A.M. in the
Commission Chambers at Town Hall .
The Recording Secretary called the roll . Present were Chairperson H.
Harris, Vice Chairman G. J. Galizia, F. Savino , L. Johnson, A. R.
Keller , H. C. Arnold (alt. ) and M. J . Dempsey (alt . ) .
Also present were Town Attorney T. E. Sliney and Town Clerk/Recording
Secretary M. A. Mariano .
A MOTION by MR. SAVINO/MRS. JOHNSON to approve the minutes of the
Community Appearance Board Regular Meeting of May 28, 1987 as submitted
carried unanimously with favorable votes.
A MOTION by MR. KELLER/MR. SAVINO to approve the minutes of the Special
Meeting of the Community Appearance Board on June 9, 1987 as submitted
carried unanimously with favorable votes.
NEW BUSINESS
The Sylvester matter was taken up first . Present were Harcourt
Sylvester ; Gary King (business associate) ; Jerry Chesnes of Hardrives;
and Penny Honeychurch of HMS-King Corporation ( landscape architect) .
It was noted that Mr . Sylvester was requesting approval of the fencing
and landscaping of a 60 ' x 120 ' tennis court to be located on the North
side of the existing residence . The tennis court will be 110 ' from the
front property line and be totally screened from view. It will not be
lighted nor visible from AlA. The chain link fence will be coated in
green . There being no objections stated , MOTION was made by MR.
SAVINO/MR. GALIZIA to approve the fencing and landscaping of a tennis
court at 2445 South Ocean Boulevard , as shown on plans dated 6/25/87 and
initialed by "J .0" . This MOTION was unanimously approved .
OLD BUSINESS
ST. LUCY 'S CHURCH
The pending request by Fr . Chepanis for a C/O was discussed , along with
a letter received from Fr . Chepanis, dated June 10, 1987, addressed to
Chairperson Harris.
Mrs. Harris noted that she objected to the insulting tone of Father
Chepanis' letter which he had distributed to each of the Town
Commissioners.

The Community Appearance Board Members attempted to listen to a tape of
their January 31, 1985 Meeting at which time approval had been given to
Phase I only, however , could not complete the listening of the tape due
to it being inaudible. Mr . Savino read a portion of the January 31,
1985 Minutes, emphasizing the MOTION made, which read:
"Mr . Arthur Keller made a MOTION that the Community Appearance
Board approve the landscaping of Phase I subject to the addi-
tional planting of hedges at the very first island along AlA
to screen the parking lot from traffic on AlA. Mrs. Louise
Johnson seconded the MOTION. "
Chairperson Harris noted Section 5. 8 (b) of Chapter 30 of the Town Code
dealing with "Landscaping and concealing requirements" . Although Mr .
Savino noted that a hedge of Oleander was planted within a week (Silver
Buttonwood had been recommended) , it was noted by several members that
it was not their intent to screen the church further , however , screening
was necessary for concealment of the parking lot. Chairperson Harris
stated that if plans for Phase II of the church project had been
submitted appropriately, then the screening would have been addressed at
that time.
I ^ The plans were examined by the Board and the Town Attorney and found to
be approved and marked for "Phase I" and not Phase II . Although the
Board Members expressed no dissatisfaction with the landscaping of Phase
II other than the screening along AlA, they were very displeased that
appropriate Community Appearance Board approval was not sought . It was
the consensus of the Board that a memo or reprimand be written to the
Building Department, inasmuch as they did not stop the work which had
not been properly approved .
It was noted that the Building Official could legally issue the C/O
without the Community Appearance Board ' s approval , however , the Town
Attorney recommended that the Community Appearance Board place condi-
tions on any approval given.
After additional discussion , MOTION was made by MR. SAVINO/MR. KELLER to
recommend issuance of a C/O to St. Lucy' s Church by the Building
Official , only after the effective screening of the parking area is in
compliance with Section 5. 8 (b) of Chapter 30 of the Town Code to the
satisfaction of the Community Appearance Board . This MOTION carried
unanimously.
With regard to the June 10 , 1987 letter from Fr . Chepanis to Mrs .
Harris, it was the consensus of the Board that a response from the
Community Appearance Board was not in order .
CASUARINA
It was noted that Digby Bridges had been given a time frame to comply

with the Community Appearance Board ' s directive to complete the
remaining landscaping . The time frame has expired, however , there are
ribbons on some of the trees evidencing that work is planned . Mr .
Savino will contact Mr . Bridges to find out the status of this matter
and report back to the Community Appearance Board at the next meeting.
The status of the replacement of illegal signs at Coronado will be
checked and discussed at the next meeting .
With regard to Villa Nova , it was noted that the C/O had not been issued
by the Building Official . Mr . Sutherland has been advised that the
temporary sign will need to be removed before issuance of the C/O.
Chairperson Harris advised that the Town Commission had adopted the new
Sign Ordinance, as recommended by the Community Appearance Board .
The Community Appearance Board will attempt to commend those property
owners in Town who do an outstanding job on landscaping and maintenance .
Chairperson Harris noted a June 16, 1987 letter from Harcourt Sylvester
addressing a "Notice of Violation" which had been issued subsequent to
the removal of hedges along his AlA property. No action was necessary
on this item.
Discussion was held regarding the property immediately to the North of
Villa Nova and its lack of sodding , etc . Although the mandating of
sodding , etc . , is not within the jurisdiction of the Community
Appearance Board , a letter to the owner suggesting that this area be
beautified will be sent .
It was noted that Lift Station 1 was in the process of being painted and
upgraded, following the recommendations of the Community Appearance
Board .
The Community Appearance Board noted their frustration in the landscap-
ing and upkeep of the Town' s signs located at the North and South City
limits. It was also noted that the "Municipal Complex" sign should be
replaced , as well as the Town Hall landscaping being upgraded . Mr .
Savino noted that Xeroscape, a new concept in planting , might be
considered for low maintenance. The Town Clerk noted that Xeroscape was
more for the water conservation needs than low maintenance .
Chairperson Harris stated that the Town Manager had been looking into
the planning and purchase of extensive Christmas decorations. The Mayor
has asked whether the Community Appearance Board would like to be
involved in this process. The general feeling was that if the Town
Manager requests help from the Community Appearance Board , help would be
offered either by the Board or on an individual basis.
A memorandum from the Town Manager regarding smoking in the Town
Commission Chambers was read.

The next Regular Meeting of the Community Appearance Board is scheduled
for Thursday, July 30, 1987, at 9: 30 a .m. , in the Commission Chambers.
The agenda for said meeting will close at noon on Wednesday, July 15,
1987.
The inspecting member for the month of July is Louise Johnson .
Upon proper MOTION, Chairperson Harris adjourned the Regular Meeting of
the Community Appearance Board at 11: 15 A.M. 64A:
