1987.08.27_CAB_Minutes_Regular • • TOWN OF HIGHLAND BEACH, FLORIDA COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES THURSDAY, AUGUST 27 , 1987 9: 30 A.M. A Regular Meeting of the Community Appearance Board was called to order by Chairman Helene Harris at 9: 30 A.M. in the Town Commission Chambers at Town Hall . The Recording Secretary called the roll . Present were Chairman Helene Harris, Vice Chairman Guy J. Galizia , Frank Savino, Louise Johnson, Arthur Keller and Alternate Member Martha J . Dempsey. Absent from this meeting was Alternate Member H. C. Arnold . Also present was Town Clerk//Recording Secretary Mary Ann Mariano . MOTION was made by Vice Chairman Galizia , seconded by Mr . Savino , to approve the Minutes of the July 30, 1987 Regular Meeting as submitted . The MOTION carried unanimously with Favorable votes . NEW BUSINESS Under New Business, the amended landscaping plans for Highlands Place were addressed . Milton Seagrave, Project Director , and Atilla Hallohazy, Owner , were present . Mr . Savino noted that the amended plans had few changes from the original plans and that he had reviewed the original plans to compare same. Mr . Seagrave noted the changes which included a third row of hedge along the Southern end of the property instead of a double row. Plans call for Australian Pines which will grow densely to limit access to his property. The hedge will be approximately 24 to 36 inches tall . After substantial discussion , the applicants agreed that they would replace the Australian Pines located in any areas where other plantings were present in order to avoid acidifying the soil and damaging those other plants. It was noted that walkways to the Recreation and Main Areas had been modified; however , this matter is not within the jurisdiction of the Community Appearance Board . Also noted was that the pool was smaller in size; however , it fits in the original footprint approved by the Board . The applicants also agreed to place six trees along the right-of-way of AlA (three being on the West side and three being on the East side) . The trees to be planted will be Norohonia Trees plus a bedding around each tree. Chairman Harris noted the procedures for obtaining a C/O and noted that any separate meeting in order to accomplish this would be at a cost of $500 . Mr . Seagrave assured that the number of plants as shown on the plans would be planted as noted or in excess of those noted. fl COMMUNITY APPEARANCE BOARD Regular Meeting - Minutes August 27, 1987 Page 2 of 3 The following MOTION was offered by Mr . Keller : "Community Appearance Board approves amended review for High- lands Place as indicated on drawing L-2. The drawing has been amended , initialed and dated to indicate different plantings to avoid acidifying the earth, plus trees fronting State Road A1A. It is our understanding that the quantity of plantings are changed to a minor extent, and the footprint of the basic structures have not been changed although walkways to abide by Code requirements were added. The shape of the pool has been changed ." This MOTION was seconded by Mr . Savino and carried unanimously with favorable votes. OLD BUSINESS It was noted that the Town Commission is working on ordinance to require Xeriscape Concept Landscaping. The Community Appearance Board feels that the booklet they are reviewing is informative and complete and warrants further review. Mrs. Johnson felt that if in fact the Xeriscape Ordinance was just to apply to the undeveloped property in Town, it would be too burdensome and time consuming to adopt. It was noted that this ordinance would affect all properties within the Town as far as remodelling requests, etc . It will also be recommended that existing condominiums attempt a program of replacement in order to provide Xeriscape Concept Plantings to conserve water and cut costs. The Community Appearance Board did discuss that the watering schedule suggested in the book as far as odd - even, etc . , be further reviewed . It was noted that the bulk of density is on the even numbered side of A1A, and therefore a more balanced method of usage should be considered . The Community Appearance Board will address this matter again at its September 24th Meeting. Chairman Harris is continuing work on the proposed commendation letters to property owners in Town who do outstanding landscaping. With regard to the tree pruning in Town, Mr . Savino noted that same had been completed on August 7th. It was noted that a badly bruised tree located at the Edgewater Townhouses had been reported to Bernard Turner for replacement. A letter will be written to Mr . Turner noting that as per his telephone conversation with Mr . Savino on August 11th, and further as to the Town' s agreement with him, we are requesting replace- ment of the bruised tree. We will ask for acknowledgment by Mr . Turner to Hugh Williams as Town Manager . am Mrs. Johnson noted that the Edgewater Townhouses still did not have any name or house numbers located on the structure. It was noted that although the Town Commission looked at the possible adoption of a I . COMMUNITY APPEARANCE BOARD Regular Meeting - Minutes August 27, 1987 Page 3 of 3 mandating ordinance, it was determined that the Building Department should attempt to accomplish voluntary cooperation in this area. Mr . Galizia noted that the Community Appearance Board used to receive Building Department Reports as to the status of building in Town in the past, however , they have not received same recently. A memo will be sent to Mr . Sutherland asking for these reports. It was noted that the painting of Lift Station 1 had been completed as well as the landscaping. Mrs . Johnson noted that the benches in Town are blistering . A memo will be written to Mr . Williams, Town Manager , regarding maintenance of the benches and the fact that they need attention at this time. The next meeting of the Community Appearance Board will be held on September 24, 1987 at 9: 30 A.M. with the agenda closing on September 9, 1987 at noon . Chairman Harris noted she will not be in attendance at that meeting due to the Rosh Hashanah Holiday. The inspector for the month of September is Frank Savino. There being no further business to discuss, MOTION was made by Mr . Keller , seconded by Vice Chairman Galizia, to adjourn the meeting at 10: 40 A.M.
