1987.11.19_CAB_Minutes_Regular v' 1 c•-. Y , . TOWN OF HIGHLAND BEACH, FLORIDA COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES THURSDAY, NOVEMBER 19, 1987 9: 30 A.M. Chairman Helene Harris called the Regular Meeting of the Community Ap- pearance Board , Town of Highland Beach, Florida, to order at 9: 30 A.M. in the Commission Chambers at Town Hall . The Town Clerk/Recording Secretary M. A. Mariano called the roll . Present were Regular Members H. Harris, G. Galizia, F. Savino, A. Keller , L. Johnson and Alternate Member M. Dempsey. MOTION by MR. SAVINO/VICE CHAIRMAN GALIZIA to approve the Minutes of the October 22, 1987, Community Appearance Board Regular Meeting as sub- mitted carried unanimously. OLD BUSINESS Chairman Harris noted that Mayor Stewart had talked to her about assisting the Town with decorating for the holidays. Mr . Savino felt that this should be left up to the Town employees with no interference by the Community Appearance Board . The Community Appearance Board was fl unanimous in this opinion. It was noted that if the Town decides to purchase additional decorations next year, it would be more appropriate for the Community Appearance Board to give some recommendations and work with a Town employee who could be designated a Community Appearance Board liaison for this purpose. The Community Appearance Board then discussed the landscaping at Highlands Place. Mr . Savino noted that it had been brought to his attention that the landscaping did not look good at this site. It was noted that not only did the developer abide by the approved plans, but he had also added an additional hedge on the revised site plan being approved. Chairman Harris noted that now that the Xeriscape Ordinance was in effect, that the Community Appearance Board would have more clout in demanding the upgrading of landscaping plans prior to approval . Chairman Harris also recommended that upon approval of any C/O on this property, the Community Appearance Board could note that they were not pleased with the original plans on this property. With regard to the Villa Nova "water wall" , it was noted that Mr . Colman had not yet responded to Chairman Harris' letter dated November 2, 1987. A follow up letter will be written to Mr . Colman . Mr . Savino noted that with regard to the Town ' s historical tree, Mr . Turner had used manganese, a spray and 150 lbs. of fertilizer to revitalize the tree which should take effect by spring . Mr . Savino noted that some of the problems with yellowing of palm trees on the East side of A-1-A were due to the fact that the sand does not allow the 7 COMMUNITY APPEARANCE BOARD Regular Meeting - Minutes t November 19, 1987 Page 2 of 3 provision of enough manganese. Mr . Galizia noted that the use of epsom salts also helped palm trees. Mrs. Johnson added that epsom salts also helped rose bushes . The Community Appearance Board will try to provide some tips to help residents keep their trees healthy as a part of the next Town Bulletin. Mrs. Johnson noted that there were still no numbers on the individual units of the Edgewater Townhouses. IT was also noted that a permanent sign had been installed on this property. The Town Clerk will advise the Building Official and request that a "Notice of Violation" be issued in order to have the property owner appear to receive proper approval of the sign. At that time, the matter of requiring individual unit numbers can be addressed . NEW BUSINESS ELECTION OF OFFICERS : Mr . Keller nominated the existing slate of officers being Helene Harris as Chairman and Guy Galizia as Vice Chairman. This nomination was seconded by Mrs. Johnson. It was noted that the terms of both Regular Members Galizia and Savino were up during early 1988 with both having A served six years. Mrs. Johnson ' s six years will be up in March of 1989. ("1 Mr . Keller stated that Mr . Galizia could serve until his term expires and then the Community Appearance Board could appoint a new Vice Chairman. There were no other nominations offered and Mrs. Harris was declared Chairman with Mr . Galizia being declared Vice Chairman. Mr . Merton Rubin, a Talent Bank Applicant, who is interested in serving on the Community Appearance Board was then introduced to the Board . Mr . Rubin will attend the Tuesday, November 24, 1987 Town Commission Meeting for an interview. Mr . Galizia then asked about the status of letters being sent to those property owners who have done an outstanding job on their landscaping . It was the consensus of the Board that to send such letters would be counterproductive to the Town' s encouragement of using the Xeriscape concept of landscaping . The Community Appearance Board will wait until the Xeriscape Ordinance is being utilized to re-address this issue. The Community Appearance Board then recommended that the Town Commission adopt a policy to allow those property owners who would want to make the transition to Xeriscape to do so without paying a fee for a Community Appearance Board review. On larger lots consideration could be given to those properties who might want to "phase in" in the Xeriscape landscap- ing due to cost constraints. The Community Appearance Board also recommends that a letter be sent to all property owners advising of the new Xeriscape regulations as well as encouraging existing properties to flvoluntarily conform to same. COMMUNITY APPEARANCE BOARD Regular Meeting Minutes November 19 , 1987 Page 3 of 3 The Town Clerk will work on compiling separate guideline sheet for the Community Appearance Board out of the newly adopted Xeriscape Manual . Due to the upcoming holidays, the next Community Appearance Board Regular Meeting will be held on December 17th, with the agenda closing on December 2, 1987, at noon . The Inspector for the month will be Louise Johnson . There being no further business to come before the Community Appearance Board at this time, the Regular Meeting was adjourned at 10: 10 A.M.
