1987.12.17_CAB_Minutes_Regular TOWN OF HIGHLAND BEACH, FLORIDA COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES Thursday, December 17, 1987 9: 30 A.M. Chairman Helene Harris called the Regular Meeting of the Community Ap- pearance Board , Town of Highland Beach, Florida, to order at 9: 30 A.M. in the Commission Chambers at Town Hall . Recording Secretary A. M. Kowals called the roll . Present were Regular Members H. Harris, G. Galizia, F. Savino, L. Johnson and Alternate Member M. Rubin who acted as a Regular Member . Absent from the meeting were Regular Member A. Keller and Alternate Member M. J . Dempsey. Also present were P. Colman and Mike Everett of Concordia Investments , P . Twitty of Schwab and Twitty Architects and Landscape Architect S. Brown of Team Plan , Inc . Chairman Harris noted that M. Rubin , newly appointed Alternate Member , will act as a Regular Member and will have the right to vote. MOTION by F. SAVINO/G. GALIZIA to accept the Minutes of the November 19, 1987 , Regular Meeting as submitted was approved unanimously. Chairman Harris stated that inasmuch as the representatives of Concordia Investments were present, the Board would proceed with "New Business" . NEW BUSINESS The Preliminary/Final Site Plan Review of Villa Mare' (Town Lot 101 EAST) and Villa Costa (Town Lot 101 WEST) submitted by P. Colman of Concordia Investments was the Agenda Item under "New Business" . Mr . Colman advised the Community Appearance Board Members that the water wall at Villa Nova was attended to and now one can hear and see it as the water flows down and shoots up. Members were informed by Mr . Colman that final site plan approval with conditions was received from the Planning Board for both the Villa Mare ' (Lot 101 EAST) and Villa Costa (Lot 101 WEST) . Mr . Colman then intro- duced P. Twitty of Schwab and Twitty Architects and Landscape Architect S. Brown of Team Plan , Inc . In explaining the plans, Mr . Twitty stated the corners of both buildings are curved to create pleasing architectural aesthetics; the building lines are clean and simple and the buildings are complimentary to the roadscape. In the foreground of both buildings, an oriental landscape theme. which shields the parking area has been created . The landscaping will be intergraded with the building so it looks like one in the complete project. Driveways will be of a textured material . Both buildings, being very close to each other , will be treated alike in L- .-� COMMUNITY APPEARANCE BOARD Regular Meeting - Minutes December 17 , 1987 Page 2 of 6 color and paving textures. The Aura colored (salmon tint) buildings will be accented by white railings and white door frames. A tiering effect for the foreground to the buildings will be implemented . The air conditioning units were placed behind the parapet to eliminate any big units on the roof of the buildings, continued Mr . Twitty. In discussing the Aura color of the buildings, Members were advised that it is a softer color that will blend well with the landscaping . Mr . Colman added that these building have a lot less painted surface than the Villa Nova; these two buildings in addition to the two buildings previously erected by Mr . Colman will be the four finest structures in Highland Beach. Landscape Architect S . Brown of Team Plan , Inc . , explained they are creating a Japanese style character with the landscaping . At the Villa Mare' , there is an elevation change of grade of approximately 7 ' . They will include 6 ' , 5 ' and 3 ' waterfalls in the landscape and the entrance lobby of the Villa Mare' will have an additional waterfall . The sides of the properties and the driveways will be framed with trees. Potted plants will be used at the lobby entrances . On the elevation of the Villa Mare' on the East side parcel , a Japanese bridge with soft flowing lanterns which will be lit at night will be used . At the Villa Costa on fl the West side parcel which is lower in character , a Japanese gazebo will be included in the landscape . Mr . Brown stated they will deal with the Xeriscape concept for all the plantings. Regarding the grass areas, Mr . Brown said the Zoysia Grass was selected for use within the property ( the grassy area is just under 35% of the parcel) and most will be in the front areas. The irrigation system will be geared to the planting system; many rocks will be placed in the ponds and dry riverbeds that require no water will be used . Stepping stones that come across the water will be used for a Japanese effect . A number of existing trees will be relocated on the properties as indicated on the plans. Mr . Colman stated that the focal point of the landscape is the Japanese style garden and we want the eye to go to that point. Continuing , Mr . Brown said 15 ' Silver Buttonwood Trees will be planted on the side property lines. Black Olives, Calophyllums, Buttonwoods, Sable Palms with underplanting will be included in the landscaping . The smaller Coral Trees (approximately 5 ' high) will be trimmed and main- tained as tree form. Mr . Brown advised they will relocate the Black Olive, Green Buttonwood and Calophyllum Trees that exist on the North side of Seagatethereby creating a nice balance . It was noted that the Buttonwood Trees are very salt tolerant and withstand the wind better than other species. Landscape Architect Brown said the existing trees are strong; they are wind and salt tolerant and will be protected and moved to a holding area until they are ready to relocate same on the properties. Brown stated the character they are trying to effect is a Japanese landscaping and Palm Trees do not fit into such a setting . The landscape will include a 36" high hedge. When Mr . Savino requested Norohonia Trees with underplantings be placed on each side of both driveways, Mr . Colman said he would agree to do so providing they did not hide the Japanese Garden or interfere with the DOT right of way. Mr . Brown added they would select a type of canopy tree; most of the landscaping will have a symmetrical , formal appearance which is characteristic with the Japanese Garden and potted plants will be utilized at the entrance areas . In a discussion pertaining to the different types of grass , Mr . Brown advised the members they selected the Zoysia Grass which requires less water than the Bermuda Grass ( it gives the same character as Bermuda Golf Course Grass) ; it is tall , thick and aesthetically pleasing . Mr . Colman added there is a phenomenal reduction of water usage with these landscape plans which include an irrigation system. Also , continued Mr . Colman , the impact studies state they will limit the amount of water - there will be different zones that are made for the particular type of plant in the area . In a discussion regarding moisture sensing devices , Mr . Colman noted 401 that page 26 of the Xeriscape Manual (No. 4) states the "As technology for moisture sensing devices is improved , their use is encouraged" . Chairman Harris noted that further down on page 26, Letter F, states "Moisture sensing devices shall be installed to regulate the frequency of controller operation" . When Chairman Harris questioned the recirculation of the water in the waterfalls, Mr . Brown advised statistics regarding evaporation of water in the ponds were listed on the landscape plans . The evaporation rate in the front pond is . 0005 gallons per minute; swimming pool 97 gallons per day; the pond 16. 6 gallons per day (with water recirculation) ; and the spa is less than 1 gallon per day. The averages were done for the year , the evaporation rate is very small , continued Mr . Brown . Planning Board Chairman Rome (who had been in the audience) confirmed that water impact was discussed at the Planning Board Meeting and members felt that it would not be detrimental to the Town . Mr . Brown informed the members that the ocean side would include Sea- oats which are permitted on the dune and do well in such areas. Mr . Everett added they will conform to the DNR regulations relative to the ocean side. Members were advised all plant materials and sizes are indicated on the plans which also show what will be removed and relocated as well as the location of the buildings to be erected . ', Following lengthy discussion , after Landscape Architect Brown noted , dated and initialed the plans indicating that four Norohonia Trees will be planted on either side of each driveway on Town Lot 101 East as well as on Town Lot 101 West, MR. SAVINO/ MRS. JOHNSON made a MOTION that Lot 101 EAST Landscaping Plans (Project #68-86-23D dated 5/9/86) be ap- proved subject to an on site inspection by the Community Appearance • COMMUNITY APPEARANCE BOARD Regular Meeting - Minutes December 17 , 1987 Page 4 of 6 Board . It is also subject to clarification of Page 26, Letter F of the Xeriscape Ordinance (REQUIREMENTS FOR IRRIGATION SYSTEMS) . The sentence in question is "Moisture sensing devices shall be installed to regulate the frequency of controller operation . " In the event the on site inspection which is to be held no later than December 23, 1987, shows some discrepancy with the plans, a special meeting , at the expense of the developer , will be held that day to resolve the problem. MR. SAVINO/MRS . JOHNSON made a MOTION that Lot 101 WEST Landscaping Plans (Project #68-86-23D dated 5/9/86) be approved subject to an on site inspection by the Community Appearance Board . It is also subject to clarification of Page 26, Letter F of the Xeriscape Ordinance (RE- QUIREMENTS FOR IRRIGATION SYSTEMS) . The sentence in question is "Mois- ture sensing devices shall be installed to regulate the frequency of controller operation." In the event the on site inspection which is to be held no later than December 23, 1987, shows some discrepancy with the plans, a special meeting , at the expense of the developer , will be held that day to resolve the problem. A roll call vote resulted as follows : Mr . Rubin ' aye' Mrs . Johnson ' aye' Mr . Galizia ' aye' Mr . Savino ' aye' Mrs. Harris ' aye' Both MOTIONS carried unanimously with favorable votes. OLD BUSINESS When Chairman Harris inquired if members had anything to discuss under ' Old Business' , the reply was negative. NEW BUSINESS The Community Appearance Board Members briefly discussed the newsrack fencing and all were in favor of a lattice fencing similar to the type used in Boca Raton . It was agreed a memorandum should be forwarded to the Town Commission stating the Community Appearance Board Members agreed they would prefer a lattice type fencing be used to conceal the newsracks in our Town . Chairman Harris noted that the Enclaves of Boca Cove submitted the fee and application for review of amended landscape plans. Landscaping according to these amended landscape plans has already been installed at that site. Members were advised that Enclaves of Boca Cove has request- ed and paid for a special meeting regarding their obtaining a certifi- cate of occupancy for the completed project. • COMMUNITY APPEARANCE BOARD Regular Meeting - Minutes !'6 December 17 , 1987 Page 5 of 6 Chairman Harris stated the Community Appearance Board will review the amended landscape plans to see if they conform to the original approved plans and schedule a special meeting early in the New Year . Members questioned if the amended plans would have to conform to the newly adopted Xeriscape Ordinance . It was agreed that the members would meet on December 21, 1987, at 9: 30 A.M. to review the amended landscape plans for the Enclaves of Boca Cove. Chairman Harris set the next Regular Meeting of the Community Appearance Board for Thursday, January 28, 1988, at 9: 30 A.M. with the agenda closing on Wednesday, January 13, 1988, at noon . Regular Member Arthur Keller is the inspecting member for the month of January. Following proper MOTION, Chairman Harris adjourned the Regular Meeting of the Community Appearance Board at 11: 50 A.M. On December 18, 1987 , at 9: 00 A.M. , Chairman Harris , Vice Chairman Galizia, Regular Members Savino and Johnson made an on site inspection of Villa Costa (Town Lot 101 WEST) regarding the landscaping . Repre- senting Villa Costa were P. Colman, M. Everett and Landscape Architect S . Brown . The Villa Costa representatives agreed to the recommendation of the Com- munity Appearance Board Members that the following named trees be saved and relocated on the property: 9 Black Olives 3 Mimeosapps 3 Calophyllums *2 Buttonwoods *It was agreed that should the 2 Buttonwood Trees not be worth saving , two new trees would be substituted . Attached to these minutes is a copy of the letter from Community Appear- ance Board Chairman Harris to Mr . Philip Colman regarding Villa Mare' and Villa Costa (Town Lots 101 East and 101 West) .
