COMMUNITY APPEARANCE BOARD
SPECIAL MEETING - MINUTES
Thursday, February 11, 1988 1 : 35 P.M.
Chairman Helene Harris called the Special Meeting of the Community
Appearance Board, Town of Highland Beach, Florida, to order at Town
Hall at 1: 35 P.M.
The Recording Secretary called the roll . Present were Chairman H.
Harris, Vice Chairman G. Galizia and Regular Member F. Savino.
Also present were Developer A. Hollohazy and Landscape Contractor Mr .
Stevens.
Chairman Harris announced the purpose of this Special Meeting was to
make a c/o on site inspection of Highlands Place.
Mr . Hollohazy stated the planting that were previously requested were
planted toady; the large Seagrape will be planted this afternoon. It
was determined that Silver Buttonwoods would be planted as screening of
water pipes that were installed by the plumbing contractor (who is also
the City contractor) which were painted green to blend in with the
landscaping. The Community Appearance Board Members asked Mr .
Stevens what can be done to enhance the East side. Mr . Hollohazy
stated that he would like to keep the natural ocean feeling of the
building . The Community Appearance Board Members felt that there was
too much monochromatic green and that some color was needed in the
landscaping. Mr . Hollohazy said $40, 000. worth of landscaping was
installed that was never a part of the original approved design.
When asked by Helene Harris what he would suggest to enhance the
building , Mr . Savino suggested adding some Malayan Palms, Cabbage Palms
and ground covers.
Mrs. Harris felt that the landscaping did not come close to the
approved plans in that there were not enough plants on the West side.
Mr . Stevens assured her that all approved plants were there. Mrs.
Harris stated the Members will check the site for the minimum amount of
plants to conform to the plans.
Mrs. Harris noted a complaint received this date from a resident of the
Wiltshire House to the South which stated water is constantly running
on the Highlands Place site and runs onto their property, which is also
a waste of water .
Mr . Stevens stated that the low area on the West side of the building,
as required by the DER, collects all excess water .
The meeting was recessed at 2 P.M. and the Community Appearance Board
Members and Highlands Place representatives went to inspect the
Highlands Place site.

l ' Chairman Harris reconvened the Special Meeting of the Community Appear-
ance Board at 3: 40 P.M. following the on site inspection of Highlands
Place, 2901 South Ocean Boulevard , (Town Lots 112 - 113 East and
West) .
The Community Appearance Board Members made the following recommenda-
tions during the on site inspection which were agreed to by Mr .
Hollohazy.
Water main and cover , West of the building, to be painted
green to blend in with the landscaping. Buttonwood bushes
are to be planted in this area to screen the piping .
Two large Seagrapes are to be planted along the South fence.
Additional Seagrapes are to be placed in the area South of the
building. All the dead Australian Pines in the area South of
the building are to be replaced.
Three Norohonia Trees will be planted along A-1-A on the East
side and four Norohonia Trees will be planted along A-1-A on
the West side.
Additional Pines are to be planted along the South fence.
Four additional Gazania Trees were planted in the front area
of the building.
Additional Seaoats are to be placed Northeast of the building .
Fifteen Scavola plants will be placed along the Northeast
property line.
A glass panel is to be installed in the area between the lobby
and exercise room. This area is to be replanted and the glass
panel will provide protection for the new plants.
A 5 ' high lattice fence will be installed to protect the pines
in the area of the South side of the building.
All dead plants in the planter boxes are to be replaced.
All the drain pipes in the North section are to be painted so
that they blend into the landscaping and become less obvious.
When it was suggested by the Members that the Australian Pines be re-
placed with another type of tree because they are acidy and do effect
the soil as well as create problems with pools, filters, etc. , Mr .
Stevens advised the Australian Pines will be maintained in hedge form
and will not be allowed to grow as trees.

In a discussion regarding the water collecting in the swale area at
Highlands Place, Mr . Stevens advised the Members that the State DOT
requires the swale be a certain depth and the developer has no control
over that area . The Community Appearance Board Members agreed a memo
should be directed to the Building Department advising of the swale
condition and requesting the Building Official research the matter to
see if it can be corrected.
Regarding the West lot of Highlands Place, it was agreed that the fol-
lowing will be complied with :
Four Crinum Lilies will be planted West of the bike path at the
South end of the West lot as this area needs to be filled in.
Additional Wedelia ground cover is to be planted Southwest and
North of the gazebo. Grass at the North end of the West property,
in the area of the gazebo, is to be removed so as to form one bed
for planting. The grass on the East side of the bed is to be cut
back.
Six Buttonwoods were planted West of the gazebo, rather than three
as shown on the original plans.
I Five Raphialepsis plants will be placed along the walkway leading
to the gazebo.
All dead Azalea plants are to be removed and replaced.
When questioned by the Community Appearance Board Members, Mr . Stevens
said that any trees or plant that is 50% dead will be replaced and, the
replanting will be done in the latter part of March to mid April . Mr .
Hollohazy said the trees and plants have a one year warranty.
Chairman Harris advised that if the Community Appearance Board is to
recommend a c/o, Mr . Hollohazy will have to post a bond. Following
discussion , it was determined that a $10, 000. bond would be appropri-
ate. It was also stated that a final inspection by the Community Ap-
pearance Board will be made on April 15, 1988, and , if all the
requirements are completed, the bond will be returned to the developer .
MOTION by MR. SAVINO/VICE CHAIRMAN GALIZIA was made to recommend a c/o
subject to the various items that must be done and the posting of a
$10, 000. bond by Mr . Hollohazy with the Town of Highland Beach. The
bond is to be returned to the developer when compliance is met, to the
satisfaction of the Community Appearance Board , by April 15, 1988.
A roll call vote resulted as follows :

Upon proper MOTION, Chairman Harris adjourned the Special Meeting of
the Community Appearance Board at 4: 20 P.M.
