COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
February 25, 1988 9: 30 A.M.
Chairman Harris called the Regular Meeting of the Community Appearance
Board, Town of Highland Beach, Florida, to order at 9: 30 A.M. in the
Commission Chambers at Town Hall .
The Recording Secretary called the roll . Present were Chairman Harris,
Vice Chairman Galizia, Regular Members L. Johnson, Alternate Members M.
Dempsey and M. Rubin . (Regular Member F. Savino arrived late.)
Chairman Harris informed the Members that Mr . Savino called to advise he
would be late for this meeting.
VICE CHAIRMAN GALIZIA/L. JOHNSON made a MOTION to approve the Minutes of
the January 28, 1988 Regular Meeting of the Community Appearance Board
as submitted . The MOTION carried unanimously Y with favorable votes.
Chairman Harris stated that approval of the Minutes of the February 11,
1988, Special Meeting (which was attended by Chairman Harris, Vice
Chairman Galizia and Mr . Savino) would be deferred to the later part of
fly this meeting when Mr . Savino would be present.
The next agenda item, under New Business, was a site plan review of a
fence submitted by Dr . A. Biehl . As there was no one to represent the
applicant, said Chairman Harris, this matter will be placed on the
agenda for the March 24, 1988, Regular Meeting of the Community Appear-
ance Board.
Continuing with the agenda, Chairman Harris, in discussing the Greening
Committee, read into the minutes a memorandum from Mayor Stewart, dated
2/17/88 , regarding fertilization of new and established plantings.
Chairman Harris said it was her feeling that this memo applied to the
Xeriscape plantings and she thought it was something that should be
checked with Mr . Turner before the Community Appearance Board made any
recommendations or gave any cost figures.
Mrs. Johnson noted that Mr . Savino did send a memo to the condominium
managers regarding fertilization and that is what the Community Appear-
ance Board should follow.
Chairman Harris said she would send a memo to the Mayor saying that memo
of 2/17/88 does not apply to the Greening Committee--it regards
Xeriscape; people who signed to authorize the street trees are respons-
ible for those trees.
Vice Chairman Galizia advised that after permission to plant the trees
ONwas received, the Greening Committee sent memos to the people with
instructions for pruning, fertilizing , etc . ; and when we see some trees
in need of attention, we should advise the people that they need to take
care of the matter .

Chairman Harris said the Greening Committee should handle these matters
as they started the program initially and the people agreed to the
maintenance of the trees.
Chairman Harris referred to a newspaper article of 10/22/87 which
advised landscapers to get away from Palms which are not native to the
area . This article looks for Xeriscape landscaping which is native,
said Chairman Harris, and the last paragraph states that a developer
does not build if he does not comply with the Xeriscape landscaping .
Continuing , Chairman Harris said the Community Appearance Board has to
take a hard line in this matter .
Mrs. Johnson noted that the Xeriscape landscaping being done at the Town
Hall is looking beautiful , but unless it is maintained, it will look
like our Town signs. Chairman Harris said that she was advised that
initially Xeriscape needs maintenance, but once it takes hold, it is
beautiful , it grows and needs no water . If the Town Hall project goes
well , perhaps we can request they do the same at the Town signs,
continued Chairman Harris.
Chairman Harris mentioned the lighting at night of St. Lucy' s Church
which she feels does not conform to the approved plans. Chairman Harris
will take photos at night and compare them to the plans. The Church
must conform to the Town Code as does everyone else, said Chairman
Harris.
Mrs. Johnson said that as she goes up and down A-1-A, she does not
recall that there is anything outstanding at the church as the building
is far back and not noticeable. Mrs. Dempsey stated that perhaps the
reason for the lighting is due to the evening functions. Chairman
Harris said she will look into the matter and if it does not conform, it
will be on the agenda for the next Regular Meeting of the Community Ap-
pearance Board where it will be discussed further .
Chairman Harris, in discussing the Preliminary/Final Site Plan Review,
read into the minutes a memorandum from the Planning Board to the Town
Commission and another memorandum from the Town Manager to the Planning
Board concerning this matter . Chairman Harris said that with the
Xeriscape Ordinance, it is her feeling that there should be no
discrepancy between single family or multi-family; and a scale rendering
should be submitted for the Preliminary Site Plan Review. Anybody com-
ing before the Community Appearance Board for a Site Plan Review should
first come for a Preliminary Site Plan Review with the Final Site Plan
Review being done the following month. Members agreed a memorandum
should be sent to the Town Commission from the Community Appearance
Board to advise that we want to follow that procedure.
The Sign Ordinance was discussed briefly. It was agreed that all
Members would bring their copy of the Sign Ordinance to the March Meet-
ing at which time it will be reviewed to correct any inconsistencies.

Upon his arrival , Mr . Savino stated that he had been to the site where
the fence had been requested by Dr . A. Biehl , 1116 Highland Beach
Drive . Chairman Harris advised that the Members can not review this
application for a fence due to the fact that no one is present to answer
any questions the Members might have.
Chairman Harris then informed Mr . Savino that the approval of the
Minutes of the February 11, 1988, Special Meeting of the Community Ap-
pearance Board was delayed until his arrival . MOTION was made by
MR. SAVINO/VICE CHAIRMAN GALIZIA to accept and approve the Minutes of
the February 11, 1988, Special Meeting as submitted. The MOTION carried
with all favorable votes.
Chairman Harris briefed Mr . Savino as to what had been discussed by the
Members prior to his arrival . Regarding the Preliminary/Final Site Plan
Review, said Chairman Harris, it must be done one at a time thereby re-
quiring at least two meetings; and a scale rendition is to be included
with the application . According to our Xeriscape Ordinance, said
Chairman Harris, the Community Appearance Board can request anything
they feel will help them. Chairman Harris then cited page 11 of the
Xeriscape Ordinance which reads as follows :
"The Community Appearance Board may require that the application
ONinclude such additional information which is reasonable and neces-
sary for adequate administration of this Section."
Continuing , Chairman Harris said the Community Appearance Board should
not eliminate single family in their Preliminary/Final Site Plan Review.
Chairman Harris further stated that under the Xeriscape Ordinance, the
Community Appearance Board now has jurisdiction and we should not
include as an exception the single family homes .
Regarding Mayor Stewart' s memorandum of 2/17/88 concerning fertilization
of new and established plantings, Mr . Savino stated he contacted Gene
Joyner and requested information and some material relative to this
matter . Chairman Harris said that memorandum was primarily for the
Xeriscape Ordinance and the Mayor was drawing the whole thing together .
Mr . Savino noted that many of our trees are not fertilized so you do not
have a healthy tree. Perhaps, said Mr . Savino, the Greening Committee
can do something to bring life to these trees. Chairman Harris said the
Greening Committee might draw up a form letter that will be sent to
those who are not taking care of the trees to advise them what can be
done to correct the situation.
Further , Mr . Savino stated the Town may have an Arbor Day to coincide
with the plantings. Mr. Savino said he would like more trees on A-1-A,
if possible. Vice Chairman Galizia agreed to make copies of authoriza-
tion slips for the planting of trees.

In discussing the pruning of these trees, Mrs. Johnson stated that we
can not expect this to be done by the people . Mr . Savino advised the
the Greening Committee had engaged someone to prune any tree that
required pruning and that will continue to be part of the service.
It was suggested that a memorandum be sent to the Town Commission
requesting money be placed in the budget for the purpose of planting
trees.
Continuing the discussion of the Greening Committee, Mr . Savino stated
that Mrs. Johnson will be the Chairman/Secretary of this Greening Com-
mittee and will serve as a Regular Member of the Community Appearance
Board for another term.
Vice Chairman Galizia recommended a letter of commendation be sent to
Mr . Keller for his work on the Community Appearance Board and in the
Town.
Chairman Harris noted the next Regular Meeting of the Community Appear-
ance Board is set for Thursday, March 31, 1988, at 9: 30 A.M. with the
agenda closing on March 16, 1988, at noon . The inspecting Member for
the month of March is Vice Chairman Galizia.
OIN Upon proper MOTION by MR. SAVINO/VICE CHAIRMAN GALIZIA, Chairman Harris
adjourned the Regular Meeting of the Community Appearance Board at 10: 40
A.M.
