REGULAR MEETING - MINUTES
March 31, 1988 9: 30 A.M.
Chairman Harris called the Regular Meeting of the Community Appearance
Board, Town of Highland Beach, Florida, to order at 9: 30 A.M. in the
Commission Chambers at Town Hall .
The Recording Secretary called the roll . Present were Chairman Harris,
Vice Chairman Galizia, Regular Members L. Johnson, F. Savino, Alternate
Member M. Dempsey who acted in the capacity of a Regular Member , and
Alternate M. Rubin.
MOTION was made by MR. SAVINO/VICE CHAIRMAN GALIZIA to approve the
Minutes of the February 25, 1988, Regular Meeting of the Community
Appearance Board as submitted. All members were in favor of the MOTION.
OLD BUSINESS
Members reviewed an application submitted by Dr . Albert G. Biehl for a
chain link fence to be installed at his residence at 1116 Highland Beach
Drive (Lot 10, Block 2, Bel Lido Sub-Division) .
SDr . Biehl explained the galvanized chain link fence was being installed
to keep his dog on the property. The 4 ' high fence which will extend
out to the seawall , will be screened from view by the existing Ficus
Hedge. The fence will be erected close enough to the hedge so as to
grow through the fence and eventually screen it from view completely.
Upon questioning , Dr . Biehl stated the galvanized fence will only rust
if it is scratched and it is his goal to conceal the fence completely.
Dr . Biehl discussed this installation with both neighbors and neither
had any objections.
Mr . Savino stated he had no objection to the fence as long as it will be
erected inside (and will be concealed by) the hedge. Further , Mr .
Savino noted that only the front gate will be visible.
When the Members suggested the fence be vinyl coated, Dr . Biehl said he
can not see where the fence will rust before 10 to 12 years and once it
starts to rust, it will be replaced as Dr . Biehl spent much money on the
landscaping and he does not want an eyesore on his property.
MOTION was made by F. SAVINO/L. JOHNSON to approve the plan dated
6/23/86 (Job #R-2838, Sheet L-1) for 4 ' chain link fence on the inside
of the hedge . The Ficus Hedge will screen the link fence so that the
link fence will not be seen from the outside. The Property is located
at 1116 Highland Beach Drive.

A roll call vote resulted as follows :
Mrs. Harris 'aye' Mr . Galizia ' aye'

Members reviewed and discussed Ordinance No . 550, which was adopted by
the Town Commission in June of 1987. It was noted there are some
ambiguities in that Ordinance.
The Members stated the size of the sign needs clarification as does the
illumination of a permanent sign. The Community Appearance Board
Members also noted that an electrical permit would be required for any
sign that is illuminated.
Mr . Savino noted that the sign approved for the Edgewater Townhouse,
which was an address sign, did not exceed the size of 3 square feet and
therefore required no permit from the Building Department.
Following much discussion of Ordinance No . 550, Chairman Harris
volunteered to put the Ordinance on a spread sheet; and, Chairman Harris
requested the Members do the same on their own so that the two copies of
said Ordinance can then be compared and any errors will then be picked
up. The Members will then recommend to the Town Commission that they
want the Ordinance changed in order to make it easier to read and
understand.
Members agreed this matter should be deferred to the April Regular
Meeting of the Community Appearance Board at which time it is hoped this
matter will be resolved .
Chairman Harris informed the Members that Boca Hi (Tom Delaney) and The
Enclaves of Boca Cove agreed to erect a fence to conceal the material in
the area of those two properties. Building Official Sutherland advised
it would be a double faced 6 ' cedar fence that would run the length of
the property and it will hide whatever may be placed at that site. Mr .
Sutherland also stated the shed that had been there has been removed and
the area has been cleaned up. Chairman Harris noted that she discussed
this matter with the Building Official and the parties involved (Boca Hi
and the Enclaves of Boca Cove) do not have to come before the C.A.B. for
a fence review as this is an emergency type of situation that is being
done to correct something. The cost of the fence will be absorbed by
both parties. It was noted that there is an existing hedge in the area
that will eventually shield the fence completely.
Members were further advised that the fence between Boca Hi and the
Enclaves of Boca Cove will be removed once the Boca Hi 'B' and 'C ' sites
are developed. The purpose of the fence is to screen the area where the
( building materials are placed and it makes it difficult for someone to
throw debris over a 6 ' high structure. Chairman Harris noted the

Building Official will see to it that the debris in that area is
removed. Mr . Savino added that the debris should be removed because it
only attracts rodents, etc . Chairman Harris said she will advise the
Building Official that the Community Appearance Board wants to see the
fence once installation is completed.
Chairman Harris noted that the monetary bond posted by Highlands Place
is to be returned if that project comes into compliance by April 15,
1988, at which time an on site inspection is to be made by the Community
Appearance Board.
Mr . Savino stated that most of the trees at Highlands Place are starting
to bloom. The Chairman noted that the original landscape concept for
that project, which was approved a number of years ago, was the dune
look. Chairman Harris stated Highlands Place did do certain things and
they did make certain changes.
Chairman Harris stated The Community Appearance Board is waiting to see
what the Town Commission will do in regard to the C.A.B. memo dated
12/21/87, concerning the Xeriscape Ordinance.
Chairman Harris advised a memo was received from Mayor Betty Jean
e Stewart requesting the number of trees to be planted and the number of
fertilizer spikes required . Mr . Savino stated a memo regarding that
matter was forwarded to the Mayor on March 23, 1988, advising thirteen
trees will be planted and one tree will be replaced .
A draft of a memo, addressed to Mayor Stewart from the C.A.B./Greening
Committee, re. recommendation on fertilization, was read into the
minutes by Mr . Savino. The memo advised that the Greening Committee has
planted approximately 150 trees along A-1-A. It is recommended that a
commercial type of fertilizer (6-6-6 with nutrients such as manganese
and magnesium) be used during March, June and September at a cost of
sixty-five (65) cents per tree. Members approved the draft which will
be typed and submitted to Mayor Stewart.
Mr . Savino noted this is his last meeting as a Regular Member of the
Community Appearance Board as his term has expired. Vice Chairman
Galizia advised his term will expire in April .
NEW BUSINESS
Chairman Harris noted that on Tuesday, April 5, 1988, at 4 P.M. , an
Arbor Day Ceremony will take place at Town Hall at which time Mr . Bruce
Adams of South Florida Water Management District will place signs to
indicate the Xeriscape Landscaping is a SFWMD Project. The Chairman
stated it would be nice for the Community Appearance Board Members to
attend this Arbor Day Ceremony.

Chairman Harris informed the Members that some residents of Braemer Isle
would like to have the Australian Pines on the Milani Property (which is
now County Property) cut down inasmuch as the Pines block their view.
Mayor Stewart sent a memo to Chairman Harris requesting her input in
this matter . Following much discussion, Chairman Harris stated she
would forward a memorandum to Mayor Stewart regarding this issue.
The inspecting Member for the month of April is Chairman Harris. The
next Regular Meeting of the Community Appearance Board was set for
Thursday, April 28, 1988, at 9: 30 A.M. with the agenda closing on Wed-
nesday, April 13, 1988, at noon.
Upon MOTION by VICE CHAIRMAN GALIZIA/MR. SAVINO, Chairman Harris
adjourned the Regular Meeting of the Community Appearance Board at
11: 10 A.M.
