1988.04.28_CAB_Minutes_Regular TOWN OF HIGHLAND BEACH, FLORIDA COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES Thursday, April 28, 1988 9: 30 A. M. Chairman Helene Harris called the Regular Meeting of the Community Appearance Board of the Town of Highland Beach, Florida , to order at 9: 30 a .m. in the Town Commission Chambers at Town Hall . Recording Secretary Elizabeth L. Kolek called the roll . Present were : Chairman Helene Harris, Vice Chairman Guy Galizia, Louise Johnson, and Alternate Member Martha Dempsey. Alternate Member Merton Rubin was absent. MOTION was made by Mrs . Johnson/Mrs . Dempsey to approve the Minutes of the March 31, 1988 Regular Meeting as submitted . All voted AYE. NEW BUSINESS : The preliminary Xeriscape Landscaping Plan for Braemer Isle was reviewed . John Ward (Vice President of Braemer Isle Condominium Association) , J. J. Ambridge (Manager ) , and Lloyd Mangus (of Lloyd Mangus Nursery) were /^• present to represent Braemer Isle. The planting will be completed in three stages over a period of 3 years maximum, which is mainly due to economics. Mr . Mangus stated that the heavy, permanent planting will be done in the first phase and the second phase will contain plant material with color . This project will begin in June 1988 and will be coordinated with natural rainfall . After some discussion , MOTION was made by Mr . Galizia/Mrs . Johnson to approve the Braemer Isle Xeriscape Plan for Town Lot 2 A N, W, dated March 30, 1988, 4750 South Ocean Boulevard , for a maximum of 3 phases, each phase to take one year , with a maximum of 3 years to completion . A roll call vote resulted as follows : Martha Dempsey "AYE" Louise Johnson "AYE" Guy Galizia "AYE" Helene Harris "AYE" The MOTION carried unanimously. The landscaping plan for Lots 133 and 134 East, McNally private residence was discussed . Peter Ince (Contractor) and Bernard Turner (of Mangus Nursery) were present . Mr . Ince stated that the owner has budgeted $60, 000. 00 for landscaping. The lot is 1/3 wooded to the South and will be left in a natural state, but will be cleaned up. Three Gumbo Limbo trees will be planted . Sea grapes will remain between the house and the ocean . The driveway is at the South end of the property and will go in last . Mangus Nursery gives a 90 day extendable guarantee on plantings . After some discussion , MOTION was made by Mrs . Johnson/Mr .Galizia to approve the landscape plans, dated March 29, 1988, for Lots 133 and 134 L ' Community Appearance Board-Regular Meeting Minutes L April 28, 1988 Page 2 of 4 East, with the addition of a complete planting list to the plans (which Mr . Turner stated would be provided by the first of the week) . OLD BUSINESS: Guy Galizia reported on his inspection of Highlands Place on April 16 to April 19, 1988. The water main cover was painted green to blend with the landscaping. Two seagrape trees were planted in the South area of the building close to the South fence. Additional pines were planted along the South fence to create 3 rows of pines in that area . More planting is needed between the building and the Northeast property line to screen the Holiday Inn. 15 Scaveola plants were placed along the Northeast property ful line. A glass panel was installed in the area between the lobby and the exercise room. A 5 foot lattice fence was erected to protect the pines in the area South of the building . It is recommended that additional buttonwood trees be planted in the planter boxes South and East of the pool . More plants are needed in the planter boxes between the lobby and the pool , as well as the planter boxes North and South of the building above the garages. It is recommended that railings be installed on both sides of the stairs leading to the beach and that the loose electrical wiring at the bottom of the stairs should be rectified and that the Building Department should be notified. The Building Department did receive a copy of the inspection. On the West lot, 2 trees West of the bike path appear to be dead . 4 Crinum lillies were planted West of the bike path. Additional wedelia ground cover is needed South and West of the gazebo . Some plants along the walkway leading to the gazebo are in need of replacement. A number of large holes are along the West seawall where the white sand seems to be eroding . It is recommended that additional plants be installed near the North property line. The Australian pines along the North wall belong to Highlands Place . The 8/28/87 planting plan shows 52 Casuarina pine trees along the North wall but only 36 were found , 3 of which were dead . There were several planter boxes that were not noted on the plans and nothing is shown as to what is to be planted there. Mr . Hollozay stated that these were additions to the landscaping . In the Northwest planter boxes, there are only 11 bougainvillea instead of 41. The amount of plant material shown on the plans for the planting boxes is more than what is planted in the boxes. first A letter will be sent to Mr . Hollohazy of Highlands Place to advise him that the Community Appearance Board inspection revealed that 50% of the Community Appearance Board - Regular Meeting Minutes �. April 28, 1988 Page 3 of 4 plantings were dead and must be replaced , sparse areas should be filled in now and not later , if a dead tree appears to come back and does not look as it should , it should be replaced , edging is advised where the wedelia is near the gazebo on the West side because the lawn people will cut over it and will require additional filling in in some areas . This letter will also advise that the CAB cannot recommend that the bond money be returned until the landscaping at least meets the minimum as on the plans and presently the CAB does not feel that it does. There is also a hole by the seawall which could be a safety hazard. Guy Galizia gave a Greening Committee report . In April , 13 trees were planted . A tree by tree survey was done, North to South in Town, to make sure the plaques coincide with the plaques at Town Hall . It was found that of 82 plaques, 3 are missing from trees (Slagle, Kaden, Wood) . 99 trees are open for plaques . There are a total of 181 trees planted . (Many of the original trees have been replaced . ) Mr . Galizia recommended that the Greening Committee meet separately once a month to discuss their activities and recommended that Frank Savino be nominated as President. No action was taken at this time. (-1, The CAB discussed sending a letter to the City of Boca Raton to commend them on their plantings in the medians but no action was taken . The CAB received a letter from Mrs . Paul Marsted who recommended that lattice type of wood screening be placed around the newspaper racks at the North end of Town . Chairman Harris will send a reply stating that the property has been sold and soon will be built on, thereby eliminating the newspaper racks . DISCUSSION RE SIGN ORDINANCE: The sign ordinance was discussed and it was the consensus of the board that the ordinance should be simplified so that the Building Department and the board members could understand it better . Copies of the chapter regarding signs in the Town Code of Ordinances will be given to each CAB member prior to the next meeting . Mr . Galizia announced that this was his last meeting since he has now served 6 years on this board. Louise Johnson is the inspector for May. The next Regular Meeting of the CAB will be held on May 26, 1988, with the agenda closing on May 11 .
