1988.08.25_CAB_Minutes_Regular TOWN OF HIGHLAND BEACH, FLORIDA (1 COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES Thursday, August 25, 1988 9: 30 A.M. Chairman Helene Harris called the Regular Meeting of the Community Appearance Board of the Town of Highland Beach, Florida, to order at 9: 30 A.M. in the Town Commission Chambers at Town Hall . Deputy Town Clerk, Redawna Bavender , called the roll . Present were: Chairman Helene Harris, Vice Chairman Guy Galizia, Frank Savino, Reginald Towner , Martha J. Dempsey, acting in the capacity of a Regular Member , and Alternate Member Merton Rubin. Regular Member Louise Johnson was absent . A MOTION was made by Mr . Towner/Mr . Galizia to approve the Minutes of the July 28, 1988 Regular Meeting as submitted. All members voted AYE. NEW BUSINESS: A Final Site Plan of a fence addition at 4605 South Ocean Blvd , (Parker Highland - Lot 13) was reviewed. Mr . Bill Beckwith, of Southern Fence Company, was present . A four-foot high green vinyl chain-link fence system will be installed to combat trespassing into this "picnic/play" area. In addition to the existing seagrapes and ficus at this site, three-foot high ficus will be planted on the outside of the fence. No portion of the fence can be seen from A-1-A. Mr . Beckwith stated the fence is to be three feet from the property line. Mr . Savino questioned if this was accurate, as he believes the Town Code states the set back was at either five or six feet . Chairman Harris stated she would get clarification from the Town Manager as to this matter . Mr . Beckwith noted on the plans , with his initials and date, that the fence would be moved back to six feet from the property line if it is required . The Community Appearance Board felt an on-site inspection should be arranged with the Parker Highland Manager , Mr . Wayne Level and Mr . Beckwith, to verify current plantings in the area and where the new plantings will be placed. It was the CONSENSUS of the board to defer this review pending an on-site inspection. Chairman Harris reported that she met with Mayor Stewart on August 24 , 1988 and discussed preparing a Connuunity Appearance Board Manual . The manual will contain CAB criteria, how members are appointed , how meetings are to be run, etc. Drafts will be prepared and distributed Ask to each member for the first review at the next meeting . COMMUNITY APPEARANCE BOARD Regular Meeting - Minutes n August 25 , 1988 Page 2 of 2 OLD BUSINESS : Highlands Place Report Chairman Harris read a letter from Town Manager Mariano dated 8/15/88 , regarding the Highlands Place Performance Bond . In the letter , she stated the Town is releasing the final $1, 000. 00 of the performance bond , as that was the recommendation of the Community Appearance Board . Greening Committee Report There was no report from the Greening Committee. Chairman Harris stated she will be sending a memorandum to Mr . Hardy, Building Official , welcoming him to Highland Beach. The inspector for the month of September will be Guy Galizia . The next Regular Meeting of the Community Appearance Board will be held on Thursday, September 29, 1988 with the agenda closing at noon on Wednesday, September 14 , 1988 . MOTION to adjourn this meeting was made by Mr . Savino/Mr . Galizia at 10 : 10 A.M.
