1988.09.29_CAB_Minutes_Regular TOWN OF HIGHLAND BEACH, FLORIDA COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES Thursday, September 29, 1988 9: 30 A.M. Chairman Helene Harris called the Regular Meeting of the Community Appearance Board of the Town of Highland Beach, Florida, to order at 9: 30 A.M. in the Town Commission Chambers at Town Hall . Deputy Town Clerk, Redawna Bavender , called the roll . Present were : Chairman Helene Harris, Vice Chairman Guy Galizia, Frank Savino, Louise Johnson , Reginald Towner , and Alternate Members Martha J. Dempsey and Merton Rubin . Mr . Ed Hardy, Building Official, was also present. After Chairman Harris read the minutes of the August 25, 1988 Regular Meeting , a MOTION was made by Mr . Savino/Mr . Galizia to approve the minutes as submitted. All members voted AYE. OLD BUSINESS: Greening Committee Report Mr . Galizia updated the members of the Board as to the status of the Greening Committee by advising of a tree that had been knocked down by a vehicle at 3008-S South Ocean Blvd , Edgewater Town Homes. A discussion took place regarding the responsibility for replacing the tree. Chairman Harris stated she would get a ruling from the Town Attorney before proceeding further . Mr . Galizia also informed the members he received a request from Mrs. Marge Mantel regarding the memory plaque for Mr . Julian Frankel . She requested it be removed from the area of 4400 South Ocean Blvd , and replaced in its original Boca Highland area. Mr . Savino stated he will relocate it to the Boca Highland property. Mr . Savino also stated he will be submitting a purchase request for an electric/cordless drill in order to repair and secure the remaining plaques on memorial trees in Town . The Community Appearance Board was informed that regarding the site plan review of a fence addition at 4605 South Ocean Blvd , (Parker Highland Condo - Lot 13 ) submitted by Southern Fence Co . , the Parker Highland management has decided to withdraw their plans as they will be putting up a living hedge instead . NEW BUSINESS: The Community Appearance Board was informed that the plans of Penthouse Suite improvements at 2901 South Ocean Blvd , (Highlands Place - Lot 112/113 E) , are being amended . No action was taken at this time . n COMMUNITY APPEARANCE BOARD Regular Meeting - Minutes n September 29 , 1988 Page 2 of 3 A Final Site Plan of a satellite dish addition at 3621 South Ocean Blvd , (Lot 71 East) was reviewed . Mr . Peter Ince, Project Architect, and Mr . Bernard Turner , Landscape Architect were present . It was noted by Chairman Harris that since the house was approved and started before the Xeriscape Ordinance went into effect, the Community Appearance Board has not seen the landscape plans . At this point , Mr . Hardy left the meeting to get the plans from the Building Department. Mr . Ince advised the Board that the satellite dish will stand 12 ' high and he is willing to screen the dish from A-1-A in any way to satisfy the Town . Mr . Turner stated one dozen 12 ' high seagrapes have already been scheduled to be placed for screening from adjoining property and may screen the satellite dish as well . After review and discussion , a MOTION was made by Mr . Savino/Mr . Towner to approve the submitted plan Job No . 87-46, Lot 71 East, 3621 South Ocean Blvd , Highland Beach, Florida , subject to an inspection to see that the landscaping screens the satellite dish from A-1-A before the Certificate of Occupancy is issued . Discussion Re Members Notebooks/Manuals Chairman Harris prepared and submitted to the Board a draft of the new Community Appearance Board Members Information Manuals. It was noted this manual will be useful for new members in learning the procedures of the Board . Chairman Harris stated portions of the Town Code will be included in the manuals, as well as updated CAB Forms and the Xeriscape Ordinance. Chairman Harris stated the CAB Forms are in need of revision and should be reviewed with the Building Official for inclusion into the manuals. It was the decision of the Community Appearance Board that Alternate Members should attend every meeting in order to keep abreast of what is happening with the Board and also to ensure the learning process of the Board takes place. Chairman Harris advised that she will prepare the new draft of the fl Community Appearance Board Manuals and present it to the members before the next meeting . The next Regular Meeting of the Community Appearance Board will be held on Thursday, October 27, 1988 at 9: 30 A.M. with the agenda closing at noon on October 12, 1988.
