1989.03.30_CAB_Minutes_Regular TOWN OF HIGHLAND BEACH, FLORIDA COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES Thursday, March 30 , 1989 9 : 30 A.M. Co-Chairman Guy Galizia called the Regular Meeting of the Community Appearance Board of the Town of Highland Beach , Florida , to order at 9 : 30 A.M. in the Town Commission Chambers at Town Hall . Deputy Town Clerk Redawna Bavender called the roll . Present were Co- Chairmen Guy Galizia and Frank Savino , Regular Members Reginald Towner , John Littlejohn and Alternate Member Merton Rubin , filling in the capacity of a Regular Member . Also present were Mayor Joseph Boulay and members of the general public . A MOTION was made by Mr . Towner/Mr . Littlejohn to approve the minutes of February 23 , 1989 Regular Meeting as submitted . All members voted AYE . NEW BUSINESS: FINAL REVIEW OF XERISCAPE FOR SATELLITE DISH AT TOWN LOT 71 EAST, 3621 SOUTH OCEAN BLVD, HIGHLAND BEACH, FLORIDA, SUBMITTED BY PETER INCE (OWNER WYNNE) . Mr . Peter Ince stated there are seagrapes along the north property line that would adequately cover the dish. After discussion , a MOTION was made by Mr . Savino/Mr . Littlejohn to approve the plans for the satellite dish location on plans dated February 28 , 1987 , Job No . 87-46 . A roll call vote resulted as follows : Mr . Littlejohn AYE Mr . Towner AYE Mr . Rubin AYE Mr . Savino AYE Mr . Galizia AYE FINAL REVIEW OF XERISCAPE FOR SATELLITE DISH AT TOWN LOT 135 EAST, 2363 SOUTH OCEAN BLVD, HIGHLAND BEACH, FLORIDA, SUBMITTED BY PETER INCE (OWNER LAHAGE) . Mr . Bernard Turner , landscape architect , was present , as well as Mr . Ince . Mr . Savino suggested that Mr . Ince get approval , in writing , from the fl neighbors adjacent to the Lahage property, for the satellite dish installation . Ince questioned if this was necessary due to the actet thatrtheedisdish would be screened from view and if this is a precedent wanted to set . After discussion , the members suggested that out of common courtesy, Mr . Ince should get a letter from the McNallys stating they have no objection to the satellite dish being installed next to their property. Mr . Littlejohn stated that if the Community Appearance Board is calling this a mandatory requirement, it would seem that the neighbor would be above the Town Code , in approving or denying the installation of a satellite dish. After much discussion , a MOTION was made by Mr . Towner/Mr . Savino suggesting that Mr . Ince obtain a letter from the property owners next to Mr . Lahage stating they are aware that the satellite dish will be installed in accordance with the Town Code . This MOTION is subject to the Community Appearance Board inspection to see that it is properly screened to everyone' s satisfaction . The Job Number is 86-2111A, dated 4/27/89 . Galizia read a letter from former Mayor Betty Jean Stewart relating her thanks to each board member for their work and help during her term as Mayor . GREENING COMMITTEE REPORT Mr . Savino stated he submitted a memorandum to the Town Commission at their last Workshop Meeting regarding the new trees to be planted along A-1-A. Mr . Savino also reported that he spoke with Mr . Stanley Novak , Chief Accounting Officer , regarding the Greening Committee finances. The Greening Committee had $7 , 863 in the budget, with an additional $4 , 125 in contributions so far this year , leaving a total of $11 , 988 in the budget. Mr . Savino also stated he would like to see the account with contributions made by Town residents , separate from the budgeted money. Mr . Savino stated he would speak with Mr . Novak and Town Manager Mariano regarding this matter . I . COMMUNITY APPEARANCE BOARD Regular Meeting - Minutes page 3 of 3 fl March 30 , 1989 By a unanimous vote , Mr . Reginald Towner was elected the new Secretary/ Treasurer of the Greening Committee due to the recent passing of Louise Johnson . Mr . Towner will receive all of the records regarding this appointment . Mr . Savino noted he will be trying a new technique for the plaques for memorial trees . He will be making a stand for the plaques, that will be secured into the ground . REVIEW OF SIGN ORDINANCE Mr . Savino addressed the problem of not being able to see street signs at night, as they are not all illuminated . The members also discussed the problem with entrance and exit signs for condominiums and the location of the permanent condominium signs. Mr . Heithaus noted the Code doesn' t address placing "No es passing" signs along the beach; it only refers to A-1-A. He suggTr consider amending the Code to include provisions for posting such signs along the beach. The members agreed with such suggestion . Mr . Towner questioned why there is not a fee for real estate signs placed in the Town , and suggested that a fee be implemented with more r stringent rules regarding uniform real estate signs . After discussion , the CAB deferred this item to a future meeting . The next meeting was scheduled for April 27 , 1989 with the agenda closing at noon on April 12 , 1989 . Mr . Reginald Towner will be the inspector for April . There being no further business to come before the Community Appearance Board at this time , the meeting was adjourn d at 1yy0 : 40 A.M.
