1989.04.27_CAB_Minutes_Regular ,. TOWN OF HIGHLAND BEACH, FLORIDA erm COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES Thursday, April 27 , 1989 9 : 30 A.M. Co-Chairman Guy Galizia called the Regular Meeting of the Community Appearance Board of the Town of Highland Beach, Florida , to order at 9 : 30 A.M. in the Town Commission Chambers at Town Hall . Deputy Town Clerk Redawna Bavender called the roll . Present were co- chairmen Guy Galizia and Frank Savino , Regular Members Reginald Towner , John Littlejohn , Paul Heetman and Alternate Member Merton Rubin . Mr . Heetman was welcomed to his first Community Appearance Board meeting . A MOTION was made by Mr . Towner/Mr . Littlejohn to approve the minutes of March 30 , 1989 Regular Meeting as submitted . All members voted AYE. NEW BUSINESS AMENDED SITE PLAN REVIEW FOR DUPLEX AT TOWN LOT 4 , BLOCK 2, BEL LIDO, 4214 SOUTH OCEAN BLVD, HIGHLAND BEACH, FLORIDA, SUBMITTED BY MR. WATSON (OWNERS VAN DUREN/CHERNALIS) Mr . William Watson and Mr . Donald Smith, project architect , were present . Mr . Smith stated these plans were drawn in the North and weren' t really designed for a Florida home, so minor changes are necessary. The two changes will be to partially change the flat roof to a pitched roof and omit the glass blocks in the gable ends at the rear and sides of the residence . Mr . Smith noted the house will be of the same color and the landscaping will be as prepared in the original plans. After a brief discussion , a MOTION was made by Mr . Savino/Mr . Littlejohn to approve the amended plans for Lot 4, Block 2, Bel Lido , 4214 South Ocean Blvd , dated 11/29/86 , as prepared by Michael G. Purmort, surveyor , Project No . 35-0-20 . A roll call voted resulted as follows : Mr . Heetman AYE Mr . Littlejohn AYE Mr . Towner AYE Mr . Savino AYE Mr . Galizia AYE FINAL REVIEW FOR XERISCAPE OF SINGLE FAMILY RESIDENCE, TOWN LOT 135 WEST, 2352 SOUTH OCEAN BLVD, HIGHLAND BEACH, FLORIDA, SUBMITTED BY GREGORY MIKLOS , ARCHITECT, (OWNER BALSAM) . COMMUNITY APPEARANCE BOARD Regular Meeting - Minutes April 27 , 1989 Page 2 of 3 Mr . Peter Ince, Mr . Bernard Turner , landscape architect and Mr . Gregory Miklos, project architect, were present. Mr . Turner explained the proposed landscaping noting the existing green buttonwood trees will be transplanted on the North property line, the protus palms will be transplanted and the banyan tree will be removed . Sabal palms, coconut palms and queen palms will be added . Mr . Turner noted there are native wax myrtles along the property line for screening . The lighting and irrigation plans were also reviewed . Mr . Ince presented a sample type of lighting to be used for highlighting the trees. A MOTION was made by Mr . Savino/Mr . Littlejohn to approve the landscape, lighting and irrigation plans for Lot 135 West, 2352 South Ocean Blvd , Highland Beach, Florida, dated 4/21/89, job number T89- 0321 . Galizia AYE FINAL REVIEW FOR XERISCAPE OF SINGLE FAMILY RESIDENCE, TOWN LOT 110/111 WEST, 2908 SOUTH OCEAN BLVD, HIGHLAND BEACH, FLORIDA, SUBMITTED BY LUCERI CONSTRUCTION (OWNER DIREN2O) . Mr . Frank Luceri , general contractor , was present and stated the landscape architect was unable to attend this meeting . Mr . Savino requested the proposed noronhia trees, which will be planted along A-1-A, be moved to 15 ' from A-1-A and to place the bike path 17 ' from A-1-A in order to keep everything in line with the neighboring properties. Mr . Luceri made said change on the plans . After discussion, a MOTION was made by Mr . Savino/Mr . Towner to approve the Xeriscape Landscaping plans as amended by Mr . Luceri on the plans, the lighting plans and the sprinkler plans for Lot 110/111 West, 2908 South Ocean Blvd , Highland Beach, Florida, submitted by Luceri Construction , dated 3/21/89 . Savino stated the planting of new trees along A-1-A is complete with 13 Royal Palms, 4 Tabebuia and 13 Noronhia being planted . Mr . Savino also noted he has inspected the Xeriscape in front of Town Hall , found it to be in poor condition and will get it weeded this upcoming weekend . Mr . Savino read a letter he received from Mr . Bernard Turner of Mangus Nursery regarding the condition of the Xeriscape in front of Town Hall , a copy of which is attached to and made a part of these minutes . DISCUSSION RE SIGN ORDINANCE After reviewing the sign ordinance from Gulf Stream, the members stated that Highland Beach' s sign ordinance was more restrictive . Mr . Savino noted that regarding the satellite dish installed on Lot 135 East , 2363 South Ocean Blvd , that was addressed at the March 30 , 1989 CAB meeting , a letter from the neighbors adjacent to this property will not be necessary due to the fact that the dish will be properly screened from view. The inspector for the month of May will be John Littlejohn . The next meeting was scheduled for May 25 , 1989 with the agenda closing at noon on May 10, 1989 . There being no further business to come before the CAB at this time, the meeting was adjourned at 10 : 45 A.M. SAVINO As you requested I have thoroughly inspected the Xeroscaping in front of Town Hall in regards to the weed infestation in and around the Bougainville and �s+, Carissa plants. (r) The two types of weeds which are dominating these areas are "Torpedo Grass" and "Dollar Weed". The "Dollar" weed is a water loving weed and would indicate over watering. The over watering could also account for the poor leaf color and bloom of the Bougai.naillas. The "Torpedo" grass is a very agressive and invasive grass. It can only be controlled by spray applications of Roundup weed killer. On the "Dollar Weed", I would recommend mechanical removal with hand labor and a reduction of applied water as a first resort. On the "Torpedo Grass" I would recommend spraying of "Roundup" weed killer over the existing Xeriscape plants and weeds. The plants would have to be sacrificed in the process. Fortunately the "Torpedo Grass" is fairly well concentrated in one area, therefore plant loss would be minimal.
