1989.06.29_CAB_Minutes_Regular TOWN OF HIGHLAND BEACH, FLORIDA COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES Thursday, June 29 , 1989 9 : 30 A.M. Co-Chairman Guy Galizia called the Regular Meeting of the Community Appearance Board of the Town of Highland Beach , Florida , to order at 9: 30 A.M. in the Town Commission Chambers at Town Hall . Deputy Town Clerk Redawna Bavender called the roll . Present were Co- Chairmen Guy Galizia and Frank Savino , Regular Members Reginald Towner , John Littlejohn and Alternate Member Merton Rubin, acting in the capacity of a Regular Member for this meeting . Mr . Paul Heetman was absent . A MOTION was made by Mr . Towner/Mr . Savino to approve the minutes of April 27 , 1989 Regular Meeting , May 17 , 1989 Special Meeting , June 8 , 1989 Special Meeting and June 15, 1989 Special Meeting as submitted . The MOTION carried unanimously. NEW BUSINESS: FINAL REVIEW FOR FENCE AROUND POOL AREA, 3215 SOUTH OCEAN BLVD , LOTS 98 , 99 , 100 AND 100A (AMBASSADOR EAST CONDOMINIUM) SUBMITTED BY ALUMINUM DESIGN, INC. Mr . Rom Pelaez , of Aluminum Design was present . Mr . Pelaez informed the members the fence will be a maximum of 5 feet and will enclose two separate pools. The spokes will be 4 inches apart , the gate will have a self-closing latch and zinc screws will be used . After a brief discussion , a MOTION was made by Mr . Towner/Mr . Savino to approve the pool fence at Ambassador East Condominium, Lots 98 , 99, 100 and 100A, 3215 South Ocean Blvd , Highland Beach, FL, dated 5/16/89 , submitted by Aluminum Design , Inc . A roll call vote resulted as follows : Mr . Rubin AYE Mr . Towner AYE Mr . Littlejohn AYE Mr . Savino AYE Mr . Galizia AYE FINAL REVIEW FOR FENCE IN POOL AREA AT 4313 INTRACOASTAL DRIVE, LOT 3, BLOCK 1, BEL LIDO, SUBMITTED BY HAROLD HAINEY . Mr . Harold Hainey, property owner , was present . Mr . Hainey stated the pool area is approximately 30 ' x 15 ' . Mr . Hainey also stated there is an existing chain link fence on the north side of the pool , which will be duplicated on the south side and a decorative fence will connect to COMMUNITY APPEARANCE BOARD Regular Meeting - Minutes June 29 , 1989 Page 2 of 4 the house . The chain link fence will be 4 feet in height and will be galvanized in order to prevent it from rusting . The decorative fence will be 5 feet in height and will be of the same color as the trim on his home . The gates will be self-closing and a living hedge will screen the chain link fence . Following discussion , a MOTION was made by Mr . Savino/Mr . Littlejohn to approve the pool fence at 4313 Intracoastal Drive, Lot 3, Block 4 , Bel Lido , submitted by Harold Hainey, owner , dated 7/20/89 , project number 88142, sheet 1 of 6 sheets. A roll call vote resulted as follows : Mr . Littlejohn AYE Mr . Rubin AYE Mr . Towner AYE Mr . Savino AYE Mr . Galizia AYE AMENDED SITE PLAN REVIEW FOR DUPLEX AT 1125 BEL-AIR DRIVE, LOT 11 , BLOCK 1, BEL LIDO, SUBMITTED BY GARY GORDON. Mr . Gary Gordon , property owner , was present . Mr . Gordon stated he !� will be amending the B unit by adding a second story to one portion of the house and everything else will remain exactly the same as the original plans . Mr . Gordon further noted the Xeriscape landscaping , lighting and facade will also remain as submitted on the original plans . After a brief discussion , a MOTION was made by Mr . Towner/Mr . Littlejohn to approve the amended site plan as submitted by Mr . Gary Gordon , for the duplex at 1125 Bel-Air Drive , Lot 11 , Block 1 , Bel Lido , Highland Beach, FL, project number 88199 , dated 12/28/88 . A roll call vote resulted as follows : Mr . Towner AYE Mr . Littlejohn AYE Mr . Rubin AYE Mr . Savino AYE Mr . Galizia AYE FINAL REVIEW FOR AFTER-THE-FACT POOL FENCE AT 4511 SOUTH OCEAN BLVD , LOT 18 , (AMBASSADOR SOUTH) SUBMITTED BY AMBASSADOR SOUTH CONDOMINIUM. Mr . Robert Fulton , Ambassador South Manager , was present . Mr . Fulton stated this fence was installed as a requirement for their insurance company and the insurance company had previously approved the fence for r the various safety factors . COMMUNITY APPEARANCE BOARD C" Regular Meeting - Minutes - June 29 , 1989 Page 3 of 4 The CAB members noted there is a space of 12-18 inches that is open and felt this fence was not entirely childproof ; however , it is not under the jurisdiction of the Community Appearance Board to comment on the safety factors . Following discussion , a MOTION was made by Mr . Savino/Mr . Littlejohn to approve the after-the- fact pool fence at 4511 South Ocean Blvd , Lot 18 , Highland Beach, FL, submitted by Ambassador South Condominium, dated 6/28/89 . A roll call vote resulted as follows : Mr . Rubin AYE Mr . Littlejohn AYE Mr . Towner AYE Mr . Savino AYE Mr . Galizia AYE GREENING COMMITTEE REPORT: Mr . Savino noted there has been a problem with placing the memorial plaques directly on the trees as they tend to crack as the tree grows . (..\I Mr . Savino presented a sample plaque stand that could be easily made out of PVC pipe with an elbow joint . Mrs . Mariano , Mr . Heithaus and the members of the Community Appearance Board were in favor of using such a stand . Mr . Savino further noted he would like to see the Bike Path Dedication Rock moved to an area of better visibility, whereby Mrs . Mariano stated she would look into the situation . Mr . Towner stated the Greening Committee has collected year-to-date, $2, 025 in tree contributions . Mr . Galizia stated the inspector for the month of July will be himself . The next meeting of the Community Appearance Board was scheduled for July 27 , 1989 with the agenda closing on July 12 , 1989 . There being no further business to come before the CAB at this time, a MOTION to adjourn was made by Mr . Savino/Mr . Towner at 10 : 25 A.M.
