COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
Thursday, July 27 , 1989 9 : 30 A.M.
Co-Chairman Guy Galizia called the Regular Meeting of the Community
Appearance Board of the Town of Highland Beach, Florida , to order at
9 : 30 A.M. in the Town Commission Chambers at Town Hall .
Deputy Town Clerk Doris Trinley called the roll . Present were Co-
Chairman Guy Galizia and Frank Savino , Regular Members Reginald Towner
and John Littlejohn and Alternate Member Merton Rubin, acting in the
capacity of a Regular Member for this meeting . Paul Heetman was ab-
sent .
Mayor Joseph Boulay and Building Official Harry Heithaus were also
present .
A MOTION was made by Mr . Towner/Mr .Littlejohn to approve the minutes of
the June 29 , 1989 Regular Meeting as submitted . The MOTION carried
unanimously.
NEW BUSINESS
Final Review for Pool Fence . Aberdeen Arms. 4750 S. Ocean Blvd . , Lot
2A S. Submitted by Bulldog Fence Co .
Final Review for Pool Fence . Seagate of Highland . 3224 S . Ocean Blvd .
Lot 98-99 . Submitted by Bulldog Fence Co .
There were no representatives present , either from the condominiums or
Bulldog Fence Co . Mr . Galizia, therefore , went forward with the agenda
and no action was taken by the Board regarding the above .
Final Review for Railing Around Balcony. Townhouses of Highland Beach .
2575 S. Ocean Blvd . , Lots 123-124 E. Submitted by Bulldog Fence Co .
Mike Andrews , Maintenance Supervisor for Townhouses of Highland Beach
addressed the Board and presented drawings for the proposed fence .
He explained that the railing would be 42" high and the uprights 6"
apart , which is in accordance with Town Code .
Mr . Savino questioned how the railing would be anchored . Mr . Andrews
replied that the core would be drilled into solid concrete . Mr . Savino
further questioned whether the uprights would be screwed or welded into
place and gave some reasons why he felt welding was better , such as no
rusting and no loosening . Mr . Andrews said that , based on the informa-
tion Mr . Savino had given , he would consider using welding rather than
screws .

After further discussion , a MOTION was made by Mr . Savino/Mr . Towner to
approve the railing around balcony at Townhouses of Highland Beach,
2575 S. Ocean Blvd . , Lots 123-124 E.

Final Review for Pool Fence. 1114 Bel Air Drive. , Lot 9, Submitted by
Winfred M. Rodeffer , Jr . , Owner .
Mr . Rodeffer addressed the Board and presented drawings for a pool
fence which met all requirements of Town Code . Mr . Rodeffer also pre-
sented , for the Board ' s inspection , a sample of the material to be used
for the fence . When Mr . Savino inquired about the uprights being
screwed or welded , Mr . Rodeffer replied that he had heard Mr . Savino' s
previous explanation of the merits of welding over screws and would go
with welding for the reasons offered . Mr . Rodeffer noted that the
fence will be done in white to deflect sun rays and also to match the
r, color of the building .
After some discussion, a MOTION was made by Mr . Littlejohn/Mr . Towner
to approve the fence for pool , 42" high with 6" between uprights, for
1114 Bel Air Drive , Lot 9 .

Final Review for Wall . 2332 S. Ocean Blvd . , Lot 137 West #1. Ince and
Hertel , Owner/Builder .
Peter Ince addressed the Board and explained that the wall will be the
same as the existing one, except it will not have tile trim. He noted
that the addition of this wall would give the property a "compound"
effect.
After some discussion , a MOTION was made by Mr . Savino/Mr . Towner to
approve the wall matching the existing wall , except for tile trim, on
the north and south sides of the property at 2332 S. Ocean Blvd . , Lot

, 389113, Sheet 1 of 15, dated 5/5/89 .

At this point in the meeting , Mr . Galizia noted receipt of a memo from
Mr . Towner and opened discussion regarding same . Some areas covered
were :
1. Mr . Savino advised that tree contributions are tax
deductible and that Town Counsel has provided
language to this effect .
2. Regarding more aggressive action to solicit contribu-
tions for trees, Mr . Savino explained that it was a
question of room to plant them, noting that when the
Greening Committee started , there were 50 ' between
plantings; now there are 25 ' , in some cases a little
less . Mr . Savino also noted that much of the land on
the east side of AlA slopes, thus making planting
difficult .
3. Relative to chain link fences not being shielded by
hedges, Mr . Galizia said that perhaps there were some
that were "grandfathered" in, but that a close eye
would be kept on the situation .
4. As to the CAB being empowered to remedy unkempt sections
of swale fronting undeveloped land, Mr . Savino stated
that this situation should be cleared up with the addi-
tion of an extra man in the Maintenance Department during
the next year .
5. Regarding the standardization of For Sale/For Rent signs,
Mr . Galizia noted that the CAB has a criteria for size
only. He also suggested that this issue be taken up at
a future meeting .
6. Relative to ID cards for CAB inspections, there was a
brief discussion after which Mr . Galizia and Mr . Savino
stated that the current method used was adequate.
Mr . Galizia then asked Building Official Heithaus to address the issue
of pool fences - single family versus multi-family/condo situations .
The Building Official stated that multi-family/condo situations call
for enclosure of entire pool per insurance requirements, while single
Aftfamily owners can enclose their entire piece of property since only
{ those living on premises and invited members would have access to the

pool area .
Mr . Savino then gave the Greening Committee report, noting that the
method now used to attach plaques to donated trees is not efficient as
they crack and fall off as trunk of tree grows . He explained to the
Board that PVC pipe will now be used for plaque display. He showed the
members a sample piece of pipe and told how the plaque would be
displayed .
Mr . Savino then addressed the subject of the rock in front of Town Hall
that was dedicated to Commissioner Betty Jean Stewart for the bike
path. He stated that the rock was now hidden because of landscaping
and felt that Mangus Nursersies was at fault . He so informed Mr .
Turner of Mangus and requested that Mangus rectify the situation .
Mayor Boulay then addressed the Board , agreeing with the assessment
that the rock is hidden from view and suggesting that original
Xeriscape plans be checked to ensure that the dedicated rock was noted
therein .
Mr . Galizia stated the inspector for month of August will be Reginald
Towner .
The next meeting of the Community Appearance Board was scheduled for
Thursday, August 31, 1989 , with the agenda closing on August 16 , 1989 .
There being no further business to come before the Board at this time ,
a MOTION to adjourn was made by Mr . Savino/Mr . Towner at 10 : 35 AM. The
MOTION carried unanimously. o

A meeting of the Community Appearance Board was called to order in
Commission Chambers at Town Hall on Friday, July 28 , 1989 at 11 : 30 AM.
Co-Chairmen Guy Galizia and Frank Savino explained the following :
On Thursday afternoon , July 27 , 1989, the Community Appearance Board
learned that the representative from Bulldog Fence Co . , who had planned
to represent Aberdeen Arms and Seagate of Highland at the 9: 30 AM
meeting , had been in a serious accident and had just regained
consciousness .
F"sIn view of these extenuating circumstances, and the fact that the pool
fences were an insurance requirement for Aberdeen Arms and Seagate of
Highland , it was agreed that the plans be reviewed today, July 28 ,
1989 .
After review, the Board found both sets of plans to be in complete
compliance with Town Code and a MOTION was made by Mr . Galizia/
Mr . Savino to approve the pool fence at Aberdeen Arms, 4750 S . Ocean
Blvd . , Lot 2A S, as well as the pool fence at Seagate of Highland , 3224
S . Ocean Blvd . , Lots 98-99 , both submitted by Bulldog Fence Co .
The MOTION carried unanimously.
There being no further business at t ' s time, the meeting was adjourned
at 11 : 45 A,M.
