COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
Thursday, September 28 , 1989 9: 30 A.M.
Co-Chairman Guy Galizia called the Regular Meeting of the Community
Appearance Board of the Town of Highland Beach, Florida, to order at
9: 30 A.M. in Commission Chambers at Town Hall .
The Deputy Town Clerk called the roll . Present were Co-Chairmen Guy
Galizia and Frank Savino , Regular Members John Littlejohn , Reginald
Towner and Paul Heetman and Alternate Member Merton Rubin .
Also present were Building Official Harry Heithaus, Deputy Town Clerk
Doris Trinley and members of the general public .
A MOTION was made by Mr . Savino/Mr . Heetman to approve the amended
minutes of the August 31, 1989 Regular Meeting . All members voted AYE.
Also , a MOTION to approve the amended minutes of the July 27 , 1989
Regular Meeting was made by Mr . Towner/Mr . Galizia . All members voted
AYE.
NEW BUSINESS :
Final Review for Xeriscape and Deck. 2342 South Ocean Boulevard , Lot
137 West-2. Ince & Hertel (Owner/Builder) .
Mr . Bernard Turner of Mangus Nurseries addressed the Board as land-
scaping plans were presented for review. He explained that the work
done combined re-planting of existing trees and other foliage , as well
as new plantings of same . Mr . Savino questioned Mr . Mangus regarding
the screening of pool equipment , the traffic pattern on the property
and the kinds of plantings that had been re-planted and/or added .
After further discussion , Mr . Turner then signed all copies of the
landscaping plans .
At this time the members began their review of the plans for the deck
proposed for this property and Mr . Peter Ince addressed the Board to
explain that a deck and spa already exist; they propose to remove the
spa and re-deck as shown in the presented plans . Building Official
Harry Heithaus assured the members that the plans met all code require-
ments .
After some discussion , a MOTION was made by Mr . Savino/Towner to
approve the landscaping plans dated 7/25/89, Project No . T89-0725 ,
Sheet 1 of 1, as well as plans for deck dated 7/25/89, Commission No .
1288/63, Sheet 1 of 1, both for 2342 S . Ocean Blvd . , Lot 137 West-2,
Ince & Hertel/Owner-Builder .

Final Review for Temporary Sales Trailer , Lots 20-28. Submitted by
Stene Kunik Associates for Highland Ocean Associates/Owner .
Gordon Stene of Stene Kunik Associates identified himself to the Board
and stated that the trailer will be a replacement of one that is
already on the property and will be put into the same space . Building
Official Heithaus stated that the new trailer is slightly larger than
the old one, but does have State approval . Mr . Savino asked Mr . Stene
what colors would be used and Mr . Stene answered that the trailer would
be a gray tone with white trim and awnings. In reply to Mr . Savino' s
question about landscaping around the trailer , Mr . Stene assured that
its placement would take full advantage of existing mature plantings.
After further discussion, a MOTION was made by Mr . Savino/Mr . Little-
john to approve the plans for a temporary sales trailer , Lots 20-28,
n Project No . 88225, dated 9/8/89, submitted by Stene Kunik Associates
for Highland Ocean Associates/Owner .

GREENING COMMITTEE
Mr . Galizia referred to the August 31, 1989 Regular Meeting wherein a
discussion took place regarding a tree destroyed by a motorist in front
of Wiltshire House (2909 S. Ocean Blvd .) . After that meeting , Mr .
Towner wrote a letter to Mary Ann Mariano , Town Manager , requesting
updated information on the possibility of the tree being replaced
through insurance monies . At this time, Mr . Towner read Mrs . Mariano' s
answer for the record and the members were pleased that the tree has
been approved for replacement by the motorist' s insurance company.

Noting the costliness of replacement, Mr . Galizia suggested that the
members increase their efforts in the future to identify trees that are
destroyed in a manner that might warrant replacement through insurance
claims.
Mr . Savino noted that donated trees on the south end of the Town are
not as well kept as those on the north and asked Mr . Towner to encour-
age residents living in this area to take better care of the trees,
specifically as regards proper trimming and attention to the bases of
the trees.
Mr . Galizia then read into the record a letter of thanks from Commis-
sioner Betty Jean Stewart regarding the monument stone that had re-
cently been placed in front of Town Hall to commemorate her efforts
regarding the bike path, which is named in her honor . (The previous
stone had become overgrown with foliage and could not be moved .)
Commissioner Stewart expressed special thanks to Mr . Savino for spear-
heading this effort, as well as to all who gave support to the project .
After the letter had been read , Mr . Savino then thanked Peter Ince for
his help and support regarding this project.
GENERAL
n Mr . Galizia said he had noticed that the sign in front of the Town
Municipal Complex was not very readable because of its positioning and
noted that he would see the Town Manager to express his thoughts on
this.
Also , Mr . Galizia stated that he will be in contact with the Building
Official to ensure that in the future the members will be provided with
a sketch and color samples when asked to review requests for sign ap-
provals.
Building Official Heithaus then addressed the Board , stating that he
perceived an environmental problem regarding the possible destruction
of mangroves at the construction site for Villa Costa, 3200 South Ocean
Boulevard . Several board members offered to accompany Mr . Heithaus to
the site directly after this meeting ' s adjournment.
Mr . Galizia then announced that the next meeting will be held on
October 26, 1989 and that the Inspector for the month of October would
be Frank Savino .

There being no further business to come before the Board , and upon
MOTION by Mr . Towner/Mr . Littlejohn, the meeting was adjourned at
10: 25 A.M.
