COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
Thursday, November 30, 1989 9: 30 A.M.
Co-Chairman Guy Galizia called the Regular Meeting of the Community Ap-
pearance Board to order at 9 : 30 A.M. in Commission Chambers at Town
Hall .
Deputy Town Clerk Doris Trinley called the roll . Present were Co-
Chairman Galizia , Co-Chairman Frank Savino , Regular Members John
Littlejohn , Reginald Towner and Paul Heetman , and Alternate Member
Merton Rubin .
Members of the general public were also present .
Upon MOTION by Mr . Littlejohn/Mr . Towner , the minutes of the Regular
Meeting of October 26 were unanimously approved .
NEW BUSINESS:
The originally scheduled Preliminary Review for demolition of existing
eTh structure and construction of a 4-unit condominium at 3425 South Ocean
Boulevard (Lot 90 ) , submitted by Highland Park Development , Inc . , was
deleted from the agenda since this application must go before the Town
Commission to be approved .
Mr . Galizia then informed the members that the Board had been asked to
review plans for the Bel Lido entrance and invited Deputy Town Clerk
Anne M. Kowals to explain what action the Community Appearance Board
was being asked to take in this case . Mrs . Kowals then presented plans
to the members, advising that they had been received in early November
for review by the Town Commission and had to do with the existing wall
being changed from a brick finish to a stucco finish . She further
stated that the Town Commission had reviewed the plans at their
November 28 Workshop Meeting and had no objection to them; however , the
Commission had requested that the CAB also review the plans and make
whatever recommendations they felt necessary.
Mr . Savino asked who would be responsible for the upkeep of the new
finish and Mrs . Kowals replied that a letter would be forthcoming from
the Bel Lido Homeowners Association , stating that they would assume
full responsibility for the maintenance of the stucco finish .
While reviewing the plans, Mr . Savino also asked what colors would be
utilized and Mrs . Kowals replied that the stucco would be light gray
with a 5" or 6" band of blue or white .

After some further discussion, a MOTION by Mr . Savino/Mr . Littlejohn
was made to approve the plans for the entrance of Bel Lido as submitted
by Stone Planning Affiliates, Landscape Architects.
A roll call vote resulted as follows :

OLD BUSINESS:
Mr . Towner read a newspaper article regarding garden clubs in Green-
wich, Connecticut objecting to a preponderance of varied "For Sale"
signs being placed on front lawns in that city. A discussion ensued
whereby Mr . Savino and Mr . Galizia acknowledged previous discussions on
this matter , with Mr . Savino noting that the Town Code allows a seller
to utilize "For Sale" signs . Mr . Towner suggested that the Town Attor-
ney be asked about the legality of uniforming signs for future use.
Mr . Galizia mentioned that there have been instances where people who
live far from it, have placed "For Sale" signs on AlA, which were in
effect directing traffic into such roads as Russell Drive or Bel Air
Drive. He further stated that the Community Appearance Board had ob-
jected to such use.
John Rand , a resident of Bel Lido , asked about the legal use of "Open
House" signs, asking if they were restricted to the front of the prop-
erty being sold . Mr . Savino replied affirmatively and further noted
that such signs could be used only when there is someone on the proper-
ty to take inquiries and not overnight or for an indefinite period of
time.
GENERAL:
Mr . Galizia announced that Mr . Savino and Mr . Heetmann had done a CO
inspection on property owned by Harold Hainey, located at 4313 Intra-
coastal Drive . Mr . Savino told the members that the property was found
to be in complete compliance of Code and so had been approved for the
CO.
Mr . Galizia then brought up the fact that several seedling-type trees
had been planted on the swale on the west side of AIA across from
properties on the east side of AlA numbered 3723 and 3801. These very

small trees , he continued , had been braced with broomsticks and other
odd stakes and noted that this was not aesthetically pleasing to the
eye or good for the Town ' s appearance . He suggested that the broom-
sticks and other stakes be replaced with small iron stakes or PVC pipe,
both of which he offered to make available . Mr . Savino stated that
these trees were being developed by a Town resident for future trans-
planting . However , Mr . Galizia contended that regardless of the future
use of the trees, the area should be made more attractive immediately
and informed the members that he would personally pursue the matter .
GREENING COMMITTEE:
Mr . Savino observed that time and changing personnel in some of the
condominiums and other buildings, as well as changes in some building
associations, have led to abuses regarding trimming of Town-donated
trees . According to Town ordinance, Mr . Savino continued , these trees
are not allowed to be trimmed or pruned by other than the Town . To en-
sure that these trees will be protected in the future, Mr . Savino said
that each will be identified with a plaque marked "Town of Highland
Beach . " Mr . Savino added that these plaques will distinctly identify
trees donated by the Town and be a reminder to unauthorized persons
that the trees are under the Town ' s protection .
Mr . Towner then brought the members up-to-date on donations received
and acknowledged . Mr . Galizia also advised Mr . Towner that 100 ' of
PVC pipe had been ordered at a cost of $19. 28 .
Regarding the tree that had been destroyed at 2909 S. Ocean Blvd . ,
(Wiltshire House) , Mr . Galizia noted that insurance monies for re-
placement had been received and Mr . Savino said that the new tree would
be planted in the spring .
ELECTIONS:
Mr . Galizia then called for nominations for officers of the Board and
a MOTION was by Mr . Towner/Mr . Littlejohn that the members re-elect
Mr . Galizia and Mr . Savino as Co-Chairmen , which MOTION carried unani-
mously with Mr . Galizia and Mr . Savino agreeing to continue to serve as
Co-Chairmen . On behalf of Mr . Savino and himself , Mr . Galizia then
thanked the members for their confidence and their help and assistance
in the past .
When Mr . Galizia called for nominations for Greening Committee
officers, a MOTION was made by Mr . Littlejohn/Mr . Heetmann for the
present officers to be re-elected , which MOTION carried unanimously
with Mr . Savino agreeing to continue as President and Mr . Towner agree-
ing to continue as Secretary/Treasurer .

Mr . Galizia then announced that Mr . Towner would be Inspector for the
month of December and that the next Regular Meeting would be held on
December 28, with the agenda closing on December 13.
There being no further business to come before the Board and upon
MOTION by Mr . Towner/Mr . Littlejohn , the meeting was properly ad-
journed at 10 : 05 A.M.
