1990.05.31_CAB_Minutes_Regular TOWN OF HIGHLAND BEACH COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES Thursday, May 31, 1990 May 31, 1990 The Regular Meeting of the Community Appearance Board was called to or- der in Commission Chambers at 9: 30 A.M. by Co-Chairman Guy Galizia . Deputy Town Clerk Doris Trinley called the roll . Present were Co- Chairman Galizia, Co-Chairman Frank Savino and Regular Members, John W. Littlejohn, Paul Heetmann and Doris Perrone . Alternate Member Yvonne Petritz was absent . Members of the general public were also present. Upon MOTION by Mr . Savino/Mr . Heetmann, the minutes of the April 26, 1990 meeting were approved with unanimous vote . On behalf of the members, Co-Chairman Guy Galizia welcomed Doris Perrone to the Board as a Regular Member and said they would look for- ward to working with her . Building Official Harry Heithaus then addressed the Board , advising illthat the owner , Gerald Marcy, had requested deletion from the agenda of final review for demolition and alterations of existing single family residence at 2425 S. Ocean Blvd . , Lot 130E. The Board honored this re- quest. NEW BUSINESS: Final Review for Single Family Residence, 4314 Tranquility Dr . , Block 3, Lot 6, Bel Lido. Submitted by Gary Gordon Construction Corp. for Valenti/Owner . Mr . Gordon addressed the members, saying that the architect and land- scape architect were present to answer any questions. Building Offi- cial Heithaus said that the lot itself is almost vacant, having been cleared of Australian pines and Brazilian pepper trees. During review, Mr . Savino questioned landscape architect, Mike Caistor , about the use of seasonal plantings and he replied this was noted be- cause it was not sure when the house would be completed . Regarding the question by Mr . Galizia as to the placement of palms, Mr . Caistor said they would be 12 ' apart. Noting that the properties on the south and north sides of the house had already been built out, a discussion took place regarding the use of hedges on these sides; Mr . Caistor said they would meet the 30" requirement . Savino pointed out the notation of several "future" plantings on he plans and Mr . Caistor replied that the notation meant plantings in these areas were not committed to at this time. Mr . Gordon assured the Community Appearance Board Regular Meeting - Minutes May 31, 1990 Page 2 of 3 Board that the owner would comply with Code when it came time to com- plete the landscaping of future plantings. However , it was the CON- SENSUS of the members that these areas be deleted from the plans ; Mr . Caistor complied, highlighting the areas and initialing same. The Board found the irrigation and lighting (house only; no uplighting) to meet Code requirements. After some further discussion a MOTION by Mr . Savino/Mr . Heetman was made as follows : The Board approves the plans as presented at this time for a single family residence at 4314 Tran- quility Dr . , Block 3, Lot 6, Bel Lido , Sheet L-1 dated 4/16/90 and irrigation dated 4/23/90. How- ever , if there is a lack of planting at the time of inspection, no recommendation for a C.O. will be given . Results of a roll call vote were: Mrs. Perrone AYE Mr . Heetmann AYE 0 Mr . Littlejohn AYE Mr . Galizia AYE Mr . Savino AYE OLD BUSINESS: Commissioner Harold C. Chambers then joined the members at the table to discuss proper shielding of the satellite dish installed on his proper- ty at 2524 S. Ocean Blvd . Mr . Savino stated that this issue did need to be addressed as the one palm installed to shield the dish was in- adequate. Commissioner Chambers asked the members for suggestions as to the type of canopy tree that would best accomplish shielding of the dish and was advised that silver or green buttonwood or black olive would be appropriate . Mr . Heetmann stressed that the tree purchased should be of a size that would assure shielding of the dish in an ap- propriate timeframe. The Commissioner thanked the members for their assistance and, in answer to Mr . Savino' s question, said that the canopy tree would be planted within the next week or two. Mr . Galizia made notation of the wall erected on the north boundary of property located at 2355 S. Ocean Boulevard and the fact that it was not painted on that side. After some discussion, it was agreed that the Co-Chairmen would check with the Building Official on this matter . Regarding upkeep of properties, Mrs. Perrone noted that some residences on the south end of the Town (west side) are not kept in accordance . Community Appearance Board Regular Meeting - Minutes May 31, 1990 Page 3 of 3 with Town Code, which creates an unfair situation for other property owners who comply with Code . Messrs. Savino and Galizia explained that this was a long-standing problem and , since most of these were rental properties, it was difficult to get cooperation from the tenants, as well as locate absentee owners. Mrs . Perrone suggested that the owners could be traced through tax rolls or utility billings and be contacted regarding bringing their properties up to Code . GREENING COMMITTEE: Mr . Savino advised that ten (10) trees had recently been planted in Town , three (3 ) of which were replacements for trees which had been destroyed by vehicular accident. Species of trees planted were royal palm, calophyllum and black olive. Mr . Galizia then announced the next meeting would be held June 28, with the agenda closing on June 13. Also , he advised that Mr . Littlejohn would be inspector for the month of June . There being no further business to come before the Board at this time, the meeting was adjourned upon MOTION by Mr .
