111 COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
Thursday, June 28, 1990 9. 35 A.M.
The Regular Meeting of the Community Appearance Board was called to or-
der in Commission Chambers at 9: 35 A.M. by Co-Chairman Guy Galizia .
Deputy Town Clerk Doris Trinley called the Roll . Present were Co-
Chairman Galizia , Co-Chairman Frank Savino and Regular Members John W.
Littlejohn and Doris Perrone . Regular Member Paul Heetmann and Alter-
nate Member Yvonne Petritz were absent .
Also present were Building Official Harry Heithaus and members of the
general public .
Upon MOTION by Mr . Savino/Mr . Littlejohn the minutes of the Regular
Meeting of May 31, 1990 were unanimously approved.
OLD BUSINESS
Mr . Galizia referred to a proposed amendment to Section 9-12. 1 of Town
Code (Satellite Antenna Systems) , which had previously been discussed
ON at length by the members at the April 26 Regular Meeting . A brief dis-
cussion took place regarding this issue and the members agreed that the
following proposed amendment to Section 9-12. 1 be recommended to the
Town Commission :
MOTION by Mr . Savino/Mrs. Perrone:
All Satellite dishes installed in the Town of Highland Beach
must be screened from public view.
A roll call vote resulted as follows :

NOTE: The transmittal memorandum to the Town Commission, is attached
hereto and made part of these Minutes.
NEW BUSINESS:
Preliminary Review for Demolition of Existing Structure and Building of
a New Single Family Residence, 4005 S. Ocean Blvd . , Lot 52E. Submitted
by John D. Conway, Architect, for Ramaglia (Owner) .
Because of the slope of the land , Mr . Conway advised that boulders were
AN to be used as a "retaining wall" in conjunction with the landscaping to
create a terraced effect . The members were also told that only low

F voltage lighting would be utilized on the exterior , with no lighting at
all on the ocean side. Mr . Heithaus noted that due to new regulations,
the applicant must also go to Palm Beach County to get impact fees, as
well as sanction for the project from the Beaches and Shores Council ,
before a permit can be issued .
After some further discussion, a MOTION by Mr . Savino/Mr . Littlejohn
was made as follows :
The Board approves the landscape , lighting and irrigation
plans, Job T90-01990, Sheets 1, 2 and 3, as submitted by
John D. Conway, Architect, for a single family residence
at 4005 S. Ocean Blvd . , Lot 52E.

It was the CONSENSUS of the members that this review be considered
Final also and the applicants were so informed .
Preliminary Review for Addition to Existing Single Family Residence,
3519 S. Ocean Blvd. , Lot 82E. Submitted by Gregory Miklos, Architect,
for Germain (Owner) .
Mr . Miklos informed the members that approximately 1600 sq. ft. were
being added to the existing structure, including an elevator . The
Building Official advised that the addition would cause little change
to the existing footprint . After some further discussion, a MOTION by
Mr . Savino/Mrs. Perrone was made as follows :
The Board approves the plans as submitted by Gregory Miklos,
Architect, dated 5/22/90, Sheets A-1 through A-9 for an Addi-
tion to single family residence at 3519 S. Ocean Blvd . , Lot
82E.
It was the CONSENSUS of the members that this review also be considered
Final and so informed the applicant.
Preliminary Review for Demolition and Alteration to Existing Single
Family Residence, 2425 S. Ocean Blvd . , Lot 130E. Submitted by Gerald
Marcy (Owner) .
Mr . Marcy, project architect Nicholas Barbrie and Bernard Turner of
Mangus Nurseries joined the members for this review. Mr . Turner ad-
vised that an existing coconut palm will be transplanted to the east
side; he added that new plantings will be of specimen quality and salt
resistant . Because this is an alteration, Mr . Turner continued, land-

scaping will be confined to those areas in the immediate vicinity of
the house; all other plantings will remain untouched. Other aspects
discussed were exterior colors, pavings and roofing to be employed .
After some further discussion, a MOTION by Mr. Littlejohn/Mr . Savino
was made as follows :
The Board approves the plans as submitted, Commission
Number 10189, dated April 1990, Sheets A-1 through A-9,
for demolitiion and alteration to existing single family
residence at 2425 S. Ocean Blvd . , Lot 130E.
Again , the Board advised the applicant of their CONSENSUS that this
review was also considered Final .
Final Review for Fence Along Property Line, 2525 S. Ocean Blvd. , Lot
126E. Submitted by Pendergast Fence for Worley (Owner) .
Mr . Savino was particularly familiar with this property and questioned
Charlie Pendergast, who will do the installation , about several fac-
tors . They discussed an existing fence on the property to the north,
which is shielded completely with ficus hedge . Mr . Pendergast assured
that the fence to be installed would be the same, i .e. , 6' high chain
914 link covered in black vinyl . The seagrapes along the east side would
remain, Mr . Pendergast said . Mr . Savino requested of Mr . Pendergast
that the newly installed fence form a continuum of the existing fence
on the north side and Mr . Pendergast initialed the plan to this effect,
namely, that he would shield the vinyl fence, on the north and west
sides, except for the gate on the west side, with ficus 48" to 52" in
height, which should grow to the 6 ' height in three months or so. It
was noted that taller ficus than the height agreed to were not availa-
ble .
The following MOTION was then made by Mr. Savino/Mrs. Perrone:
The Board approves the plans for a fence, as amended,
for 2525 S. Ocean Blvd . , Lot 126E, as submitted by
Pendergast Fence Co . The west and south sides of the
fence, except for the gate on west side, shall be
shielded with ficus hedge 48" to 52" in height.

7 Final Review for Fence, 4216 Intracoastal Dr . , Lot 23, Bloc 4, Bel
Lido. Submitted by D. Canova (Owner) .
Because this was a very small project, involving only a section of a
wood shadowbox-type fence, the members required little time to come to
a MOTION, made by Mr. Littlejohn/Mrs. Perrone, as follows :
The Board approves the plans as submitted for a fence at
4216 Intracoastal Drive, Lot 23, Block 4, Bel Lido , as sub-
mitted by D. Canova (Owner) .

Amended Site Plan Review for Triplex p at 4517 S. Ocean Blvd , Lot 16E.
Submitted u fitted by Peter Dinigris (Owner) .
Architect Jack Hawk presented an artist' s conception of the structure,
which included the changes made. These had to do with moving one
garage door , adding two balconies with access doors and re-configura-
tion of one decorative wall . Mr . Savino noted that the changes were
014 not drastic and also that the landscaping had been approved in 1989.
Mr . Heithaus advised that per Town Code these changes necessitated the
amended plans being reviewed by both the Planning Board and the Com-
munity Appearance Board .
After some further discussion , a MOTION by Mr . Savino/Mr. Littlejohn
was made as follows :
The Board approves amended plans for triplex at 4517
S. Ocean Blvd. , Lot 16E, submitted by Peter Denigris
This project concluded the New Business portion of the agenda .
GREENING COMMITTEE
Due to recent storms and heavy rains, Mr . Savino noted that two trees
at the south end of the Town may need to be replaced . He will see to
this situation .
OTHER
Mr . Galizia referred to his question during the May 31 Regular Meeting
regarding an unpainted wall on the north boundary of property located
at 2355 S. Ocean Blvd. He stated Mr . Heithaus had advised that the
owners of the property which the unpainted wall faces (Cote d'Azure in
AwDelray Beach) would not allow anyone on their property to paint it as

the wall itself was the subject of current litigation . Mr . Heithaus,
who was still present at the meeting , then proceeded to give the
members an update, saying all concerned parties had recently had a
court date and were now awaiting a decision from the judge assigned to
the case.
There being no further business to come before the Board at this time,
the meeting was adjourned upon MOTION by Mr . Savino/Mrs. Perrone at
10: 50 A.M.

ANTENNA SYSTEMS)
During our Regular Meeting of June 28 , 1990 , the following Motion
was made, and unanimously supported, to recommend to the Town
Commission that Section 9-12. 1 be amended to include:
"All satellite dishes installed in the Town of
Highland Beach must be screened from public view. "
This recommended amendment is respectfully submitted for your con-
