COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
Thursday, October 25, 1990 9: 30 A.M.
Co-Chairman Guy Galizia called the Regular Meeting of the Community Ap-
pearance Board to order in Commission Chambers at 9: 30 A.M.
Deputy Town Clerk Doris Trinley called the roll . Present were Mr .
Galizia , Co-Chairman Frank Savino , Regular Members Paul Heetmann and
Doris Perrone and Alternate Members Yvonne Petritz and Frank Arenella .
Regular Member John W. Littlejohn was absent.
Also present were Building Official Harry Heithaus and members of the
general public .
On behalf of the members, Mr . Galizia welcomed Alternate Member Frank
Arenella, saying they would look forward to working with him in the
future .
Mr . Galizia also announced that in the absence of Regular Member John
W. Littlejohn , who was hospitalized for knee surgery, Alternate Member
Yvonne Petritz would sit as a Regular Member for this meeting .
e Upon MOTION by Mr . Savino/Ms. Petritz, the minutes of the Regular Meet-
ing were approved with unanimous roll call vote .
Upon MOTION by Mr . Savino/Mr . Heetmann, , the minutes of the Special
Meeting of October 17 were approved with unanimous roll call vote .
NEW BUSINESS
Before proceeding to items on the agenda , Mr . Galizia noted that recom-
mendation for issuance of a Certificate of Occupancy for a triplex at
4517 S. Ocean Boulevard , Lot 17E (Dinigris/Owner) , would be deleted as
this matter was the subject of the Special Meeting held on October 17,
at which time such recommendation was made to the Building Department.
Amended Site Plan Review for Landscape at 2352 S. Ocean Blvd. , Lot 135W
Submitted by Gregory C. Miklos Architect for Balsam (Owner) .
Mr . Miklos joined the members at the table, advising that the landscape
architect, Jeff Blakely of Blakely & Associates, could not be present
due to illness . Mr . Miklos further advised that the plans to be re-
viewed by the Board reflected a budgeted $10, 000 increase over the pre-
viously submitted plans ($25, 000 to $35, 000 ) .
A discussion took place regarding the fact that these plans included
some species that had to be substituted for those shown on original

plans because they were no longer available from nurseries due to the
1989 freeze. During this time, the members were presented with copies
of a letter Mr . Blakely had sent to Mr . Miklos, outlining additions
and/or changes and the reasons why same were made . (A copy of this
letter is attached to and made part of these minutes. )

Mr . Savino noted the difficulty of reviewing the plans without the
landscape architect being present to answer questions the members may
have . Delay of review until the landsacpe architect was available was
briefly considered; however , since the landscaping had not yet been be-
gun, and in the interest of time for the property owner , it was the
consensus of the members to review the plans at this time, keeping in
mind that CAB recommendation for approval would ultimately be necessary
for a Certificate of Occupancy. Mr . Galizia noted that the landscape
architect' s presence would be necessary when inspection for a C.O. took
place.
During review, Mr . Savino noted the inclusion of a chain link fence on
the plans . Mr . Miklos assured the members that this should have been
previously deleted and initialled the plans to the effect that the
fence would not be included .
After careful review, the members agreed that the landscape plans ap-
peared to be tastefully done and in compliance with Code . They then
reviewed changes in irrigation plans, finding them in compliance also .
It was noted that there were no changes to lighting plans. Also dis-
cussed and reviewed was the color change to exterior walls, including
trim, which the members found acceptable.
AmilConcluding discussion and review, the following MOTION was made by
Mr . Savino/Ms. Petritz:
The Board approves amended landscape plans, irrigation plans
(dated 10/8/90, pages 1, 2 and 3) and exterior color change for
the single family residence at 2352 S. Ocean Blvd . , Lot 135W;
Applicant : Gregory C. Miklos, Architect, for Balsam (Owner) .
A roll call vote met with unanimous approval .
Final Review for Sales Trailer at 3425 S. Ocean Blvd. , Lot 90E. Sub-
mitted by Highland Park Development, Inc. (Owner) .
Mark Rothenberg, representing Highland Park Development, Inc . , joined
the members at the table for plan review. He assured the members that
the plans were in compliance with Xeriscape requirments, stating the
lot would be fully covered with landscaping and sod with proper irriga-
tion for same. He further advised that the trailer would be placed on
top of the dune, west of the CCCL, with a road winding up to it. Mr .
Rothenberg also noted that two trees on the west boundary of the lot
will remain; however , one of the two will eventually be moved to a dif-
ferent area on the property. A picture of the trailer to be used ,
Gelco Model GSD-1248, was presented for the members' information .
Questioned by Mr . Savino as to what would become of the lot should the
project not be started , Mr . Rothenberg replied that in order to gain
"Town Commission approval (received October 17 ) he had to agree to the

stipulation that should the project not proceed , Highland Park Develop-
ment, Inc . would allow the landscaping of the lot to remain in place ,
as well as landscape to minimum requirements the area where the trailer
would be removed.
After some further discussion, the following MOTION was made by
Ms. Petritz/Mr . Heetmann:
The Board approves plans as submitted by Highland Park
Development, Inc . for a Sales Trailer at 3425 S. Ocean
Blvd . , Lot 90E, Project 90083, File No . 9, Sheet L1 of 1.
A roll call vote met with unanimous approval .
RECOMMENDATIONS FOR CERTIFICATE OF OCCUPANY:
1) Single Family Residence, 2355 S. Ocean Blvd. , Lot 17E
for Lahage (Owner) .
Mr . Savino stated that he and Mr . Galizia had inspected this prop-
erty on October 16 and found the landscaping and irrigation to be in
compliance with Code . A discussion with Bernard Turner regarding a
tree placed very close to the structure, resulted in the agreement
4 that if the tree is trimmed periodically no problem should arise
regarding damage to the exterior wall of the structure.
2) Single Family Residence, 2908 S. Ocean Blvd. , Lots 110/111W
for DiRenzo (Owner) .
This property was also inspected on October 16, Mr . Savino stated ,
adding that he and Mr . Galizia found the landscaping and irrigation
to be in compliance with Code . Mr . Savino noted that one section
of the landscaping , which called for flowering annuals, was not yet
planted; however , they were assured that this would be done shortly.
Recommendations for approval of a Certificate of Occupancy for both the
aforementioned properties were signed by Co-Chairmen Savino and Galizia
for transmittal to the Building Department.
OTHER BUSINESS:
For the record , Mr . Galizia said that on October 12 he and Mr . Savino
had re-inspected the Salimbene residence at 4408 Intracoastal Drive, on
which property a $500 bond had been posted for replacement of three (3)
gieger trees when the original inspection for a Certificate of Occu-
pancy took place on August 17. Mr . Galizia then stated that at the
October inspection it was found these trees had been replaced and the
landscaping was now in compliance with Code; therefore a request for

bond release ($500) had been transmitted to the Building Department
immediately upon the conclusion of the re-inspection .
GREENING COMMITTEE:
No report.
GENERAL:
Before concluding the meeting , Mr . Galizia suggested that for the bene-
fit of new CAB members a review of Community Appearance Board guide-
lines and the sign ordinance be considered for a future session. He
then announced that the Inspector for November would be Mr . Savino and
the next meeting was scheduled for November 29, with the agenda closing
on November 14.
There being no further business to come before the Board at this time,
the meeting was adjourned upon MOTION by Mr. Savino/Ms. Petriz at
10: 30 A.M.

Dear Mr. Miklos:
We have ammended the landscape planting plans for the Balsam
Residence for the following reasons : the original planting plan
for the residence was prepared prior to the freeze of 1989 and
since that time, many large materials have become almost
impossible to locate, necessitating changes and modifications to
the species selection; more cold tolerant species were also
introduced , while respecting the use of materials exhibiting
xeriscape ideals of low energy requirements and water
conservation ' (we are especially sensitive to this since our work
at The Narrows at Jonathan' s Landing was chosen for the cover
photograph of the South Florida Water Management District' s
Xeriscape Manual) ; finally, we felt that a landscape that
n more appropriately respects the scale of the residence was
necessary and would provide more privacy from adjacent property
and the traffic . along AlA.
The result of these revisions has produced a landscape that
is responsive to its environment (i .e: windy, salty , susceptible
to tidal fluctuations) while respecting the complementary needs
of the architecture and the owners' desire for a mixed tropical
planting with color and texture. Tall sabal palmettos will lend
scale to the residence while a Senegal date palm, Everglades
palm, ligustrum canopy trees, coconut palms and bouganvillea will
create a hardy exterior richness in the planting palette .
Other native species (besides the Everglades palm and
sabals) employed include cocoplum, green buttonwood and silver
buttonwood for screening .
