1990.11.29_CAB_Minutes_Regular TOWN OF HIGHLAND BEACH COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES Thursday, November 29 , 1990 9: 34 A.M. Co-Chairman Guy Galizia called this Regular Meeting of the Community Appearance Board to order in Commission Chambers at 9: 34 A.M. Deputy Town Clerk Doris Trinley called the roll . Present were Mr . Galizia , Co-Chairman Frank Savino , Regular Members Paul Heetmann, John W. Littlejohn and Doris Perrone and Alternate Members Yvonne Marie Petritz and Frank Arenella . Also present were the Building Official and members of the general public . Upon MOTION by Mr . Savino/Ms. Perrone, the minutes of the October 25 Regular Meeting were unanimously approved . NEW BUSINESS Amended Site Plan Review for Existing Single Family Residence at 3519 S . Ocean Blvd . , Lot 82E. Submitted by Gregory Miklos , Architect for Germain (Owner) . NOTE: Co-Chairman Galizia noted for the record that the agenda was in error as it reflected an amended site plan review re landscaping , when , in fact, the members were to review an amended site plan only. Architect Gregory Miklos addressed the members, explaining the changes to the plans . He said that when the owner , Mr . Germain , received bids for originally approved plans, he found the cost to be prohibitive and asked Mr . Miklos to scale the project down . Consequently, the plans now called for only a partial second-floor addition over the garage , to include a bedroom, bathroom and sitting-room for live-in help that Mr . Germain must have due to ill health. Mr . Miklos assured the mem- bers that landscaping on the property would remain as is . Some discussion followed , with Mr . Miklos answering questions posed by the panel . Included in this exchange was the fact that a new roof will also most probably be added to the residence . If this is done, he said Spanish terra cotta will be employed , blending the old roof with the new roof . The second floor addition , he added , will have a stucco ex- terior , painted white to match the existing color . fl l Community Appearance Board Regular Meeting - Minutes ANovember 29, 1990 Page 2 of 3 The following MOTION was then made by Mr . Littlejohn/Mr . Savino: The Board moves to approve the amended site plan for property at 3519 S. Ocean Blvd. , Lot 82E, as submitted by Gregory C. Miklos, Architect, for Germain (Owner) ; Commission No . 7190, dated 9/28/90. A roll call vote met with unanimous approval . GREENING COMMITTEE: For their information, Mr . Savino apprised the members that approxi- mately 40 plaques on donated trees had been destroyed; in some cases even the pole which held the plaque was removed. He said this con- dition was only found northward from the Monterrey House; no damage was noted on the south end of the Town . Mr . Savino advised that he had checked with managers of the buildings involved to ascertain if land- scaping personnel had possibly done this damage, but found some damage from this source only at the Coronado . Therefore, he stated , it ap- peared the destruction had been deliberate. Mr . Savino told the mem- bers the Town Manager had approved a message on Government Channel 12, which in effect asks any resident who has any knowledge whatsoever of this damage to please call the Police Department or Town Hall . As to replacing the plaques, Mr . Savino said he had no plans to so immediate- ly. ELECTION OF OFFICERS: Although not appearing on the agenda , Mr . Galizia reminded the panel that Election of Officers usually takes place during the Regular Novem- ber Meeting . It was the CONSENSUS of the members to accomplish this and brief discussion took place before Mr . Heetmann/Mr . Littlejohn made the following MOTION: That Guy Galizia and Frank Savino continue as Co-Chairman of the Community Appearance Board for another year . A roll call vote met with unanimous approval . The Co-Chairmen thanked the members for their support, with Mr . Savino encouraging all the members to exhibit enthusiasm for the work of the Board and to familiarize themselves with the plans of projects they must review as agenda items. He also asked that they carefully review minutes of meetings that are submitted for their approval . In this regard, Mr . Galizia said that he would like a review of the elements pertaining to the Board ' s responsibilities, to include aesthetics, landscaping and the sign ordinance . He also advised that he would be the Inspector for the month of December . There being no further business to come before the Board at this time, and upon MOTION by Mr . Littlejohn/Mr .
