COMMUNITY APPEARANCE BOARD
SPECIAL MEETING - MINUTES
Wednesday, January 16, 1991 9: 30 A.M.
Co-Chairman Guy Galizia called this Special Meeting to order in Commis-
sion Chambers at 9: 30 A.M.
Deputy Town Clerk Doris Trinley called the roll . Present were Co-
Chairman Galizia, Co-Chairman Frank Savino , Regular Members John W.
Littlejohn, Paul Heetmann and Doris Perrone and Alternate Members
Yvonne Marie Petritz and Frank Arenella.
Also present were Building Official Harry Heithaus and members of the
general public.
Mr . Galizia stated that the purpose of this meeting was to give pre-
liminary/final project review to plans for a single family residence at
2359 South Ocean Boulevard, Lot 136E, submitted by Ince and Hertel for
Lahage (owner) .
Peter Ince and Bernard Turner of Mangus Nurseries were then invited to
join the members for plan review.
Mr . Ince identified the lot location (one lot south of the last ocean
lot in Town in the area known as Byrd Beach) and advised that a con-
tract was already in place for the proposed residence, which would
total approximately 8500 square feet and have 6 bedrooms, 6 baths, 2
half-baths and a 4-car garage. He noted the lot size to be 100 ' wide
by 400+ feet deep, as measured from the mean high water mark.
Substantial discussion was generated by the proposed addition of a
6 ' high wall , 55 ' in length, to be of CBS construction, that had been
included in the plans by Mr . Ince at the Planning Board review on
January 9, and which that Board had approved in its review. Mr . Ince
told the members that it would be built on the north side of the
property and placed west of the CCCL. Its purpose, he said, was to
ensure privacy of the pool area. When questioned by the members, Mr .
Ince said it would be painted the color of the house and Mr . Turner
said that landscaping would be included (green buttonwood) for a
softening , more natural effect . It was also determined that because of
the configuration of the lot, the wall would not be visible from AlA
level . Advising that the wall would be built before construction on
the residence began, Mr . Ince invited the members to inspect it, should
they desire to do so, when it was completed .
Color swatches for the exterior of the project were presented to the
/R� members by Mr . Ince .
ei, During landscape review, Mr . Turner stated that all materials proposed
were similar in species and quality to the other lots developed thus
far in that area. Mr . Heithaus assured that the landscaping met the
requirements of Town code.

Irrigation review generated a discussion of "flooding" on the east side
of AlA when sprinklers are in use. Mr . Ince said he had taken action
to correct this problem on another lot in the area and on the property
now under review he would crown the swale area so it would have a
sideward pitch, thus alleviating this situation .
After some additional discussion and review, Mr . Savino/Mr . Littlejohn
made the following MOTION:
The Community Appearance Board gives preliminary/final
approval to project plans, including the addition of a
6 ' high fence, 55 ' in length, on the north side of the
property west of the CCC1 , for a single family residence
at 2359 South Ocean Boulevard , Lot 136E, as submitted by
Ince and Hertel Hertel for Lahage (owner) ; Job No . T90-01214,
Sheets 1 through 6, dated 12/14/90.
Roll call resulted in unanimous favorable vote.
There being no further business to come before the Board at this time,
the meeting was adjourned upon MOTION by Mr . Savino/Mr . Heetmann at
9: 55 A.M.
