REGULAR MEETING - MINUTES
Thursday, February 28, 1991 9: 30 A.M.
Co-Chairman Guy Galizia called the Regular Meeting of the Community Ap-
pearance Board to order at 9: 30 A.M. in Commission Chambers.
Deputy Town Clerk Doris Trinley called the roll . Present were Co-
Chairman Galizia, Co-Chairman Frank Savino , Regular Members John W.
Littlejohn, Paul Heetmann and Doris Perrone and Alternate Member Frank
Arenella . Alternate Member Yvonne Marie Petritz was absent .
Also present were Building Official Harry Heithaus and members of the
general public.
Upon MOTION by Mr. Littlejohn/Mr . Heetmann, the minutes of the Regular
Meeting of January 31, 1991 were approved with unanimous vote .
Mr . Galizia advised that the agenda would be amended to include the
following:
Final Review for Treatment of Exterior Walls for Boca Cove
014 Villas, 4513 S. Ocean Blvd. , Lot 17E.
Final Review for sign replacements for Boca Highland Center ,
4720 S. Ocean Blvd. , Lots 1W and 2W.
Certificate of Occupancy Recommendations for :
1) Villa Costa, 3210 S. Ocean Blvd. , Lot 101W.
2) Villa Mare, 3211 S. Ocean Blvd . , Lot 101E.
3) Single Family Residence, 2352 S. Ocean Blvd . , Lot 135W.
The members had no objection to these agenda additions.
Because no representative of the regularly scheduled agenda item was
present for the review at this time, (amended site plan, 2425 S. Ocean
Blvd. , Lot 130E) , the members proceeded to review the first agenda
amendment.
Final Review for Treatment of Exterior Walls for Boca Cove Villas, 4513
S. Ocean Blvd. , Lot 17E; submitted by J.A.B. Construction, Inc. , Con-
tractor .
Robert Hain of J.A.B. Construction addressed the Board, explaining that
a portion of the exterior walls at Boca Cove Villas had previously been
treated with T-111 and this finish had deteriorated badly. He said
that the change requested was only to repair these walls and then give
them a stucco finish to match other existing exterior walls. Color

samples were presented by Mr . Hain.
Building Official Heithaus noted that T-111 as an exterior surface in
beach conditions had not proven to be a good one and said that the
change requested would be an improvement .
Concluding discussion , the following MOTION was made by Mrs . Perrone/
Mr . Heetmann :
The Community Appearance Board approves plans for a change
in surface of those exterior walls now finished with T-111 to
stucco as submitted by J.A.B. Construction , Inc . (Contractor)
for Boca Cove Villas, 4513 S. Ocean Blvd . , Lot 17E.
Roll call resulted in unanimous favorable vote .
Final Review for Sign Replacements for Boca Highland Center , 4720 S.
Ocean Blvd . , Lots 1W and 2W; submitted by Boca Highland Center , Inc .
Ed Fanning , Manager of Boca Highland Center , told the members that the
existing large permanent sign had been deteriorated by termites ; the
new one would be erected in the same position as the existing one and
be constructed of aluminum with stucco finish and would employ interior
illumination . The entry and exit sign replacements would be of differ-
ent design than the existing , he said , and would measure 1 ' x 3 ' .
Mr . Heithaus advised that all the proposed replacements were within
Town Code requirements and the large sign would most likely be less
than the allowed 10 sq. ft . because of rounded edges .
After some further discussion and review, Mr . Savino/Mrs. Perrone made
the following MOTION:
The Community Appearance Board approves sign replacements
for Boca Highland Center , 4720 S . Ocean Blvd . , Lots 1W and
2W, to include one (1) large permanent sign and one (1) each
entry and exit signs, as submitted by Boca Highland Center ,
Inc .
Roll call met with unanimous favorable vote .
It was then determined that representatives of the regularly scheduled
agenda item were now present and review took place for the following :
Amended Site Plan for Single Family at 2425 S. Ocean Blvd . , Lot 130E;
submitted by T.C.B. of S. Florida for March (owner) .
Owner Gerald Marcy and Nicholas Barbrie, Architect , addressed the
members and apprised them of the planned amendment to previously ap-
proved plans ; i .e. , the inclusion of an enclosed "look-out" space with
a gazebo appearance on the second floor .

Mr . Heithaus advised that the change would require a roof line change ,
but this would not affect the requirments of Town Code and the project
was still in compliance.
After review and discussion, Mr . Savino/Mr . Littlejohn made the follow-
ing MOTION:
The Community Appearance Board approves the amended site
plan for a single family residence at 2425 S . Ocean Blvd . ,
Lot 130E as submitted by T.C.B. of S . Florida Eor Marcy
(owner) , Job 9002, revised 1/21/91, Sheets A-4, A-6, A-7
and A-8.
Roll call met with unanimous favorable vote .
RECOMMENDATIONS FOR CERTIFICATES OF OCCUPANCY
1) Villa Costa, 3210 S . Ocean Blvd . , Lot 101 West
2) Villa Mare, 3211 S. Ocean Blvd . , Lot 101 East
Developer Philip Colman and General Contractor (Stolte) representative
Bill Bullen were in attendance .
f'Th Mr . Savino stated that besides himself, Co-Chairman Guy Galizia and
Regular Members John W. Littlejohn and Paul Heetmann , as well as
Alternate Member Frank Arenella , had made the inspections of these
projects.
While the landscaping was not in compliance with approved plans , Mr .
Savino said , the substitutions used , as well as additional plantings
not previously called for in the plans, made up for the changes . He
said the inspecting members had been advised that the changes were
necessary due to the freeze of 1989 which made some of the called-for
species unavailable .
Lighting on the Villa Mare building was acceptable, Mr . Savino said;
however , he said lighting on the Villa Costa building appeared a bit
harsh and suggested that Mr . Colman consider lower density on this
site .
Regarding signage, it was noted that the signs were hard to read during
daytime and Mr . Colman advised that these were being changed in color
to be more easily read .
A MOTION by Mr . Savino/Mr . Littlejohn to recommend Certificates of Oc-
cupancy for these projects met with unanimous approval of the members .
Mr . Colman thanked the members for their recommendation and asked to be
heard at this time regarding a problem being encountered because of

some black olive trees planted in the area of the decorative pond lo-
cated in front of the Villa Costa site . He said the leaves shed from
these trees have created an enormous maintenance problem in that they
were extremely difficult to clear from the pond and the surrounding
area . He asked if they might be replaced with another accepted
"cleaner" species .
Mr . Galizia read into the record that portion of Chapter 28-1/2 which
prohibits the destruction of certain species , including black olive,
and Mr . Colman acknowledged the Code , inquiring if he might then trans-
plant them to another section of the site .
After some discussion , it was the CONSENSUS of the members to table Mr .
Colman' s request at this time .
3) Single Family Residence, 2352 S. Ocean Blvd . , Lot 135W,
Balsam (Owner) .
Mr . Savino informed the members that he had done the inspection of this
site and found it to meet all requirements pertinent to the C.A.B.
Upon MOTION by Mr . Savino/Mr . Heetmann, the members voted unanimously
to recommend a Certificate of Occupany for the project .
GREENING COMMITTEE
Mr . Savino advised he had placed an order for 20-some plaques for do-
nated trees to start replacement of the plaques that had been vandal-
ized/destroyed in recent months. He also mentioned a conversation with
the Town Manager wherein he had requested that the possibility of
having warning signs from the Police Department to discourage further
destruction of plaques be considered .
OTHER
Mr . Galizia referred to the sign ordinance and read pertinent sections
into the record which disallowed attachments (balloons, etc .) to adver-
tising signs . He asked the Building Official to ensure that all pro-
jects in Town comply with the Code .
Mr . Galizia announced that the next Regular Meeting is scheduled for
March 28, with the agenda closing March 13, and that Mr . Savino would
be inspector for the month of March.
There being no further business to come before the Board at this time ,
the meeting was adjourned at 10: 25 A.M. upon MOTION by Mr . Galizia/Mr .
Littlejohn .
