COMMUNITY APPEARANCE BOARD

REGULAR MEETING - MINUTES
Thursday, May 30, 1991 9: 30 A.M.
Co-Chairman Guy Galizia called the Regular Meeting to order in Commis-
sion Chambers at 9: 30 A.M.
Deputy Town Clerk Doris Trinley called the roll . Present were Mr .
Galizia , Co-Chairman Frank Savino , Regular Members John W. Littlejohn ,
Paul Heetmann and Doris Perrone and Alternate Member Frank Arenella .
Alternate Member Yvonne Marie Petritz was absent .
Also present were Building Official Harry Heithaus and Talent Bank
Applicant Vinnie Gordon .
Mr .Upon MOTION by M . Savino/Mr . Heetmann , the Minutes of the Regular
Meeting of April 25, 1991 and the Special Meeting of May 7, 1991 were
approved with unanimous favorable vote .
NEW BUSINESS:
r Preliminary Review for Addition to Existing Single Family Residence at
4216 Tranquility Drive , Block 5, Lot 6, Bel Lido . Submitted by Archi-
tect Donald T. Smith for Susskind (Owner) .
The Co-Chairmen invited Mr . Smith to address the members and describe
the additions to be made to the residence . Among areas discussed
during Mr . Smith ' s presentation were :
.existing residence is a one-story structure, approximately
20 years old .
. first floor expansion calls for addition of a family room
and new entrance , plus enlargement of an existing bedroom.
. second floor addition will include 3 bedrooms and 3 baths .
. landscaping will include :
- removal of 4 ficus trees on north side to be
replaced with black olive trees (Building
Official Heithaus advised that this was per-
missable according to Code , as long as the trees
to be removed were placed with equal or like kind;
black olive trees meet this criteria .) All other
4 trees on the property will remain .
L - shrubbery and ground cover will be added to
landscaped areas (all Xeriscape approved) .

- during construction trees will be protected
with stakes and temporary barricades (the Building
Official said Town Code specifically provides for
protection of trees during construction) .
- two new walls, 5 ' high, will be built to include
a wrought iron gateway; these will be placed 3 '
behind existing lower walls so that a planter-type
effect can be created .
The members then covened to the table for further review. Concluding
same, the following MOTION was made by Mr. Savino/Mr . Littlejohn:

Before addressing the next agenda item, Mr . Galizia recognized Talent
Bank Applicant Vinnie Gordon and welcomed her to the meeting.
OLD BUSINESS
Mr . Galizia advised that he and Mr . Savino had addressed the Town Com-
mission at their April Workshop Meeting regarding concerns raised by
the members that the bike path repairs now going on did not extend to
taking care of horizontal tree roots that could do damage to the path
in a very short time. The Town Commission' s response, he said , was
that this information should have been presented to them before the
extent of the job was finalized; nothing could be done at this time .
Mr . Savino advised he had asked Town Manager Mary Ann Mariano about the
legality of a Code change to give the Board jurisdiction over proper-
ties not properly maintained (other than groundskeeping) . He said the
Town Manager ' s reply was that this was an area only under the juris-
diction of the Code Enforcement Board , with Citations being issued by
the Code Enforcement Official (Mr . Heithaus) or the Police Department.
Mr . Heithaus reminded the members that as individual residents they
were welcome to report and sign a complaint form against any property
91, they felt needed to be inspected by him for Code violations.

Mr . Galizia told the members that he and Mr . Savino had taken part in
the Town Commission Special Meeting on May 7 when a tree had been
planted on Town Hall property in recognition of Arbor Day; it was dedi-
cated to Mayor Boulay. It was noted that for a third consecutive year
the Town had been designated a "Tree City USA" by the National Arbor
Day Foundation .
A short discussion took place regarding property at 4217 South Ocean
Boulevard, wherein it was noted several changes had been made that were
not approved in the original plans (driveway area , walkways, landscap-
ing) . The Building Official told the members he was aware of these
changes and because of them the project would have to come back through
the Planning Board and Community Appearance Board . He said amended
plans had not been presented to the Building Department as yet and
assured the members that no C.O. inspection would be called for until
amended plans, which reflected all changes, had been reviewed and
approved by both Boards.
Mr . Savino told the members he had inspected live oak trees at 3425
South Ocean Boulevard , Lot 90E, on May 17 and found them to have sur-
vived. Therefore, he said , he had written a memorandum, with copies to
the Building and Finance Departments, instructing that the monies being
Aftheld on deposit for their possible replacement be returned to owner
H' 7Mark Rothenberg , who had posted the deposit monies.
GREENING COMMITTEE
No report.
OTHER
Mr . Galizia advised the Inspector for June would be Mr . Littlejohn and
the next meeting would be June 27, with the agenda closing June 12.
Noting that their terms of office expired this month, Messrs. Savino
and Galizia thanked the members for their cooperation and support, say-
ing it had been a pleasure to work with them. They also thanked Build-
ing Official Heithaus for his assistance and advice regarding the work
of the Board and Recording Secretary Doris Trinley. The members in
turn thanked the Co-Chairmen for their fine contributions to the Board
and the Town, saying it was their hope that both would be reappointed
by the Town Commission.
There being no further business to come before the Board at this time,
the meeting was adjourned upon MOTION by Mr . Savino/Mr . Heetmann at
10: 10 A.M.
