TOWN OF HIGHLAND BEACH
(M4 COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
Thursday, October 31, 1991 9: 30 A.M.
Chairman Guy Galizia called the Regular Meeting to order in Commission
Chambers at 9: 30 A.M.
Deputy Town Clerk Doris Trinley called the roll . Present were the
Chairman and Regular Members John W. Littlejohn , Paul Heetmann , Doris
Perrone, Elvine Gordon , Frank Arenella and Yvonne Marie Young .
Also present were Building Official Harry Heithaus and members of the
general public .
Before addressing the agenda , Chairman Galizia welcomed Mr . Arenella
and Mrs . Young to their first meeting as Regular Members. (Ordinance
No . 617 , 10/1/91, eliminated Alternate Member status) .
Upon MOTION by Mr . Littlejohn/Mr . Heetmann, the minutes of the
September 26, 1991 Regular Meeting were unanimously approved .
NEW BUSINESS
"""S Preliminary Review for Single Family Residence at 2444 S . Ocean Blvd . ,
Lot 129W. Submitted by Dr . Howard J. Rudnick (Owner) .
Pauline Rudnick represented her husband , Dr . Howard J . Rudnick, and ad-
vised the members that a representative from the architect ' s firm was
present to answer questions, as was the landscape architect, Ray Wall .
Building Official Heithaus noted the plans were in conformance with
Town Code and said final approval could be given today should the
members so desire .
The members convened to the table where lengthy review and discussion
took place and during which Mr . Wall advised that all existing trees
would remain , as well as others added . He also noted that all land-
scaping would be Xeriscape approved . The architect ' s representative
answered questions relating to the structure itself .
Concluding review, Mrs . Perrone/Mr . Arenella made the following MOTION:
THE COMMUNITY APPEARANCE BOARD GIVES FINAL APPROVAL
TO PLANS FOR A SINGLE FAMILY RESIDENCE AT 2444 SOUTH
OCEAN BOULEVARD, LOT 129W, SUBMITTED BY DR. HOWARD J.
RUDNICK; AMES DESIGN CORPORATION, JOB NO. 911460, DATED
9/20/91 AND REVISED 9/21/91.
Roll resulted in unanimous favorable vote .

Final Review for Permanent Entry/Exit Signs at Boca Highland Center ,
4801 S. Ocean Blvd . Submitted by Boca Highland Center , Inc .
Ed Fanning , Manager of Boca Highland , answered questions regarding the
signs . He said they would be double-faced and non-illuminated , done in
a bronze color with reflective background for letters and trim. Mr .
Heithaus advised the plans met all Code requirements .
After some discussion , Mr . Heetmann/Mrs . Young made the following
MOTION:
THE COMMUNITY APPEARANCE BOARD APPROVES PLANS FOR ENTRY
AND EXIT SIGNS AT BOCA HIGHLAND CENTER, 4801 SOUTH OCEAN
BOULEVARD. SUBMITTED BY BOCA HIGHLAND CENTER, INC.
Roll call resulted in unanimous favorable vote .
Final Review for Lights on Dock at 1019 Bel Air Dr . , Block 1, Lot 4,
Bel Lido . Submitted by Bel Air Place Condominium Association .
Jan Vodeges , Treasurer of the Association , addressed the members and
advised the dock had recently been re-done . She said eight (8) lights
were to be installed , all low voltage (halogen) with no glare downward
0 lighting .
Mr . Arenella noted he had inspected the dock and complimented the way
the job had been done; he noted that all ducts and conduits are hidden
and the project was an asset to the property.
MOTION was then made by Mr . Arenella/Mrs. Gordon as follows :

LIDO, SUBMITTED BY BEL AIR PLACE CONDOMINIUM ASSOCIATION;
PER SURVEY/SITE PLAN B7-475, SHEET 1 OF 2.
Roll call vote was unanimously favorable.
Recommendation for Certificate of Occupancy. Boca Highland Center ,
4801 S. Ocean Blvd . , Lots 1-2E.
Mr . Littlejohn said he had inspected the project with Chairman Galizia
and they found those areas due for their inspection to be in order . He
complimented the total project and moved that it be recommended for a
Certificate of Occupancy. Mr . Arenella seconded . Roll call met with
unanimous favorable vote.

GREENING COMMITTEE
Mr . Galizia advised that a survey on the number , species and location
of existing trees , both donated and belonging to the Town , needed to be
updated . He noted that while there were 118 plaques on the donor
board , actually 225 trees existed , the remainder belonging to the Town .
In order to more easily accommodate this update, he advised he had
divided the Town into three (3) sections by street numbers and discus-
sion took place as to which members would cover which sections . The
members agreed on the following :
NORTH SECTION (2394-95 TO 3115 S. OCEAN BLVD. ) :

MIDDLE SECTION (3200-01 TO 4117 S. OCEAN BLVD. ) :

The Chairman asked that the members have the information updated by the
next meeting .
It was then agreed to schedule the next meeting for Thursday, November
21, since the regular meeting date would fall on Thanksgiving Day. It
was noted the agenda would close on November 7 and Mr . Galizia would be
inspector for November .
There being no further business to come before the Board , the meeting
was adjourned upon MOTION by Mr . Littlejohn/Mr . Heetmann at 10: 50 AM.
