1992.01.30_CAB_Minutes_Regular TOWN OF HIGHLAND BEACH fr, COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES Thursday, January 30, 1992 9: 30 A.M. Chairman Guy Galizia called the Regular Meeting to order in Commission Chambers at 9: 30 AM. Deputy Town Clerk Doris Trinley called the roll . Present were the Chairman , Vice Chairman Elvine Gordon and Members John W. Littlejohn , Paul Heetmann and Frank Arenella . Members Doris E. Perrone and Yvonne Marie Young were absent . Also present were Building Official Harry Heithaus and members of the general public . Upon MOTION by Mr . Littlejohn/Mr . Heetmann, the Minutes of the Regular Meeting of December 19 and the Special Meeting of December 23, 1991 were unanimously approved . NEW BUSINESS Preliminary Review for Demolition of Existing Rectory and Construction of New Rectory at 3510 S. Ocean Blvd . , Lot 85W ; submitted by St. Lucy' s Church _^ Building Official Heithaus addressed the Board , asking that they con- sider giving final rather than preliminary review to the plans, as they were complete and well done . There was no objection from the members. E.N. Turano and Dan Carter identified themselves as the architect and landscape architect respectively and the members convened to the table with them to review the plans . Among areas covered during review were the fact that the existing rectory would not be demolished until the new one was built; some existing trees would be transplanted and utilized with new vegetation; and the parking would consist of six (6) spaces to accommodate those visiting the rectory, planned in such a way as to eliminate the U-turn situation which now exists . All questions raised by the members were answered to their satisfaction . Concluding review, Mr . TURANO, ARCHITECT, JOB NO. 903, DATED 11/27/91, SHEETS SY-1 AND SY-2, A-1 THROUGH A-10, S1 THROUGH S6, ME-1 THROUGH ME-3, AC-1 AND AC-2, P-1 AND 1411 P-2, E-1 THROUGH E-5. Community Appearance Board Regular Meeting - Minutes .. n January 30, 1992 Page 2 of 3 Motion met with unanimous favorable roll call vote . OLD BUSINESS Mr . Galizia questioned the signage on the Ocean Place project (Lots 20- 28E) and asked the Building Official to address why these three (3) large signs on the one property were allowed , since it would appear the sign ordinance (No . 550) was being violated . In response, Mr . Heithaus said this property had been the subject of a Settlement of Litigation with the Town Commission; in turn for greatly reduced density (property was originally designated high rise zoning , but new owner was willing to build only 14 single family homes - now possibly reduced again to 8 single family homes) certain criteria had been waived . As an example , Mr . Heithaus said there was no charge for permits on the project; he also said the owner would be within code if he chose to put a sign on each of the individual eight (8) lots . He further explained that when the owner requested two (2 ) signs in addition to the one already in place in the center of the project, he had discussed it with Town Manager Mary Ann Mariano and it was their consensus that allowing two (2) additional signs on the north and south boundaries of the project would be in best interest of the Town . While Mr . Heithaus ' explanation was understood and accepted , it was noted that in the future it would be in the best interest of the work of the Board if this kind of pertinent information was transmitted to them. GREENING COMMITTEE Lengthy discussion took place regarding the work of the Committee . Areas of interest included : . ongoing discussion regarding updating/computerizing information on trees/placements/honorees/donors . . possible solution to reduce tree plaques being destroyed by landscape personnel by placing asparagus fern around base on all trees, both existing and future plantings . . reduction in price to purchasers of existing town-owned trees ($250 versus $300 ) . It was noted that most of these are on the east side of AlA and thus are not as desirable to purchasers who wish their plaques to be visible from the bike/walking path on the west side of AlA. . request tree-purchase information be put on Government Channel 12. rTh Community Appearance Board r N Regular Meeting - Minutes '^ January 30, 1992 Page 3 of 3 Concluding Greening Committee discussion , Mr . Galizia thanked Vice Chairman Elvine Gordon for the fine work she had done on computerizing tree placement update, as well as the list of Inspectors for 1992. The next Regular Meeting was announced for February 27, with the agenda closing on February 13. Doris Perrone was named Inspector for February.
