COMMUNITY APPEARANCE BOARD
SPECIAL MEETING - MINUTES
Wednesday, February 5, 1992 9: 30 A.M.
Chairman Guy Galizia called this Special Meeting to order in Commission
Chambers at 9: 30 A.M.
Deputy Town Clerk Doris Trinley called the roll . Present were the
Chairman , Vice Chairman Elvine Gordon and Members John W. Littlejohn,
Paul Heetmann and Frank Arenella . Members Doris Perrone and Yvonne
Marie Young were absent .
Also present were Building Official Harry Heithaus and members of the
general public .
Mr . Galizia announced the purpose of the meeting to be a recommendation
for a Certificate of Occupancy for a single family residence at 4221 S.
Ocean Boulevard , Lot 31E, requested by James Drago , architect, for
Scoroposki , owner . He also stated for the record that on February 4 he
and Mrs. Gordon had made a physical inspection of the site .
After describing those areas found not to be in compliance with plans
during inspection , Mr . Galizia invited Mr . Drago to advise the members
how same would be brought into compliance . Specific areas addressed
were :
. regarding some silver buttonwood and one palm tree that
did not survive initial planting , Mr . Drago said Bernard
. Turner of Mangus Nurseries had assured these would be re-
.placed . It was noted that all landscaping is under one-year
.warranty by Mangus .
. the sandy area adjacent to a portion of the pool area would
have vegetation added to prevent sand intrusion into the pool
in that area west of the CCCL, since only DNR and DERM have
jurisdiction east of the CCCL.
. lighting on the east side was on breaker system, as well as
timer , and there would be no problem with same during turtle
season .
While discussion was in progress , Mr . Drago received photos of
plantings that had already been done, i .e . , some vegetation planted in
the pool area and replacement of silver buttonwood; they were of
"before and after" conditions under discussion and were presented to
the members .
Mr . Drago was asked if he would be willing to post a $500. 00 bond to
ensure that the particular areas with which the members had concern

miNfl would be brought into compliance within 60 days of this date, as well
as initial the plans (Job T91-027, dated 3/7/91, Sheet 3 ) to that
effect . He agreed to both stipulations, initialling the plans at this
time, with the $500. 00 bond to be transmitted to the Building Depart-
ment in a timely manner .
Concluding discussion, Mr. Arenella/Mr. Heetmann made the following
MOTION:
THE COMMUNITY APPEARANCE BOARD RECOMMENDS A CERTIFICATE OF
OCCUPANCY FOR THE SINGLE FAMILY RESIDENCE AT 4221 SOUTH OCEAN
BOULEVARD, LOT 31E, REQUESTED BY JAMES DRAGO, ARCHITECT, FOR
SCOROPOSKI (OWNER) , SUBJECT TO MR. DRAGO 'S POSTING A $500. 00
BOND FOR THE COMPLETION OF ALL AFOREMENTIONED REMAINING WORK
WITHIN 60 DAYS.
Roll call met with unanimous favorable vote.
It was noted for the record that re-inspection would take place at the
end of the 60-day period (April 5, 1992).
There being no further business to come before the Board at this time,
the meeting was adjourned upon MOTION by Mr . Littlejohn/Mrs. Gordon at
9: 55 A.M.
