TOWN OF HIGHLAND BEACH
COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
Thursday, June 25, 1992 9: 30 A.M.
Chairman Guy Galizia called the Regular Meeting to order in Commission
Chambers at 9 : 30 A.M.
Deputy Town Clerk Doris Trinley called the roll . Present were the
Chairman and Regular Members John W. Littlejohn , Doris E. Perrone ,
Frank Arenella and Eugene I . Behrman . Vice Chairman Elvine Gordon and
Regular Member Paul Heetmann were absent .
Due to vacation, Building Official Harry Heithaus was also absent.
Upon MOTION by Mr . Littlejohn/Mr . Behrman , the Minutes of the May 28
Regular Meeting were unanimously approved .
Chairman Galizia announced the agenda would be amended to include con-
sideration of Certificate of Occupancy for a sales trailer at 2348 S.
Ocean Blvd . , Lot 136W.
NEW BUSINESS
Preliminary Review for 4-Unit Condominium at 3425 S . Ocean Blvd . , Lot
90E. Submitted by Highland Park Associates (Owner) .
Mark Rothenberg and architect Guido Brito represented Highland Park
Associates , with Mr . Rothenberg speaking on behalf of the project .
Artist' s drawings were presented , showing east and west facades of the
building . Mr . Rothenberg noted that all landscaping would meet
Xeriscape requirements and Mr . Arenella read the list of proposed
plantings into the record . Samples of paint colors , pavers , pool
decking and coral rock were also presented , as well as information on
outside lighting fixtures .
Questions regarding available parking spaces were answered satis-
factorily, with Mr . Rothenberg explaining that only eight (8) spaces
were required , but a total of thirteen (13 ) spaces for owners and
guests were being provided .
Mr . Rothenberg also noted the Planning Board ' s final approval of the
plans and asked if the members might consider final approval today, as
this would afford him the opportunity to appear before the Town Com-
mission at their next meetings and , with the Commission ' s approval , get
on with the project as quickly as possible in light of the proposed
westward movement of the Coast Construction Control Line by the
Department of Natural Resources . In this regard , the Chairman read
Anto the record a memorandum from the Building Official , which stated
'he plans met all Code requirements and could be given final approval
should the members so decide (attached to/made part of these Minutes) .

After some further discussion, during which it was noted that the mem-
bers had previously reviewed the plans and had no need for further
review, the following MOTION was made by Mr . Arenella/Mrs . Perrone :

9202-00 DATED 5/18/92, SHEETS 1 THROUGH 10.
Roll call met with unanimous favorable vote.
Recommendation for Certificate of Occupancy for Sales Trailer at 2348
S . Ocean Blvd . , Lot 136W (Ince & Hertel) .
Peter Ince was in attendance to hear of the Board 's recommendation .
Mr . Galizia noted that he and Mr . Arenella had inspected and found no
problems; the trailer was well camouflaged and all was in order .
Upon MOTION by Mr . Arenella/Mr . Littlejohn , it was the unanimous vote
of the panel to recommend a Certificate of Occupancy for the sales
trailer .
to GREENING COMMITTEE
Discussion took place regarding the following :
.The need for another survey due to the recent destruction,
perhaps due to vandalism, of many plaques . This will be
addressed in the fall when a full complement of members is
available .
.Contact was made with Mrs .Hallberg at 4307 S. Ocean Blvd .
regarding the transplanting of two (2) town-owned trees
from Co-Co-de-Mer condominium property. It was determined
the smaller tree would be placed on the swale ; the larger
one west of the bike path . (See Minutes of May 28 Regular
Meeting) .
.The need to have "Agreement re Care & Pruning of Donated
Trees" form signed and understood by the proper party when
a tree is planted .
. The possibility of instituting a standardized approach to
materials placed at the base of trees to protect tree and
plaque from landscaping equipment .
.The canvassing of several area nurseries to determine if
the Committee might be able to deal with only one nursery

regarding the purchase of trees, thus ensuring better
price and size (12 '-14 ' ) . This will be looked into and
discussed at a future meeting .
. The possibility of using available Committee funds
for tree planting in those areas of Town that do not
meet aesthetic community standards .
OTHER
The next meeting was announced to be July 30 , with the agenda closing
on July 16. Mrs. Perrone will be Inspector for July.
There being no further business to come before the Board at this time ,
the meeting was adjourned upon MOTION by Mr . Arenella/Mr . Littlejohn at
10 : 35 AM.

project, it is my opinion that a final review could be given as
the plans meet all Code requirements.
