1992.07.30_CAB_Minutes_Regular • TOWN OF HIGHLAND BEACH COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES Thursday, July 30, 1992 9: 30 A.M. Chairman Guy Galizia called the Regular Meeting to order in Commission Chambers at 9 : 30 A.M. Deputy Town Clerk Doris Trinley called the roll . Present were the Chairman, Vice Chairman Elvine Gordon and Members John W. Littlejohn , Doris Perrone and Frank Arenella . Members Paul Heetmann and Eugene I . Behrman were absent . Also present were Building Official Harry Heithaus and members of the general public . Upon MOTION by Mr . Littlejohn/Mrs. Perrone, the Minutes of the June 25, 1992 Regular Meeting were unanimously approved . NEW BUSINESS Amended Site Plan Review for Landscaping at 4111 S . Ocean Blvd . , Lot 0 42E. Submitted by Terence Cudmore for James Bilik (Owner) . 411 Terence Cudmore represented the owner and explained the changes made to the landscaping plans, which involved removal of some exotics and changes in landscaping materials which would better suit climactic conditions . The Building Official noted that a Town-owned tree was lo- cated on the property and asked that Mr . Cudmore identify same on all sets of plans, which was done during review. Along with all other landscaping materials , Mr . Cudmore said survival of the Town tree would be guaranteed for one (1 ) Year . Concluding discussion and review, the following MOTION was made by Mrs . Gordon/Mr . Littlejohn : THE COMMUNITY APPEARANCE BOARD APPROVES AMENDED PLANS FOR LANDSCAPING AT 4111 S. OCEAN BLVD. , LOT 42E, SUB- MITTED BY TERENCE CUDMORE FOR JAMES BILLIK, OWNER, WITH NOTATION OF ONE (1 ) YEAR SURVIVAL GUARANTEE OF TOWN-OWNED TREE (CALOPHYLLUM) . Roll call met with unanimous favorable vote . OTHER Mr . Arnella noted that he, Mr . Littlejohn and Mr . Galizia inspected new landscaping at 2445 S. Ocean Blvd . , Lot 129E, in response to a com- plaint from Mr . Gerald Marcy, whose property is immediately adjacent to the north, and who alleged that his field of driving vision to the p south, on exit from his property, was impaired by such landscaping . The Building Official had also inspected this section . After careful measurement, all parties concluded the landscaping not only met , but exceeded , DOT setback requirements . The Board , therefore had no legiti- mate reason to act upon Mr . Marcy' s complaint . • Community Appearance Board . Regular Meeting - Minutes July 30, 1992 Page 2 of 3 • GREENING COMMITTEE Mr . Galizia noted for the record that two (2) insurance claims for trees recently destroyed by vehicular accident had been paid (one tabebuia at 2445 S.Ocean and one nohoronia at 4700 block of S. Ocean) . He also announced that on behalf of the Town , the Greening Committee had made a $50. 00 contribution to the National Arbor Day Foundation (sponsors of Tree City USA) towards the building of the National Arbor Day Center . The Chairman advised the Foundation had been granted $6 million in grant money by the Federal Government for construction of the center , with the proviso that they raise matching funds . Substantial discussion took place regarding transplanting of tabebuia trees at 129E, during which a question arose as to just how many tabe- buias were involved - four or three . It was noted that one tree was destroyed by vehicular accident , one had been transplanted across the street and one remained on the swale section of the property; there- fore if indeed four trees needed to be accounted for , then one was missing . The Recording Secretary was instructed to check the tapes of the meetings where this situation was discussed (1992 February and March Regular) and report the findings to be Board , so proper action could be taken in the event four trees , rather than three, were to be accounted for . A letter from the owner of the property referring to eTh the transplant of two tabebuias is attached to and made part of these Minutes . Mr . Arenella advised inspection of two Town trees to be transplanted from CoCo de Mer condominium, 4703 S. Ocean Blvd . He described one tree as particularly large; both will be transplanted across the street from the property, with survival guaranteed by the condominium associa- tion for one (1) year . Vice Chairman Gordon addressed several important areas relative to the work of the Committee : . to institute a standardized form to be employed when property owners ask to transplant Town-owned trees, to include such areas as survival guarantee, location site , date moved , cost of replacement, etc . Mrs. Gordon will work up a draft form for discussion at a future meeting . . regarding the ongoing tree inventory survey, which she is computerizing , Mrs . Gordon recommended the purchase of a software program geared specifically for this purpose . It is offered by the Arbor Day Institute at a cost of fl Community Appearance Board nRegular Meeting - Minutes July 30, 1992 Page 3 of 3 n $99 . 00 to municipalities designated "Tree City USA, " with a money-back guarantee if not satisfied . It was the CONSENSUS of the members to order same and the Recording Secretary was instructed to submit the necessay paperwork to the Finance Department . . the consideration of a more durable marker for donated and town-owned trees, or consistency in ensuring that there is a safe area (mulch) around the base of the trees to protect from landscaping equipment damage . Discussion regarding the possibility of the Committee contracting with a nursery to purchase "x" amount of trees over a certain period of time as regards beautifying certain sections of the Town which are lacking in tree plantings concluded with Mr . Arenella offering to research some area nurseries regarding such an agreement . This approach will be fur- ther discussed at a future meeting . The Chairman announced the next meeting to be August 27 , with the agenda closing on August 13 ; Mr . Littlejohn will be Inspector for the month of August . Dear Mr. Galizia : At the last CAB/Greening Committee meeting , I was asked to outline our proposal/guarantee for the transplanting of two Tab trees . During the meeting at the site, it was agreed that two (n trees will be moved in approximately two weeks . They will be moved directly across the street . Great care will be used to insure survival. Furthermore, I will be responsible for the proper watering and initial maintenance and will guarantee the survival of the trees for one year. It is my understanding from our landscape architect , John Lang , that the survival rate is 95%. However, if they should die within this one year period, I will replace them.
